MINUTES OF THE MEETING OF COTTESMORE PARISH COUNCIL HELD ON 21 AUGUST 2017, AT THE VILLAGE HALL, COTTESMORE

049/17 DECLARATIONS OF UNREGISTERED DISCLOSABLE PECUNIARY INTERESTS IN AGENDA ITEMS AND REQUESTS FOR DISPENSATIONS FROM MEMBERS ON MATTERS IN WHICH THEY HAVE A REGISTERED DISCLOSABLE PECUNIARY INTEREST

There were no unregistered disclosable pecuniary interests in agenda items to be declared or any requests for dispensations received from members.

050/17 GUEST SPEAKER: Ashley Poulton, Locality Youth & Community Development Officer, Rutland County Council – Services and support offered to children, young people and their families

Ashley gave an overview of the services and support offered that includes sessions and workshops on Career Aspirations, Healthy Relationships, Self-Esteem and Body Image, SEND Aspirations and Resilience. The aim is to engage with young people from years 11+ to ensure they are provided with support and information that are crucial for them.

051/17 PUBLIC TIME

There were three members of the public in attendance.

Provisional Sites For Development Under Rutland County Council’s Consultative Draft Local Plan Mr Hollis reminded the Council that if Site LPR/COT/04 were to be the approved site, as part of the development, he would give the field, part of which includes LPR/COT/03, to the Village, as well as providing a parking area for the cemetery. He added that if the site proposed by RCC, LPR/COT/13 was selected, it could exacerbate the issue of occasional flooding at the junction of Main Street and Mill Lane, and access could be a problem, as it would be opposite the school. Mr Hollis invited Councillors to look at both the 03 and 13 sites. Ms Colton stated that development of LPR/COT/13 could result in issues with regard to access, parking in the vicinity of the school and drainage.

052/17 MINUTES OF MEETINGS

Minutes – 19 June 2017 It was proposed by Mr Hyde, seconded by Mrs Edwards and agreed that the Minutes of the meeting held on 19 June 2017 were correct, and be approved and signed.

053/17 MATTERS ARISING

The Fencing Installed by Abbey Homes at Harrier Close There was no update available with regard to the outcome of the appeal lodged by Abbey Homes Limited.

Replacement of the Large Gate Adjacent to the Village Hall Mr Barker stated that he had not yet put a metal sheaf into the bolt hole, but would do so.

1 ‘The Great British Spring Clean’ Summer Event Mrs Edwards reported that the Event had gone ahead but that it had been very poorly attended with only six individuals present. She advised that the Greetham Road, Oakham Road and Rogues Lane had been targeted.

The Condition of Bus Shelters in the Village RCC has advised that the replacement Perspex required has been ordered and the re-painting is currently on a works schedule and will be attended to as soon as possible.

Lavender Encroaching on to the Footpath on The Leas It was agreed that this would be covered on the Schedule drawn up following the Counciillors Walk.

Rogues Lane Lamp The work required to clear the foliage surrounding the light is yet to be carried out.

Litter Bin Outside the Shop The emptying of the bin is now scheduled be carried out twice a week.

Application for a Joint Cycleway/Footway From the Ashwell Road Junction, Along the Market Overton Road to the Junction With Mill Lane and then Along Mill Lane to the School The draft application completed by Mr Meara was considered. It was proposed by Mr Barker, seconded by Mrs Patient and agreed that the wording proposed by Mr Meara was acceptable and that the application be submitted to RCC.

Inspections of the Play Areas and the Record Keeping of the Inspections Nobody had yet had the opportunity to investigate the online facility. Mrs Edwards offered to look at it for discussion at the meeting in September.

State of the Land Owned by Abbey Homes at Harrier Close Highways at RCC has advised that the overgrown nature of the land does not pose a danger from a road safety point of view. The Enforcement Office at RCC has advised that Abbey Homes have placed an order to have the overgrown land cut back to ground level as soon as possible. The Environmental Protection Officer at RCC has advised that the plants growing on the land are not of concern to Environmental Health but to advise if specific plants are of concern.

AGENDA ITEMS

054/17 DISCUSS THE RELEASE OF THE AGREED GRANT OF £5,000 TO THE VILLAGE HALL MANAGEMENT COMMITTEE

Anna Davis advised that the Village Hall Management Committee (VHMC) had received a quotation of £6,635.00 for the urgent work required to the changing rooms and now wished to request the release of £3,000.00. She further advised that the VHMC would be considering applying for substantial grants to fund the required major refurbishment. In order to facilitate this it would need to be shown that support is being provided by the Council. She therefore requested that the £2,000.00 balance, of the originally agreed £5,000.00, be kept in reserve for this purpose. It was proposed by Mrs Smith, seconded by Mrs Edwards and agreed by four votes to three, that the £3,000.00 be released and the £2,000.00 be held in reserve.

055/17 CONSIDER A TWINNING BETWEEN COTTESMORE AND THE ITALIAN VILLAGE OF PALOMBARO

It was agreed that an article be produced for the Link asking for committed volunteers to form a Twinning Committee. This will enable the interest in such a venture to be gauged,

2 056/17 DISCUSS THE MAINTENANCE OF THE VERGE ON LONG MEADOW WAY

It was agreed that the Council should arrange for the verge to be tidied up but that before this can happen the hedge is in need of cutting back to allow safe access to the verge. The Clerk will contact RCC in connection with cutting of the hedge.

057/17 DISCUSS THE PURCHASE OF ROYAL BRITISH LEGION LAMP POST POPPIES

It was proposed by Mr Hyde, seconded by Mrs Patient and agreed that twenty lamp post poppies are ordered at a cost of £3.00 each. Mr Hyde, with the help of Mr Swain, offered to put them up and take them down.

058/17 DISCUSS THE ARRANGEMENTS FOR REMEMBRANCE SUNDAY

The Clerk is to confirm the booking for Remembrance Sunday with the Sports & Social Club and the village hall and liaise with the Church with regard to arrangements for the day. Mr Swain will contact the Commandant at Kendrew Barracks to determine their plans.

059/17 DISCUSS THE PARKING OF VEHICLES ON THE GRASS VERGE ON ROGUES LANE, OPPOSITE TOLL BAR, AND CONSIDER THE INSTALLATION OF BOLLARDS TO PREVENT IT

It was agreed that there was a problem with vehicles being parked on the verge on Rogues Lane, opposite Toll Bar. It was proposed by Mr Swain, seconded by Mr Barker and agreed that RCC be approached with regard to installing bollards to prevent it.

060/17 ALLOCATE THE ACTIONS REQUIRED FOLLOWING THE COUNCILLORS WALK

Details of the observations made on the Councillors’ Village Walk on 3 August had been circulated. The schedule was gone through item by item and it was agreed what actions were required and who would undertake them.

061/17 DISCUSS PUTTING DOUBLE YELLOW LINES ON BOTH SIDES OF THE ENTRANCE TO JUBILEE GARDENS

It was agreed that it was not necessary for double yellow lines, and the implementation of the Highway Code would address the identified problem of vehicles parking at the junction with Hall Close.

062/17 DISCUSS THE TREES ON THE APPROACH TO THE COMMUNITY CENTRE

The Clerk advised that as the three trees, on the east side of the Community Centre drive, were in the Conservation Area, planning permission would be needed in order to carry out the required work, but that there would be no charge for this. It was agreed that Mr Barker would meet a tree surgeon on site to organise a quotation.

063/17 DISCUSS THE IMPLEMENTATION OF A SPEED LIMIT OF 50 MPH ALONG BARNSDALE AVENUE TO COTTESMORE AT AN APPROXIMATE COST TO THE PARISH COUNCIL OF £988.34

It was proposed by Mr Barker, seconded by Mrs Patient and agreed that the Council are not in favour of the implementation of the speed limit of 50 MPH.

064/17 DISCUSS THE SPEED LIMIT REVIEW FOR HARRIER CLOSE AND THE PROPOSED CHANGES TO THE SCHEME PROPOSAL

3 It was agreed that the change in the scheme proposal from the creation of a ‘Home Zone’ to the installation of 20 MPH signage was acceptable. Mrs Edwards will advise the residents of the changes to the scheme proposal.

065/17 CONSIDER WHETHER THE PARISH COUNCIL ARE PRPEPARED TO ADOPT AND UNDERTAKE THE MAINTENANCE OF TWO AREAS OF OPEN SPACE PROPOSED TO BE INCLUDED IN ANY FURTHER DEVELOPMENT OF HARRIER CLOSE

It was proposed by Mr Barker, seconded by Mrs Patient and agreed that the Council would only be prepared to consider the adoption of the areas and undertake their maintenance thereafter providing an adequate level of funding is provided for 30 years.

066/17 OTHER MEETINGS

Parish Council Forum Held on 17 July 2017 A report of the meeting had been circulated by Mr Meara. The Forum covered items on “One Public Estate”, Oakham Town Centre Improvement, Whissendine Good Neighbour Scheme and Local Plan Update.

Village Hall Management Committee Meeting Held on 14 August 2017 Mrs Patient had circulated a report of the meeting that included items on an increase in fees for hiring, work stating on 4 September on the changing rooms and showers and the replacement of the upstairs fire door.

067/17 CORRESPONDENCE

From RCC - Confirming that the Greetham Neighbourhood Plan will proceed to a Neighbourhood Planning Referendum. This was noted. From RCC – Advising that The Local Government Boundary Commission for England has formally commenced an electoral review of Rutland County Council. The consultation runs until 2 October 2017. This was noted. From Healthcare Rutland – Invitation to the Annual Meeting to be held on the afternoon of 15 September 2017. This was noted but nobody was available to attend. From RCC – Providing notification that Rutland County Council is consulting on its Consultative Draft Local Plan. The consultation document identifies provisional sites to be allocated for development and sets out planning polices for Rutland for the period to 2036. Comments are invited during the consultation period which ends at 4.45 pm on Monday 25 September 2017. It was agreed that Councillors would hold an informal meeting to consider what RCC is proposing for Cottesmore. The outcome of these discussions would then be discussed at the September meeting to decide on the comments to be submitted to RCC. From RCC – Providing notification that following an Independent Examination, the modified version of Greetham’s Neighbourhood Plan is now the subject of a public referendum that is to be held on Thursday 7th September 2017. This was noted. From Healthwatch Rutland – Advising of a consultation on the future of Healthwatch Rutland and asking for completion of a survey by 8 September 2017. This was noted From RCC – Advising that the Site Appraisal document which summarises the provisional sites for development that were selected and rejected has now been published. This was noted. From Leicestershire & Rutland Police – Invitation to an event on 6 September 2017 at the Police Headquarters at Enderby. The purpose of the event is to give an opportunity to hear about how the Force is dealing with the challenges of policing in Leicester, Leicestershire and Rutland in 2017; cyber crime, counter terrorism and local policing. It will also be a chance to discuss how the Force goes about identifying the next £10M savings required by 2021. This was noted and it was agreed that Mr Meara would be attending. From RCC – Invitation to Rutland Adults Social Care stakeholder event on 15 September 2017 at Oakham Rugby Club. This was noted and it was agreed that Mr Donovan would be attending. From RCC – Requesting feedback as to what winter maintenance equipment is held by the Parish Council and what plans are in place to deal with adverse winter weather. RCC are to be advised that there are grit bins and a grit spreader for footpaths in the Parish but there are no plans in place to deal with adverse winter weather. From NALC – Request to renew LCR subscription of £17.00. It was proposed by Mrs Patient, seconded by Mr Hyde and agreed that the subscription be renewed.

4 From Mr B Ford – Request for the Parish Council to replace a dead tree on The Pastures Paddock. The Clerk advised that this has been referred to RCC and a response is awaited. From RCC – Advising that the adoption process for Jubilee Gardens has begun. This was noted. The Clerk is to confirm with Spire Homes that they know that the parking spaces on the approach to Jubilee Gardens is owned by them and that the adjacent fence is in need of repair.

Refusal of Planning Permission

Residential infill development comprising 12 dwellings (including 3 affordable units) along with parking and amenity space. All Green Space Around Harrier Close, Cottesmore.

Notice of Decision in Respect of a Section 211 Notice Proposing work to a Tree or Trees in a Conservation Area

Cherry (T1) – Reduce height of Cherry tree 1.5m and reduce lateral branches to balance shape. Pear (T2) – Remove Pear tree to just above ground level. Magnolia (T3) – Reduce height of Magnolia tree by 1.5m and reduce lateral branches to balance shape. Ash (T4) – Remove middle Ash tree to just above ground level - this tree has extensive basal decay. 070/17 OPEN FORUM

BT Telephone Kiosk Mrs Patient asked if arrangements could be made with BT for the removal of the telephone box. It was suggested that it may be used in connection with the defibrillator. The Clerk will check this out and then either ask BT to remove it or alternatively, clean it.

Wooden Structure Sited in the Front Garden of No. 2 Greetham Road The Clerk was asked to check with RCC if permission is required for the wooden structure sited in the front garden of No. 2 Greetham Road, and if so, has it been obtained.

Addition of an Area of Nether Close to the Grass Cutting Contract Mr Hyde requested that an area on the right hand side of Nether Close be added to the grass cutting contract. It was agreed that he should contact Biffa to ascertain what, if any, the additional cost will be.

New Regiment Moving into Kendrew Barracks Mr Donovan suggested that with a new regiment arriving at Kendrew Barracks, now may be a good time to make contact to arrange a meeting to encourage a closer relationship between the Barracks and village. Mr Swain said he would make contact.

Heath Drive Play Area It was reported that the seats on the two swings in the Heath Drive Play Area were in need of cleaning and that the perished rubber on one of them was in need of replacement. Mr Barker said he would attend to these issues.

The next Parish Council meeting will be held on Monday 18 September 2017.
