BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1SECTION 1. Capital punishment will no longer be utilized in the sentencing of offenders for 2 any federal crime. 3SECTION 2. Capital punishment is defined by Oxford English Dictionary as “The legally 4 authorized killing of someone as punishment for a crime.” Methods for such 5 include lethal injection, electrocution, gas chamber, hanging, or firing squad. 6SECTION 3. The Federal Bureau of Prisons will oversee the implementation of this change. 7SECTION 4. This measure will be implemented by January 1st, 2020. 8SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

2 1 3 1 A Bill to Adopt an Opt-Out Organ Procurement System

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1SECTION 1. The United States federal government shall transition to an opt-out organ 2 procurement system. 3SECTION 2. An opt-out organ procurement system assumes consent from a deceased 4 individual to extract and donate her or his viable organs, unless the deceased 5 individual opted out of the donation system prior to clinical death. 6SECTION 3. The U.S. Department of Health and Human Services will oversee the 7 implementation of this bill by sending opt-out forms through the U.S. Postal 8 Service to citizens and permanent residents upon their twenty-first birthday. 9SECTION 4. Opt-out responses to organ donation will be recorded on a confidential national 10 registry immediately available to all hospitals and emergency rooms. 11SECTION 5. If a person dies without opting out, but there is reasonable doubt about her or his 12 ability to consent: 13 1) The family of the individual will be contacted and allowed to decide on 14 behalf of the individual. 15 2) If no family members can be contacted, consent will not be assumed. 16SECTION 6. Funding for this bill will come from delaying the refurbishment of Abrams tanks, 17 worth $436 million a year. 18SECTION 7. This legislation shall take effect on January 1, 2017. 19SECTION 8. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Cease Funding to the United Nations 1Whereas, The United Nations has consistently operated in a manner directly at odds with the 2humanitarian values upon which it was founded; and 3Whereas, The oversight and corruption of the United Nations has endangered and will 4continue to endanger thousands of lives internationally; and 5Whereas, The United Nations has allowed individual interests and politics to transform the 6organization into one that is not in the interest of the United States to support financially. Despite 7the United States' large contributions, the United Nations undermines the humanitarian 8initiatives of the United States; and 9Whereas, In a time where the United States faces considerable debt, its funds are better used 10for an organization that possess higher humanitarian standards than the United Nations; now, 11therefore be it 12Resolved, That the United States cease all funding to the United Nations

A Bill To Remove Marijuana as a Schedule 1 Drug

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1SECTION 1: Marijuana will be removed from the Controlled Substances Act (21 U.S.C. § 811), 2Schedule I drug. 3SECTION 2: A schedule I drug according to the Controlled Substances Act is a drug that has a high 4potential for abuse, has no accepted medical use for treatment in the United States, and there is a lack of 5accepted safety for use of the drug or other substance under medical supervision. 6SECTION 3: The DEA and the FDA will oversee the implementation of this bill. 7SECTION 4: This bill will take effect immediately starting April 20, 2016. 8SECTION 5: All laws in conflict with this legislation are hereby null and void.

2 4 3 1 A bill to allow the licensing of Midwives (CM, CPM, CNM, and DEM) nationwide to ensure full birthing rights to women in prenatal care and labor.

1BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2SECTION 1. An approved board in every state will provide licenses to specially trained midwives, so 3 women have the right and ability to have safe homebirths. 4SECTION 2. Licensing requirements include the CPM credentials provided by US MERA that will 5 cover all education standards for Midwives. 6SECTION 3. Each state’s Department of Licensing would oversee the implementation of licensing. 7SECTION 4. Hospitals will be required to admit women being transferred from a home birth and/or 8 birth center environment to a hospital for medical or personal reasons. 9SECTION 5. Midwives will be allowed to fill out birth certificates and individual states must see them 10 as valid. 11SECTION 6. This legislation would be enforced January 2017. 12SECTION 7. All laws in conflict with this legislation are hereby declared null and void.

2 5 3 1 A Bill to Increase the Federal Excise Tax on Gasoline BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1SECTION 1. The federal gasoline tax will be increased to 24.4¢ per gallon. 2SECTION 2. The current federal excise tax on gasoline is 18.4¢ per gallon. 3SECTION 3. The Department of Transportation will oversee the enforcement of this bill. 4 A. Revenue raised from this measure will go towards public transportation with the goal 5 of improving its availability and limiting carbon emissions. 6SECTION 4. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1WHEREAS, our schooling system clearly has major flaws that inhibit child education.

2WHEREAS, a block scheduling system would provide major benefits to the learning of students

3throughout the country.

4BE IT RESOLVED THAT, all public schools have to adopt an alternate day block scheduling system to

5improve our schooling system.

2 7 3 1 A Resolution to Ban Dangerous Body Deodorant Sprays

1BE IT ENACTED BY THE CONGRESS HERE ESSEMBLED THAT: 2 SECTION 1: Body deodorant sprays containing certain harmful chemicals will be banned to 3 protect the livelihood of consumers and those around them. 4 SECTION 2: The Center for Disease Control defines many of the chemicals in common body 5 deodorant sprays as severely harmful to external organs and skin with prolonged use. Companies 6 using these chemicals in body deodorant sprays will no longer be able to sell their products 7 within the United States. 8 SECTION 3: The chemicals no longer permitted in body deodorant sprays will be propane, 14 9 Butyl Ether, denatured alcohol, Butylated Hydroxytoluene (BHT), Distearate, and aluminum. 10 SECTION 4: Companies will also be required to list ingredients of their body deodorant sprays 11 for public knowledge. 1BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2SECTION 1. Election Day will hereafter be considered a federal holiday. 3SECTION 2. The following terms are defined for clarification: 4 A. Election Day is the day on which federal and state-wide general elections are held 5 and takes place on the Tuesday following the first Monday in November. 6 B. A federal holiday is an authorized holiday which has been recognized by the US 7 government. During this time, non-essential federal government offices are closed, 8 every federal employee is paid for the holiday, and many businesses consider it 9 customary to close. 10SECTION 3. Federal holidays are designated and enforced by Congress; it would be the duty of every 11 federal government office to comply. 12SECTION 4. 1 A Bill to make it mandatory for children living in the United States to be vaccinated

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 3SECTION 1. All children living in the United States must be vaccinated in order to live in this 4 country. 5SECTION 2. A vaccine is a substance used to stimulate the production of antibodies and 6provide immunity against one or several diseases, prepared from the causative agent of a disease, 7its products, or a synthetic substitute, treated to act as an antigen without inducing the disease. 8SECTION 3: There will be an opt-out option only for religious beliefs. 9SECTION 4: The vaccines will be given in stages and will include all vaccinations 10recommended by the Center for Disease Control. 11SECTION 5. The Department of Health and Human Services will oversee the enforcement of 12 this bill. 13 A. To enforce this bill, parents not filing religious exemptions will be fined $500 for 14 each offense. 15 B. After the 3rd offense, Child Protective Services will begin a formal investigation. 16 C. Money collected from fines will be used to subsidize low income families. 17 D. A voucher system will be implemented as part of Medicaid to provide free 18 vaccinations for low income families. 19SECTION 4. This bill will go into effect at the beginning of the 2018 fiscal year. 20SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Redesign State Flags That Carry Confederate Symbols

BE IT ENACTED IN THE CONGRESS HERE ESSEMBLED THAT: 1 2 SECTION 1: Any state flag that has a representation or honor of the Confederation, shall be 3 redesigned to omit any and all symbols. 4 SECTION 2: The State and Federal government should be unbiased, and the continuation of 5 flying a version of the Confederate flag is not permissible. 6 SECTION 3: States that would be immediately effected by this change include Alabama, 7 Arkansas, Florida, Georgia, Mississippi, and Tennessee. 8 SECTION 4: This legislation will go into effect August 1st, 2016 9 SECTION 5: All laws in conflict with this legislation will be null and void.

A Bill to Legalize Marijuana and Decriminalize Possession of Marijuana in the United States

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1SECTION 1. Marijuana will hereafter be legal within the United States and its territories and, 2 upon passage of this bill, possession of marijuana will hereby retroactively be 3 decriminalized. 4SECTION 2. 5 A. Marijuana is the dried leaves and female flowers of the hemp plant, typically 6 used in cigarette form as a narcotic or hallucinogen. 7 B. Legalize is defined as to make (something that was previously illegal) 8 permissible by law. 9 C. Decriminalize is defined as to cease by legislation to treat (something) as 10 illegal. 11 i. Upon the passage of this bill, the sentence of any person who is 12 currently being housed in a federal or state penitentiary solely for 13 possession of marijuana with longer than six months left in his or her 14 sentence will have said sentence hereafter be reduced to six months. 15SECTION 3. The Drug Enforcement Administration will oversee the implementation of this 16 bill. 17SECTION 4. This bill will go into effect on July 1st, 2016. 18SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Grant Congressional Representation to U.S. Territories and the District of Columbia

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1SECTION 1. The United States federal government will grant congressional representation to its

2 majorly populated overseas territories and full congressional representation to the District

3 of Columbia.

4SECTION 2. The United States’ major overseas territories include American Samoa, Guam, the

5 Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands.

6SECTION 3. Partial Congressional Representation would grant territories proportional representation

7 in the House of Representatives and one Senator per U.S. territory in Senate. The District

8 of Columbia will be granted proportional representation in the House of Representatives

9 and two Senators.

10SECTION 4. The aforementioned U.S. territories will be granted votes in the Electoral College

11 according to their population.

12SECTION 5. American nationals living in the aforementioned U.S. territories who are not already

13 American citizens shall be granted full United States Citizenship with all the rights it

14 entails.

15SECTION 6. Inhabitants of these territories are required to pay income tax as required by the Internal

16 Revenue Service.

17SECTION 7. The aforementioned U.S. territories and the District of Columbia can individually opt out

18 of complying with this legislation, so as long as it is the will of their inhabitants as

19 determined by a public referendum prior to January 1, 2018.

20SECTION 8. This legislation shall take effect on January 1, 2018.

21SECTION 9. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Lower the Legal Drinking Age to 18

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT; 1 SECTION 1: The legal drinking age will be lowered from 21 years old to 18 years old. 2 SECTION 2: If passed this legislation will be enacted August 1st, 2016 3 SECTION 3: All previous laws in conflict with this legislation will now be null and void.

A Bill to Improve School Meals

BE IT ENACTED BY THE CONGRESS HERE ESSEMBLED THAT: 1SECTION 1: All public schools will start providing meals made from scratch in effort to provide 2healthier and tastier meals for students. 3SECTION 2: Products will be locally grown and bought to help local businesses and farmers. 4SECTION 3: Funding will continue to come from the National School Lunch Program (NSLP). 5SECTION 4: The current NSLP budget of $11.6 billion will be reduced to $8 billion. 6SECTION 5: Meals will still follow USDA Official Nutrition Standards in the National School Lunch 7and School Breakfast Programs. 8SECTION 6: School food service directors, kitchen managers, and lead cooks receive training to gain 9skills necessary to provide said meals. 10 SUB-SECTION A: A 5-day training in the school district through the Cook for America Lunch 11 Teacher Culinary Bootcamp program will provide this training. 12 SUB-SECTION B: $2 Billion will be allotted for this one time, nationwide training. 13SECTION 7: The Department of Defense will no longer sell schools fruits and vegetables. 14SECTION 8: Farms wanting to sell produce to schools will need to have gone through GAPs Online 15Produce Safety Course. Meat product will have to be processed in a USDA certified business. 16SECTION 9: The Department of Education and The National School Lunch Program will continue being 17responsible for the implementation of school lunch programs 18SECTION 10: All laws in conflict with this legislation are hereby declared null and void. 19SECTION 11: Legislation will go into effect August 2018

A Resolution to Increase Mental Health Services to U.S. Military Personnel

1 WHEREAS, The US military reports steadily rising cases of PTSD in personnel experiencing long- 2 term and/or multiple deployments; and U.S. military members face barriers to receiving 3 mental health treatment. Including but not limited to; 4 SUBSECTION A: a lack of access to mental health services and professionals. 5 SUBSECTION B: The possible stigmatization of mental health problems and 6 lack of encouragement to seek help 7WHEREAS, As the amount of Veterans taking their lives increase every year, we need to ensure they 8 will receive the help needed to live healthy lives after serving our nation. 9RESOLVED, Mental health services will be available to all military personal in all branches whether 10 deployed, active or veteran. 11RESOLVED Congress will have the power to enforce this article through appropriate legislation.

A Resolution to Enact School Uniforms in the Public School System

1WHEREAS: In the United States violation of dress code and the implementation of dress codes being 2 biased are an increasing problem, we need to find a solution that promotes equality and 3 lessen sexism within our nation. 4WHEREAS: Public schools in our country have no consistent standard, allowing every school to be 5 different then another. This can and has led to some schools having ridiculous standards, 6 and others having none at all. But even worse, this has allowed schools to have strict 7 dress codes for females, and no dress code for their fellow male classmates. 8WHEREAS: By not having a consistent standard, in cases where students are degraded its getting 9 increasingly harder for students and their parents to stand up against these wrongful 10 proceedings. 11RESOLVED: That a school uniform will be implemented in the public school system so both male and 12 female students have consistent standards no matter where their school is, and so we can 13 start eliminating the double standards within school dress codes.

A Bill to Raise the Federal Smoking Age to 21

A Bill to Make March 1st National Witch Trials Remembrance Day

2SECTION 1: March 1st will become National Witch Trials Remembrance Day.

3SECTION 2: National Witch Trials Remembrance Day will be enacted to honor and remember the

4thousands of men and women who lost their lives due to false persecution during witch craft trials.
