KINGSTEIGNTON TOWN COUNCIL RECREATION/FOOTPATHS COMMITTEE

Minutes of the meeting held on Wednesday 8 April, 2015 at the Community Hall, Rydon Road, Kingsteignton at 7:29 pm

26/15 Apologies

Apologies were received from Cllr L Rose & M Stevenson.

27/15 Declaration of Interest

There were no declarations of interest.

28/15 Minutes

Cllr Thorne signed the minutes of the meeting held on Wednesday 11 March, 2015, that had been approved at the Full Council meeting.

29/15 Clifford Park – update

Cllr Thorne advised Cllr Rose is working with Debbie Marshall, TDC on possible plans for designing a ‘Super Park’ and that the kick-about area & BMX ramp will still be in place. Ms Nicci Campbell & Ms Gill Lambert members of the Kingsteignton Play Park Facebook Campaign are still in contact also.

Cllr Meathrel volunteered to measure Clifford Park & obtain an Ordance Survey Map by next meeting.

Cllr Peart volunteered to assist Cllr Rose & Cllr Stevenson if required, to produce a visual plan ready for consultation with the public to be on display at the forthcoming Ram Roast (if it’s ready from TDC).

Cllr Thorne proposed that Cllr Rose & Cllr Stevenson get a visual plan ready for the Ram Roast, however, should this not be available in time then for it to be displayed at the Garden, Craft & Hobby Fayre. Also, for Mrs Simmons to advise of what banners/boards are available for the marquee. Seconded by, Cllr Meathrel. All, agreed.

30/15 Oakford Lawn – update

 Tree Planting - Cllr Thorne proposed for Mrs Simmons to liase with the Kingsteignton Village Trust & Mr Mark Waddams of TDC for advice on

1 suitable tree species and location for planting the 5 x trees in the Autumn & to refer to the original planting programme. Seconded by, Cllr Meathrel. All, agreed.

 Amphitheatre – Cllr Jones produced a plan of the dimensions of possible design, explaining that in ‘red’ is a meter in height and the ‘brown’ is the boundary. Drainage problems were also mentioned.

Discussion took place about the possible changes and Cllr Austen said that it has always been a break between the lawn & Sorrell Court & that is more of a ‘nature’ area. Cllr Rollason said that if it is a nature area then it needs to be managed properly. Cllr Meathrel would like to see some bird observatories present. Cllr Thorne would like Mrs Simmons to arrange for Mr Mark Waddams to visit & give advice on the larger trees within the ‘Kennels’ area & whether they should be cleared to keep the area safe. Cllr Austen also thinks that the residents of Sorrell Court should be consulted before any alterations are carried out.

Cllr Thorne stated that this is just a concept at the present time & thanked Cllr Jones for the drawings he had produced and noted possible problems. Feedback is to be brought to the next meeting, due to be held on Wednesday 10 June, following consultation with Mr Mark Waddams.

31/15 Garden, Craft & Hobby Fayre – update from Cllr Peart

Cllr Peart advised of the following:-

 Kye Forte – Red Bull BMX Champion displays  Viking – Re-Enactment - also camp will be set-up  ‘Best Dog in Show’ Cup has been donated by Nigel & Jenny Preece  Art Judge has now been confirmed  Show Schedule can now be downloaded or printed  Risk Register – being compiled by Cllr Rollason & Cllr Peart & will be presented to TDC for approval  Police to be consulted for assistance by Police Cadets

Further update will be given at the next meeting.

32/15 Christmas Lights

Cllr Harris advised that there is £1,000 in reserve for ‘Xmas decorations’ in addition to £1,000 in reserve marked ‘Xmas’ so funding is available already, so why not light up as far as the Bell Inn or the Dew Drop depending on costs. Lidl & Co-op site could be asked to do their own thing and contribute to lighting up Kingsteignton. Seconded by, Cllr Peart. All, agreed.

33/15 Bills for Payment

There were no bills for payment.

2 34/15 Correspondence for information

 Jubilee Tree Plaque should be sent to us soon  Elector Fund – Kingsleigh Park – after discussion it was agreed that TDC either need to obtain a cheaper quote (under £8,000) for the installation or they need to pay the balance.
