JOB DESCRIPTION

JOB TITLE: Subcommittee Manager

BASED: Subcommittee Office (Hatherton Pre-school, Walsall)

RESPONSIBLE TO: Development Manager

RESPONSIBLE FOR: Line Management of Staff and Settings

JOB PURPOSE:  Promote the aims of the Pre-school Learning Alliance and manage the implementation of current operational objectives as agreed in the charity’s strategic plan.  To market, expand and further develop the charity’s services in the subcommittee

MAIN DUTIES:

1. To provide direction, leadership and management to senior staff, office based staff and Pre-school staff within Birmingham & The Black Country, by setting targets, ensuring that regular supervision and appraisals take place and managing performance. 2. To lead on negotiating locally commissioned work in liaison with the West Division office, ensuring that costings are financially sound and targets are realistic and support the charity’s strategic plan. 3. To monitor and ensure the delivery of local commissioned work and projects, and other contracts and targets, within budget. To ensure that timely action plans are put in place to address non-delivery of targets. 4. To take overall accountability for the charity’s funds within Birmingham & The Black Country, taking responsibility for financial targets and ensuring that funds are applied in a way that is consistent with the charity’s operational plan and strategic objectives as directed by the Development Director. 5. To lead on the implementation of the charity’s volunteer strategy within Birmingham & The Black Country and ensure that its aims are delivered. 6. To promote the work of the Pre-school Learning Alliance within Birmingham & The Black Country, including providing information to the press and media under the guidance of the Communications department. 7. To manage the Birmingham & The Black Country office, ensuring the provision of administrative, financial and other support to projects within Birmingham & The Black Country. 8. To set and manage the Birmingham & The Black Country budget in liaison with the Development Director, ensuring that the Alliance’s funds are effectively deployed and that nationally established accounting and monitoring systems are followed. 9. To manage registered childcare settings, implement and monitor robust systems to improve the business performance of direct service provision and ensure settings are sustainable and achieve a minimum of ‘Good’ Ofsted inspection outcomes. 10. To ensure all safeguarding procedures are in place and monitored, that training is made available and child protection concerns are acted upon immediately and appropriately following Alliance procedures. 11. To guide and support volunteers in matters concerning the effective delivery of the Alliance’s strategic objectives and operational plan. 12. To liaise with the West Divisional team to promote and deliver a Birmingham & The Black Country training programme. 13. To undertake the Alliance’s compulsory training within the timescales specified. 14. To be responsible for keeping up to date and abreast of current issues of relevance and importance to the organisation, disseminating information where appropriate. 15. To contribute to the organisation of sub-committee promotional, campaigning and fundraising activities. 16. To carry out all duties in accordance with the Alliance’s policies, procedure and rules and relevant external legal and regulatory obligations.

PERSON SPECIFICATION: Essential Criteria

1. Minimum level 3 qualification e.g. Finance, Leadership and Management, Early Years Education and Childcare. 2. Proven experience of successfully managing childcare settings and responding to Safeguarding issues as a Senior Manager 3. Proven experience of effective management and co-ordination of staff, setting targets, conducting appraisals and managing performance 4. Experience of applying for, negotiating and securing funding contracts 5. Proven experience of effective decision making, management of complex change and organisational risk 6. Experience of operational planning, budget setting, management and reporting 7. Ability to influence and communicate effectively in person and in writing, with volunteers, staff, early years settings and external bodies and organisations 8. Ability to advise on sustainability measures including effective staff rotas, fee income, fundraising and marketing to improve business performance 9. Experience of supporting and developing the work of volunteers 10. Understanding of, and commitment to, equality and diversity 11. Ability to travel to various projects and attend occasional evening and weekend meetings as required 12. Able to demonstrate an understanding of the application of the Alliance’s Core Management Competences (see attached document) 13. Accessible car and driving licence 14. Commitment to the aims and objectives of the Pre-school Learning Alliance

Desirable Criteria 1. Management/leadership qualification 2. Comprehensive knowledge and understanding of Ofsted and other relevant statutory requirements including health and safety and safeguarding children 3. Conversant with current legislation relevant to the Early Years 4. Experience or knowledge of the voluntary sector

TERMS & CONDITIONS:

Grade 4A Salary Range £27,539 - £30, 553 (35hrs per week.) Annual Leave 25 days plus bank holidays.

This post is exempt from the Rehabilitation of Offenders Act (1974) and does require a DBS check. The level of check required is enhanced.
