January 10, 2017 Board Meeting January 9, 2016 SPRING ARBOR TOWNSHIP BOARD MEETING JANUARY 9, 2017

The regular meeting of the Spring Arbor Township Board was held Monday, January 9, 2017 at 7:00 p.m., with the following members present: Supervisor Dave Herlein, Clerk Julia Stonestreet, Treasurer Colleen Gibbs, Trustees James Buck, Robert Drain, Troy Ganton and Caleb Runyon. Absent: none. The Supervisor led the Pledge of Allegiance.

Public Comment: none

Reports: none

Expenditures: Motion was made by Ganton and seconded by Buck to approve the following expenditures for December: General Fund expenditures totaling $67,663.35; Fire Department Fund expenditures totaling $58,649.86; Street Light Fund expenditures totaling $3,573.32; Building Inspections Fund expenditures $5,555.03; Sewer Fund expenditures totaling $59,383.34; Water Fund expenditures totaling $389.76.; Current Tax Collection Fund totaling $13,825.56. Roll Call: 7 yes. Approved. Motion was made by Buck and seconded by Drain to approve the payment of outstanding invoices totaling $79,346.24. Roll Call: 7 yes. Approved.

Minutes: Motion was made by Drain and seconded by Runyon to approve the Regular Board meeting minutes of December 12, 2016. Approved

Consent Agenda: Motion was made by Ganton and seconded by Drain to accept the following items under the consent agenda consisting of the financial reports for December 2016; general ledger report of revenues and expenditures for December 2016; the Zoning/Building and Permits report for December 2016; the Public Safety Report of December 2016; the Senior Center Advisory Board meeting minutes of December 14, 2016.

SUPERVISOR RPORT: Supervisor Dave Herlein reported that the encroachment of a trailer on Township Property is going to court in May; the situation with Mr. Trumble is closes and we received our first payment of restitution of court fees in the amount of $15.00; Dearing Road sewer pressure relief valve repair is complete; OMM is checking our system for possible weaknesses and the cost of repair; discussion is ongoing with Summit on the Fire Chief pay reimbursement.

NEW BUSINESS: Solar Farm Resolution: Supervisor Herlein presented the board with a resolution to have a moratorium on large Solar Farms in Spring Arbor Township for 6 months to allow the Planning Commission to look at how to best regulate these entities. A motion was made by Ganton and seconded by Drain to approve the resolution of the Solar Farms moratorium. Roll Call: 7 yes. Approved.

The PFM Group for Bond and Millage: Supervisor Herlein explained to the board the actions that need to be taken to begin planning for a road millage in Spring Arbor. The PFM Group is a company that will help set up Bonds and to write the millage language. The possible cost of using this company is $20,000. A motion was made by Stonestreet and seconded by Ganton engage the PFM Group to begin the process of preparing the millage information and bond work for the Spring Arbor Township Road Millage and to approve up to $20,000 in expense to them. Roll Call: 7 yes. Approved.

Deputy Clerk Pay Rate: Clerk Stonestreet reported to the board that Michele Weigand has been hired as the new Deputy Clerk. She asked that the Board approve a pay rate of $12.00 per hour (the minimum rate on the pay scale.) A motion was made by Ganton and seconded by Drain to approve the pay rate of $12.00 for the Deputy Clerk. Roll Call: 7 yes. Approved.

MTA Conference Registration: Clerk Stonestreet reported that the MTA Conference is in April and it is time to register. All Registrations done by March 14 are discounted. A motion was made by Ganton and seconded by Buck to approve up to $2,500 for the fess for at least 6 registrations for the Conference. Roll Call: 7 yes. Approved.

Reports: Dr. Allan Tompkins new County Commissioner reported that topics of the first meeting which was held today were a report from the Health Department on the very dangerous drug Carfentanol (sp); the passage of a resolution for a millage of .5 mil for the May 2017 election; the County is looking into a health aid called “Care Here” for county employees; YMCA asking for a resolution/proposal for a millage; Community Acton Commission giving free tax help.

Police Report: Russ Ratkiewicz reported on the events and trainings of the month of December.

Fire Report: Tim Woolworth reported on the events of December. He also mentioned the Thank you note received from Mrs. Rhonda Haller for the quick work during her stroke crisis. He also mentioned that he will be doing a presentation for the need of a USAR vehicle for the County.

PUBLIC/BOARD COMMENT: Troy Ganton thanked the volunteers from the Fire Department and community and the aid of Police Officer Todd Long for their work on taking down the Christmas lights on M-60.

ADJOURNMENT: Meeting was adjourned at 7:35 p.m.
