The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, September 18, 2013 at 5:30 P.M. pursuant to notice given in writing to every member.

MEMBERS PRESENT: Shelton J. Cobb, President; Hunter Beasley, Vice-President; Tommy Angelle, Gregory Awbrey, Mark Babineaux, Kermit Bouillion, Tehmi Chassion, Mark Cockerham and Rae Trahan, Board Members; Dr. Pat Cooper, Secretary- Treasurer/Superintendent

MEMBERS ABSENT: None

I. MEETING OPENINGS The meeting was called to order by Cobb and opened with a prayer by Babineaux. Cockerham led the group in the Pledge of Allegiance.

OPENING COMMENTS –SUPERINTENDENT Superintendent Cooper said another task force was established called the Faith and Character Task Force, and that earlier in a Board Workshop the room had been filled with a very good feeling. Dr. Cooper said he hopes a new tone and standard will be set.

ADDITIONS TO THE AGENDA None

APPROVAL OF AGENDA Motion (Beasley Cockerham) that the Board move Health Care Proposals from the Action Agenda to the Introduction agenda, and approve the agenda as amended. Motion carried.

III. CORRECTIONS AND/OR APPROVAL OF BOARD/COMMITTEE MINUTES A. CORRECTIONS ON THE MINUTES OF: 1. Regular Board Meeting of 8/21/13 Motion (Cockerham, Chassion) that the Board approve the minutes of the Regular Board Meeting of August 21, 2013. Motion carried.

2. Regular Board Meeting of 9/4/13 Motion (Babineaux, Angelle) that the Board approve the minutes of the Regular Board meeting of September 4, 2013. Motion carried.

B. APPROVAL OF THE COMMITTEE MINUTES OF: 1. Board Workshop of 9/11/13 Motion (Babineaux, Bouillion) that the Board receive the minutes of the Board Workshop of September 11, 2013. Motion carried.

IV. FINANCIAL INFORMATION/REPORTS A. APPROVAL OF BILLS 1. Ratification of Bills for July 2013 Motion (Cockerham, Babineaux) that the Board approve the Ratification of Bills report for the month of July, 2013. Motion carried.

B. OTHER FINANCIAL REPORTS 1. Summary of Grant Funding and Activity Motion (Cockerham, Angelle) that the Board receive the Summary of Grant Funding and Activity Report. Motion carried.

2. Ratification of Purchases for August 2013

2 Motion (Beasley, Cockerham) that the Board accept the Ratification of Purchases Report for the month of August, 2013. Motion carried.

3. Budget-to-Actual Status Report Motion (Angelle, Beasley) that the Board receive the Budget-to-Actual Report. Motion carried.

V. REPORTS/INFORMATION/INTRODUCTION ITEMS A. INFORMATION REPORT 1. Lafayette Parish Organization of Para-Educators (LPOP) Pay Increase Proposal Superintendent Cooper reported that he had met with the organization regarding a pay increase proposal and invited them to explain their rationale to the Board.

Angela Lee, President of Lafayette Parish Organization of Para-Educators(LPOP) asked that the Board consider a pay increase for para-educators in this school year’s budget. She said they would like a pay grade increase per educational credentials as done for teachers. Their recommendation is as follows: Paras noncertified, 48 hrs., Praxis Test, High Qualified- Para I (Pay Grade 5); Paras Associate Degree – Para II (Pay Grade 6); and Paras Bachelor + Degree – Para III (Pay Grade 7). Ms. Lee also said that the organization wants to be included in the supplemental checks given to teachers.

Ms. Lee reported that the reasons they were deserving of the increase was because they had had to become highly qualified due to the No Child Left Behind Act; sub in class rooms during grade level meetings, SBLC days, IEP meetings, monthly SPED meetings, Dibble. Also they are pulled out for RTI when subs are unavailable, RTI tests, Fast Forward. She said they also introduce new material and re-teach lessons to students, before and after school duty because of requirement to get certain students on and off the bus, and have been trained by Dr. Dr. Mary Lasater as para-educators.

The Superintendent said it is not his recommendation to include the increase in this year’s budget, but he would bring back to the Board the impact on the budget and where this money would come from.

2. Schedule Update on Construction Fund 2012 Limited Tax Bond Fund Kyle Bordelon, Director of Planning and Facilities, provided the Board an update on the 2012 Limited Tax Bond Fund projects.

Trahan commented that not enough progress had been made since the bond closing and knows that at one point a school had been put down on the ground in twelve months and at the next Board meeting under Information she wants an update on what Mr. Bordelon plans on accomplishing and if it has been done. Ms. Trahan said that Youngsville is in dire need of buildings and wants to see this begin moving forward.

Beasley reported the Executive Committee had met and they agreed to wait until October 16th for the Community Education Planning Committee’s recommendation and have a Saturday Board Workshop for further discussion on construction planning.

VI. APPROVAL OF ACTION ITEMS 1. Type I Charter Applications Motion (Bouillion, Cockerham) that the Board approve the Type I Charter Applications of Charter Schools USA and the National Heritage Foundation for the five schools as outlined in the summary.

Voting for were Bouillion and Cockerham. Voting against were Angelle, Awbrey, Babineaux, Beasley, Cobb and Trahan. Motion failed. Chassion abstained.

BE IT RESOLVED, that the following millage(s) are hereby levied on the 2013 tax roll on all property subject to taxation by the Lafayette Parish School Board.

A substitute motion was made by Cockerham, and seconded by Beasley, that the Board approve Race to the Top application.

Voting for was Beasley, Bouillion, Cobb and Cockerham. Voting against was Angelle, Awbrey, Babineaux, Chassion and Trahan. Motion failed.

3. Health Care Proposals Motion (Chassion, Beasley) that the Board approve KBA as the health care provider.

Voting for were Beasley, Chassion, Cockerham and Trahan. Voting against was Angelle, Awbrey, Babineaux, Bouillion, and Cobb. Motion failed.

VII. REPORTS A. Public Comments Jason El Koubi, New President & CEO, Greater Lafayette Chamber of Commerce introduced himself to the Board to let them know that he is interested in knowing them and meeting with them to understand critical issues in public education.

CeCe Verrett, child advocate, informed the Board that the community is interested in what they are doing. She suggested that the Board divide into committees that they know they may need information for, in order to work for the community, children, and the people who work in the school system.
