ANNUAL AND QUARTERLY NATIONAL ACCOUNTS: DATA TRANSMISSION AND DISSEMINATION IN THE OECD

The objective of this paper is to inform experts in national accounts participating in the 2001 OECD national accounts meeting of the situation regarding the collection and dissemination of national accounts data in the OECD. This paper will be presented alongside a demonstration of OECD databases.

Besides being a forum on national accounts issues, one of the missions of the OECD Statistics Directorate is to collect and disseminate national accounts data, both on a country basis and a geographically aggregated “area” level. OECD is proud to be one of the best sources of international data, through its public databases and its publications.

As of today, a substantial part of OECD databases are open (and free) to partner organizations of the OECD through the OLIS network. All statistical offices producing national accounts are partners and have therefore free access to OLIS. In the future, OECD will probably shift toward a policy of totally free dissemination of data, through the web.

Annual national accounts

This database contains a large set of consistent and comparable SNA 93 annual data for all the 30 OECD member countries, using common classifications. Priority has been given to full comparability, so that (1) slight inconsistencies may appear with the headline national presentation of data if the country does not apply SNA 93 in full extent or does not use the same classification (for example, the US GDP is slightly different in the OECD database and in the NIPA tables), (2) the data is less timely than national data, due to the delay with which countries can implement and transmit the needed changes. This is different from the choice made for quarterly accounts (see below).

The electronic database for annual accounts is separated in two parts, as the paper publication: the first is “main aggregates” (so-called “volume 1”) and the second “detailed tables” (so-called “volume 2”). Extraction of data in OLIS relies on the selection of tables1, such as “GDP: expenditure approach”, “GDP: output approach”, “GDP: income approach”, or, to be found in the detailed tables, “Gross value added by industry, 31 industries”, etc. Each table contains numerous time-series.

The content of the electronic database is closely related to the paper publication but covers also detailed accounts by institutional sectors. While the OECD internal database is updated on a day-to-day basis, taking into account new data flows transmitted by countries, the OLIS annual account database is updated twice a year, on the occasion of the publication of the paper version of the data set. Thus, the 2001 edition of “Volume 2 (detailed tables)” was made available to users in July 2001. In this database/publication, only some countries were updated for year 2000, while all countries were updated for 1999.

The current coverage of the database is the following. Breakdown of GDP by final use, output, income (current and constant price2). Value added, compensation, net taxes on production, gross operating surplus and employment by industry, Detailed final consumption expenditures (current and constant prices), and Simplified non-financial general government accounts, PPPs. The future coverage of the database should include, depending on transmission by countries, data on capital formation and stock, detailed taxes and social contributions, government expenditures by function, and the whole set of institutional sector accounts, from the production account to financial accounts and balance sheets. Unfortunately, most countries have not yet transmitted these tables.

Transmission to OECD is based on a common questionnaire. For European member countries, this questionnaire is strictly identical to the questionnaire to be transmitted to Eurostat. It is therefore recommended for European countries to send the tables to the OECD and Eurostat using the same Email, with two different addresses, one in Eurostat, the other in OECD ([email protected]). The table below shows the situation of countries regarding the transmission of the tables for annual accounts.

Quarterly national accounts

OECD maintains an internal database containing most of the quarterly national accounts produced by the 27 OECD member countries that publish quarterly accounts. Not all countries compile a full set of quarterly accounts. Thus the content of the database can differ from a country to another. While the priority of the annual national accounts database was comparability, the priority for quarterly national accounts is both comparability and rapidity. Thus, when it is not possible to compile as quickly as needed a common set of tables, priority is given to national presentations, which are used, as well as the set of comparable tables.

The content of the database includes when available: GDP expenditure approach (current and constant price3), GDP income approach, GDP output approach (current and constant price), GFCF broken down by type of product (current and constant price), by institutional sector and by type of asset, Household final expenditures (current and constant price) broken down by type of product and function (COICOP), and Institutional Sectors accounts.

A selection of series from this database is published in the OECD Quarterly National Accounts publication. The electronic publication is released on the same day that the paper publication, approximately around T+120 days. For example, the paper publication 2001/2 was released on August 1, 2001 and the database was released on the same day. Except for the US (for which 2001Q2 was available), the data covered 2001Q1.

For European Union member countries that respond timely to the ESA 95 questionnaire on quarterly national accounts, data is extracted from responses to the questionnaire as well as from national databases. As in the case of annual accounts, it is therefore recommended and (costliest), for European countries to send the tables to the OECD and Eurostat using the same Email, with two different addresses, one in Eurostat, the other in OECD ([email protected]). For others, in particular, non-European Union member countries, data is extracted directly from national databases, without using a specific questionnaire.

OECD has started very recently (first release was 21 September) to publish a news release on quarterly GDP volume growth for the OECD area (see annex). The press release is published at approximately Q + 80 days. For G7 countries, and countries for which quarterly national accounts are available at this date, the data corresponds exactly to national data. The Eurozone and the European Union figures are the ones published by Eurostat. OECD estimates other countries.

For the moment, OECD is not in a situation in which it can announce the precise day of publication of this press release. This could be achieved if more countries also pre-announced their precise own date of publication and respected this date. Progress could also be made on the delay of the publication depending on the delay of country publication. The table below shows some characteristics of data transmission and calendar for OECD member countries.

FIRST ESTIMATE FOR THE GDP IN THE OECD AREA

SECOND QUARTER OF 2001

In the second quarter of 2001, GDP in the OECD area is estimated to have grown by 0.1% compared to the previous quarter. Annual growth (second quarter of 2001 compared to the second quarter of 2000) was 1.2%.

Overall growth in the OECD area continued to slow down in the second quarter, for the sixth consecutive quarter. Annual growth in the second quarter (1.2%) was the lowest since the beginning of 1995, the first year in which comparable OECD data was available for all 30 Member countries.

In the United States, economic growth came to a halt (0.0%) in the second quarter of 2001. However, US annual growth remained positive, though slowing to 1.2% from 2.5% in the previous quarter. Japanese GDP fell in the second quarter of 2001 by 0.8% and was 0.7% lower than a year earlier.

In the Euro area, GDP growth in the second quarter of 2001 compared to the previous quarter slowed down to 0.1% after having grown by 0.5% in the first quarter, and to 1.7% compared to the second quarter of last year, down from 2.4% in the first quarter of 2001.

Among the Major seven, the higher annual growth rate, when compared with the same quarter of the previous year, is observed for France (2.3%); the lowest rate is observed for Japan (-0.7%).

Country or area contributions to OECD area growth: between the second quarter of 2000 and the second quarter of 2001, the United States contributed 0.4 percentage points to the 1.2% OECD-wide growth, Japan contributed -0.1, the countries in the Euro area 0.5 and the other countries 0.4 percentage points.

This Press Release can be found on the OECD web site: www.oecd.org

The OECD area covers the 30 OECD Member countries. EU15 covers the 15 Member countries of the European Union. The Euro area covers the 12 countries of the European Monetary Union.

This first estimate of GDP for the OECD area is produced by the OECD Secretariat. It is based on quarterly data reported by Member countries and, when necessary, on estimates from the OECD Economic Outlook and statistical models. Data from the Major seven countries are available at this point in time. When seasonally adjusted data were not available from Member countries, national data have been adjusted by the Arima X12 method.

For the OECD and the Major seven member countries areas, growth is calculated using totals obtained by the addition of constant prices data expressed at 1995 price levels and converted into US dollars using fixed 1995 Purchasing Power Parities (PPPs) of GDP. Contributions to the OECD area growth shown in the graph are calculated using data expressed in PPPs converted US dollars.

Growth rates for the European Union and the Euro area shown in the two tables above are obtained from data at constant prices of 1995 reported by Eurostat, the Statistical Office of the European Communities. These data are expressed in Euro converted by using the fixed 1995 exchange rates of the member countries’ currencies to the Ecu. They have been published by Eurostat in "Euro-Indicators News Release", see www.europa.eu.int/comm/eurostat
