Title I: Flexible Learning Programs (FLP)

The Georgia Department of Education recently requested a waiver to opt out of specific components of No Child Left Behind from the U.S. Department of Education. This waiver, titled the Elementary and Secondary Education Act (ESEA) Flexibility Waiver was approved in February, 2012.

Georgia’s waiver officially ended the free tutoring program known as Supplemental Educational Services (SES) previously offered in specific Title I schools. Instead of SES, Flexible Learning Programs are being implemented in specific Title I schools identified as either Priority or Focus.

Flexible Learning Programs are designed to improve student academic proficiency in specific subject areas identified by the school. Students qualify for the program using multiple selection criteria. Those selection criteria are defined by each school implementing a Flexible Learning Program.

Additionally, schools implementing a Flexible Learning Program may contract with an outside vendor to assist with program implementation. Schools that utilize outside vendors during any year FLP was implemented are listed below:
