General Background

This position will provide support and assistance to UNHCR Syria on shelter and shelter related activities, e.g. civil engineering in particular, under the direct supervision of the Head of Field Office.

The incumbent will need to have relevant technical background in order to provide the appropriate analysis, assessment, planning, monitoring and evaluation support to shelter response provided to refugees and IDPs in the operation.

As part of the shelter team, the Shelter Associate (Civil Engineering) assists the Country Office to ensure smooth implementation of the UNHCR Shelter programme, in particular to ensure compliance with technical specifications and aspects in programme delivery (based on UNHCR’s shelter guidelines); for adequate advice on the technical integrity, cultural suitability and adequacy of implementation arrangements for UNHCR’s shelter assistance programme in Syria. The post is based in Field Office Sweida, but requires also traveling to other areas of our responsibility Darra and Quneitra Governorates where we are implementing program activities.

Duties and Responsibilities

Responsibility (process and functions undertaken to achieve results):

-Provide technical input related to physical planning of shelter, infrastructure and associated fields, with due consideration to environmental concerns, to the local context, UNHCR operation, implementing partners and other agencies involved in assisting persons of concern to UNHCR.

-Work with UNHCR’s Implementing Partners in the design, planning and formulation of activities to ensure a cost-effective, technologically sound and socially appropriate approach. In case of direct implementation by UNHCR, design and supervise construction activities undertaken by UNHCR. -Provide technical guidance and supervision in shelter and site construction activities. This includes making recommendations on the procurement of the required shelter materials, equipment and tools to ensure timely implementation.

-Provide technical guidance and supervision to UNHCR BO, Field offices, partners and other stakeholders, taking into account the technical standards (UNHCR/Sphere/National) and UNHCR’s protection mandate and policy priorities, such as the environment, women and children, groups with specific needs, etc.

-Provide regular technical reports to the supervisor and to other colleagues as appropriate. -provide technical support to the supervisor and to other colleagues, such as preparation of SoW and BoQ for direct implementation projects. - Monitor the implementation of shelter activities. -Perform other relevant duties as required.

Authority (decisions made in executing responsibilities and to achieve results):

-Liaise and intervene with government officials, NGOs and IPs on shelter issues.

-Provide technical support and advice on shelter related activities. -support the relevant capacity building of national counterparts. -contribute to the formulation of donor proposal. -leading role in coordinating shelter/UNHCR component. -performing any other tasks arising as per the evolving needs of the UNHCR program.

Accountability (key results that will be achieved)

-UNHCR Country Office has sufficient support in the field of shelter thus better able to meet the needs of persons of concern.

Qualification Required:

Education: Completion of secondary education with post-secondary certificate in civil / environmental / public health engineering, social development or architecture or planning, or a similar operational field.

-Technical drafting and design skills, preferably with basis computer-aided drafting (CAD) experience.

-Knowledge of SPHERE standards and the ability to use basic survey equipment, digital cameras, and computer equipment.

-Good verbal and drafting skills in English and Arabic are essential.

Experience: At least three (3) years of previous relevant work experience.

Languages: Fluency in English and working knowledge of another relevant UN language or local language DESIRABLE QUALIFICATIONS & COMPETENCIES

 Ability to work in a multi-cultural environment  Good computer skills in using various office applications (including Microsoft Word, Excel, Internet Explorer essential; Knowledge of a local language is an asset activities  Knowledge of UNHCR / UN systems and procedures desirable.
