SPECIFICATION FOR BARRIER DELINEATORS

September 15, 2008

1. SCOPE

This specification identifies the minimum requirements for barrier delineators designed for attachment to a barrier surface to reflect light from approaching vehicle headlights back to the driver. The delineators may be used on concrete median barrier, guiderail, concrete protective walls, bridge parapets and other roadside structures. Barrier delineators are further classified as Barrier-Mount Delineators, and Impact Resistant Guiderail/Barrier-Mount Delineators as indicated in Publication 35 (Bulletin #15).

2. GENERAL REQUIREMENTS

2.1 Materials. All materials shall meet the requirements of these specifications and no delineator shall be used until the Materials and Testing Division, Bureau of Construction and Materials has tested it, and been approved by the Department.

2.1.1 Barrier-Mount Delineators. Barrier-mount delineators shall be constructed of a durable plastic or aluminum.

2.1.2 Impact Resistant Delineators. Impact resistant delineators shall be high impact plastic, polycarbonate or flexible polyurethane body. The color of the body should complement the color of the reflector and be impregnated throughout the material.

2.1.2.1 Guiderail Post Mounted-Hinged. This unit shall be comprised of a “U” channel base of rigid PVC that slips over the web of a guiderail post and a rigid PVC panel connected by a hinge made of polyurethane/vinyl. The minimum reflective area shall be 12 square inches.

2.2 Installation. These units may be installed using a rapid-setting epoxy adhesive material, mastic material, anchor bolts, studs or any suitable method specified by the manufacturer. If adhesive materials, which require curing, are used, the cure time shall not exceed 15 minutes or the unit must remain stationary after being placed on the barrier with firm hand pressure for only five seconds.

2.3 Reflective Surface. Reflectivity shall be provided using sheeting materials which satisfy Department specifications for ASTM Type III, IV, V, VII, VIII, IX, or X

-1- retroreflective sheeting.

2.4 Reflective Area. Minimum reflective area on each face shall be 7.0 square inches, unless noted otherwise.

3 . PHYSICAL TESTING

3.1 Freeze-Thaw Resistance. Delineators shall be mounted in accordance with manufacturer’s recommendations on dry flat specimens of sawed concrete cores. After mounting, the delineators shall be tested in accordance with ASTM C-666-71 for freeze- thaw resistance. Delineators shall undergo 100 cycles of freeze-thaw. After testing delineators shall remain crack and warp-free and shall remain rigidly bonded to the concrete specimens.

3.2 Heat Resistance. Delineators shall be tested for 4 hours in a circulating air oven at 140F + 5F (60C + 2.8C). Specimens shall be placed in a horizontal position on a grid or perforated shelf permitting free air circulation. At the end of 4 hours, the delineators shall be removed from the oven and allowed to cool to room temperature. No significant changes in shape shall be permitted.

3.3 Adhesive. Delineators will be adhered to a flat 1.4-inch thick carbon steel plate, according to the manufacturer’s recommended procedures. Both the top of the delineator and the bottom of the flat plate will have fastened to it an appropriate coupling device to ensure compatibility with the tensile testing device. The test sample will be tested in the tensile mode at a pull rate of 2 inches per minute. Minimum load to produce failure shall be 250 pounds at 70F.

4. CERTIFICATE OF APPROVAL

Prior to their use on any public highway within the Commonwealth, all barrier delineators shall be tested in accordance with this specification and shall have a Certificate of Approval issued by the Department. For testing purposes, a minimum of ten samples of each color for which approval is requested, along with a Product Evaluation (PEQ) Form, shall be submitted to: Chief, Materials and Testing Division, Bureau of Construction and Materials, 1118 State Street, Harrisburg, Pennsylvania 17120.
