VERMILION COUNTY HEALTH DEPARTMENT BOARD OF HEALTH INFORMATIONAL MEETING June 28, 2016 6:00 PM

Present: Dr. Wes Bieritz, Carla DeAngelis, Brad Gross, Bob Jones and Bill Wright.

Absent: Jason Asaad, Dr. Karen Broaders, Dr. Jane Cooney, Dr. Holly Maes, Molly Nicholson and Connie Ostrander.

Since we did not have a quorum, we had an information meeting. It was called to order by President Carla DeAngelis at 6:21 PM.

Old Business:

Doug Toole reported that we have been informed that a new roof will be installed on the Health Department this summer. Also, the renovation for Environmental Health is expected to be started after the roof is installed.

Wes Bieritz informed the Board that the Health Department renovation for Environmental Health may be moved to the 5-year plan if the County is given the Federal Building. If the Federal Building is obtained this fiscal year, the money may be used to upgrade it to accommodate the move of the County offices to that building.

The State of Illinois has been paying their FY 2016 grant dollars to us. We only have the Illinois Environmental Health Protection grant of $45,000 that is still outstanding. We have not received the signed grant agreement for the EPA grant at this time either.

New Business:

Mr. Toole informed the Board that we have met with Chairman Marron and the new Chief Administrative Officer, Patrick Bayard. The County wants us to present our budget to the Health and Education committee in August. Therefore, at our next meeting, July 26th, we will be presenting the budget to the Board of Health. That way, we will be able to present our budget to the Health and Education committee on Thursday, August 18th.

We have been asked to limit our budget increases for non-personnel costs to 1.5%.

Doug Toole informed the Board that we are reaching out and attending school registrations so that we can service more immunization needs prior to the start of school. We have scheduled to go to District 118 registration and Catlin registration.

1 Mr. Toole updated the Board on the Electronics recycling event to be announced at a later date. He contacted Champaign County because they had just had a recycling event. He was told that they had in excess of 1,000 cars in 3 hours.

We are planning on partnering with the City of Danville so that we can have 2 sites on the same day. Doug has received a solid quote from the company that we will be hiring to man the event for the Health Department. Once a definite date has been scheduled, he will inform the Board and begin advertising.

Discussion ensued regarding the Electronics Recycling event.

As Doug has explained at past board meetings, the WIC grant has been cut another $40,000. Consequently we will not be filling a vacant Clerk position. Also, due to the cut, we will have to reduce two Certified Health Professionals (CHPs) to 4 day work weeks beginning September 1st.

The local Superintendents have been contacted and have agreed to send out WIC flyers in their back to school packets.

We have started texting our clients to remind them of their appointments. Hopefully this will increase our show rate per clinic.

The board suggested contacting Danville Housing Authority and Hoopeston Housing Development for potential clients.

Items of Information:

The Board was informed at the May meeting that the County has hired an agency to assess all the fees within the County. The firm is Bellweather, LLC.

We have met with the Bellweather, LLC representative and he explained his company realizes that the fee we set for childhhood immunizations cannot really be increased. They realize that we are only allowed so much income from the state agencies. He and his colleagues will be looking at Adult Immunizations, Vital Records fees and Environmental Health fees. He is concerned that the $250 we are charging for Plan Reviews in Environmental Health is very low and will analyze that fee and suggest a more accurate fee.

Our Environmental Health audit for Food, Water and Sewage has been completed. We passed. There were some minor findings but nothing significant.

Our vacant Health Inspector/LEHP position is currently being advertised.

We have had a FOIA request by Noelle McGhee, News Gazette. She is wanting to do an article on restaurants inspection.

Our next regular Board of Health meeting will be on Tuesday, July 26th at 6:00 PM at the Health Department.
