Minutes of the Meeting of the Community Council held on Monday 8h December 2014 which commenced at 6.45pm. in the Village Sports Hall.

08/2676 Minutes

It was resolved that the Chairman be authorised to sign the minutes of the monthly meeting held on 10h November 2014 as a true and correct record of the meeting.

08/2677 Financial Matters and Schedule of Accounts

The Schedule of Accounts and Financial Matters dated 8th December 2014 were approved and signed by the Chairman.

Precept agreed, contingency funding to come from RCC reserves. Proposal made by Cllr RS and seconded by Cllr KA, all in agreement, motion passed. Increase in Clerk’s salary considered as recommended by NALC/SLCC. Clerk left the room whilst discussions took place, Increases approved and confirmed by full council. Clerk then requested to return to the meeting.

Maintenance issue of the boiler discussed. Clerk requested to contact MCC for up-date as details to hand scant.

Due to alterations to the finance agenda, Clerk to submit revised version.

CC Vacancies - Adverts to be placed in WP & RR in January

Parking Problems - Elizabeth Sparkes Close. Parking occurring on the Station Road roundabout. Residents to be encouraged to telephone the Police. Matter to be reported back to the next meeting and also reported in WP.

Dog Fouling - On recreation field behind Starling Close Matter can be discussed at the Dog Fouling Initiative Meeting being held tomorrow (Tuesday 9th December) Member offered to put up official signs.

VSH/ Playing Fields Issues

PF Car Park Access - Barrier locked key held by Cllrs. Attempts to address the pot holes in the car park un- successful. Works needs to be done on a professional basis. Quote requested. Top car park to be locked as from tonight. LO will open up for FC

FC - Cleaning issues have improved. LO monitoring and dealing with the situation. Important communication levels maintained on a personal basis. Clerk to be updated weekly Chairman received monies for pitch fees. Clerk to write to FC Treasurer to formalise arrangements. RCC Chairman to furnish clerk with details. Vice Chair to address fixture list.

Caretaker/Cleaner - Temporary appointment covering the post. Adverts to be placed. Matter to be addressed in the New Year. and placed on the January Agenda.

Painting issues - Changing rooms and outside remain outstanding.

Misc items - LO to investigate storage space in the new shed provided. Christmas lights – switching on/off discussed. Cllr JT agreed to switch them off, timing to be at her discretion. Police Report

Report received and emailed to all councillors. Clerk and Vice Chair reported on a meeting they had attended with Inspector David Morgan. The meeting had been both informative and useful.

08/2679 To consider Green Open Spaces/Car Park Implications

Following remarks made by a County Cllr at a site meeting on the site of the former primary school, concern was raised as to the future intentions of MCC regarding the land adjoining the proposed planned development, currently identified as “green open space”. Letter to be written to the Planning Department requesting clarification and expressing the CC’s concerns. Application for village green status to also be explored. Member had also carried out a survey on the present car parking facilities. His findings were as follows;- 20 spaces in the Pay and Display not being used, on the Eastside of the Country Park, 3 spaces available and on the Westside 30 spaces were available = 53 parking spaces not being utilised. This did not take into account the CC’s playing field car park, and would suggest there is no call to provide further car parking at present.
