JOB DESCRIPTION

POSITION: Head Start Director Date Revised: 6-29-17 DEPARTMENT: Head Start FLSA STATUS: Exempt

JOB SUMMARY: The Head Start Director is responsible for the overall operation of the Head Start program, and is directly responsible to the KI BOIS CAF, Inc. Executive Director. The Head Start Director has complete supervision of all Head Start staff.

ESSENTIAL JOB DUTIES:

1. Interpreting and implementing Head Start Policies, Issuances, and Guidelines. Sharing information with all staff as necessary.

2. Providing an effective organization and the staff to carry out the requirements of the Head Start Program.

3. Developing and submitting the Head Start Grant Application. Making major changes in the budget and/or work program, while the program is in operation.

4. Administering and coordinating the financial and accounting support activities required.

5. Receiving reports from center staff, Coordinators and financial staff. Compiling or arranging for required reports as required.

6. Administering the KI BOIS Personnel Policies and Procedures. Supervising all Head Start Centers and employees. Hiring and firing Head Start employees according to KI BOIS Personnel Policies and Performance Standards regulations.

5. Hearing Center or employee grievances/complaints prior to discussion with the Executive Director and/or Board of Directors.

6. Working with Coordinators, staff and Policy Council in the development of curriculum, Criteria for Selection of Children, training needs, policies and procedures, forms, etc.

7. Ensuring that Day Care Licensing Requirements for space, equipment and supplies are met.

8. Promoting and participating in training for Head Start staff and parents.

9. Arranging for regular meetings of Policy Council as needed.

10. Attending Policy Council and Board of Directors meetings, making financial and program reports.

11. Negotiating with schools, landlords, vendors, etc. for goods, space and/or services for the program.

12. Purchasing or delegating authority to purchase all supplies, materials and equipment necessary to maintain a quality program.

13. Seeking and applying for funding from Federal and private funding sources.

14. Complying with “Regulations for All Head Start Staff”.

15. Any other assigned duties.

QUALIFICATIONS/REQUIREMENTS:

1. B.S. Degree in Child Development, Early Childhood Education, Administration, Business Management, or Education; or

2. A.A. Degree in Child Development, Early Childhood, Administration, Business Management; or

3. Education and 3 years experience in Head Start; or

4. Qualifications and experience deemed satisfactory by the Policy Council and KI BOIS Board of Directors. REQUIREMENTS FOR ALL HEAD START STAFF

STANDARDS OF CONDUCT

I agree to comply with the following Standards of Conduct: (i) To support children’s well-being and prevent and address challenging behavior; (ii) Do not maltreat or endanger the health or safety of children, including, at a minimum, that staff must not: (A) Use corporal punishment; (B) Use isolation to discipline a child; (C) Bind or tie a child to restrict movement or tape a child’s mouth; (D) Use or withhold food as a punishment or reward; (E) Use toilet learning/training methods that punish, demean, or humiliate a child; (F) Use any form of emotional abuse, including public or private humiliation, re- jecting, terrorizing, extended ignoring, or corrupting a child; (G) Physically abuse a child; (H) Use any form of verbal abuse, including profane, sarcastic language, threats, or derogatory remarks about the child or child’s family; or, (I) Use physical activity or outdoor time as a punishment or reward; (iii) Respect and promote the unique identity of each child and family and do not stereotype on any basis, including gender, race, ethnicity, culture, religion, disability, sexual orientation, or family composition; (iv) To comply with program confidentiality policies concerning personally identifiable information about children, families, and other staff members in accordance with subpart C of part 1303 of this chapter and applicable federal, state, local, and tribal laws; and, (v) Ensure no child is left alone or unsupervised by staff, consultants, contractors, or volunteers while under their care.

FAILURE TO COMPLY WITH THE ABOVE STANDARDS OF CONDUCT WILL BE GROUNDS FOR IMMEDIATE DISMISSAL Other Essential Requirements:

1. Must actively supervise children according to KI BOIS Active Supervision Procedure.

2. Able to lift, carry and hold children or objects up to 50 pounds. Physically able to stoop, bend, kneel, etc. to perform duties of the job.

3. Follow KI BOIS Head Start Dress Code.

4. Practice good hygiene daily, using proper handwashing techniques and universal precautions, according to KI BOIS procedures.

5. Possess a kind and caring attitude, dependable, energetic, communicative and non- judgmental.

6. Sit with children at mealtimes, eating the same meals.

7. Assist in recruitment of children for enrollment.

8. Work as a part of the KI BOIS team, and as an advocate for Head Start, accepting and implementing constructive criticism and recommendations for improvement.

9. Report all safety issues, mistreatment of children or inappropriate actions of co-workers to immediate supervisor or other administrative staff.

10. Willing to be transferred to another work site in order to meet the needs of the Agency.

11. Comply with Head Start Performance Standards, DHS Licensing Requirements, KI BOIS Personnel Policies and Procedures and Job Description, including attending training as required.
