Primary Purpose: This position provides overall leadership of the programmatic functions of Church World Service, with particular emphasis on building collaboration, transparency and effectiveness. The incumbent is a member of the Senior Management Team and serves as Acting Director in the absence of the Executive Director. Additionally, the incumbent promotes and interprets Church World Service’s mission, programs and services to the Board of Directors and to church and community constituencies, as well as with international and ecumenical organizations, US government and NGO representatives.

Essential Duties:  Coordinates integrated planning and program development by staff and program committees.  Coordinates the process of bringing recommendations for programmatic policy directions and introducing major programs to the Board of Directors for approval and implementation.  In collaboration with CWS Program Committees develops and maintains international ecumenical relationships, which includes responding to the needs and priorities of overseas partners and facilitating their participation in policy-making, program development and implementation.  Collaborate with the CFO on the process for requesting annual financial support from member communions, providing relevant program information to inspire continued and expanded support.  Assist the CFO in the coordination, development, and management of balanced budgets within the organization, relative to program activities.  Allocate designated and program resources in accordance with organizational policy.  Administer day-to-day matters of the program area by authorizing fund transfers and payments, in consultation with the CFO.  Manage program staff, assuring that program objectives are clearly articulated, performance standards are identified and communicated, and that staff receives regular communication on program and performance results. Identify and recommend activities to develop staff capabilities and professional development.  Implement and manage the Cross Program Teams and the regional planning processes for CWS.  Interpret the work of CWS to church and community constituencies, as well as with international and ecumenical organizations, US government, foundations, and NGO representatives.  Staff the Nominating and By-Laws Standing Committees.  Coordinate a process of evaluating program activities and results within CWS with the Executive Director, Senior Management Team, and Board of Directors.  Provide general supervision and coordination of the work of non-IRP Overseas Representatives.  Collaborate with the Executive Director and the Director of Marketing and Communications for the preparation of materials and agenda for governance meetings as may be required.  Staff General Assembly of CWS and the NCC, Executive Board and Finance and Administration Committee and disseminate information from these meetings to CWS staff.  Completes special projects as assigned and required.  Other duties as assigned.

Qualifications: Education: Masters degree in program related area(s) or equivalent experience.

Experience: Minimum of fifteen years work experience in leading the development and implementation of human service, relief, advocacy, immigration, refugees and/or development programs, preferably within a faith-based organization. Candidate needs significant work experience with and knowledge of ecumenical organizations and ecumenical cooperation. Overseas work and living experience preferred.

Demonstrate leadership in communicating personal commitment to CWS values, motivating others to share those values. Communicate organization-wide strategies, priorities, policies, programs and services to staff, stakeholders and the public. Constituent Relationships: Commit CWS contractually and/or covenantally to relationships with varied stakeholders, assuring they are consistent with the mission and values of the organization. Ensure CWS honors its commitments to its stakeholders. Establish, or recommend, and oversee implementation of policies governing relations with stakeholders. Negotiate with constituents to eliminate or prevent obstacles to effective relationships.

Job Knowledge: Know CWS’s history and current challenges and understand the societal and institutional influences on future direction. Provide leadership to CWS based on experience with faith-based and not-for-profit organizations. Use effective business management practices to ensure CWS operates effectively. Establish a work environment that promotes learning and ensure opportunities for learning to occur. Assure CWS mission and values are not compromised in development and implementation of strategic plans.

Leadership: Exemplify CWS’s values in representing the organization in all activities. Take action to meet organizational needs and address organizational issues. Ensure the way work is performed within CWS is consistent with its intended organizational style of teamwork, shared decision-making and transparency of information. Ensure and define processes for planning, evaluating and managing CWS resources, staff and information. Evaluate existing skill sets among staff and retool or redirect them to meet organizational needs. Model and empower responsible risk-taking and creativity. Balance vision and knowledge of effective business practices to implement CWS’s strategic plan.

Problem Solving: Recognize the long-range challenges posed by societal and institutional influences. Develop strategies to address and minimize potential risks in meeting organizational challenges, with respect and caring. Implement changes in organizational policy or practices to respond to challenges, assuring supporting information has been gathered and examined. Demonstrate wisdom and fairness in weighing recommended solutions to problems, considering core values, financial resources and organizational impact. Assure CWS has the resources necessary to support organizational problem-solving. Promote an environment in which staff are empowered and supported in responsible problem-solving.

Program Planning and Management: Hold organizational managers responsible for developing, implementing, communicating and evaluating programs and services, ensuring:  that all necessary background research has been gathered and analyzed;  reasonable time frames for achievement have been established;  performance standards and expectations have been identified and communicated;  appropriate methodology for measuring program results and individual performance is in place; and  program and individual performance results are appropriately recognized and communicated.

Resource Building and Stewardship: Provide leadership in planning, securing and maximizing the financial, material and human resources needed for CWS to carry out its mission and strategic plan. Establish policies for securing and using resources to be sure these activities are consonant with the mission and values of CWS. Finalize negotiations with donors and other stakeholders to maintain and increase their support for the work of CWS. Establish accountability for managing resources by CWS staff. Help determine organizational fund raising strategies and priorities. Promote and recognize entrepreneurship among staff, within CWS’s mission, values and strategic plan.

Teamwork: Determine where teams are appropriate to meet CWS strategic goals. Model team work and team values in personal and group interactions. Establish opportunities for program-specific, cross-functional and problem-solving teams across CWS. Provide critical oversight and feedback to program teams to ensure achievement of organization goals. Hold teams accountable for producing results as assigned within CWS’s strategic plan. Recognize and communicate successes among teams and identify needs for team management training. Evaluate effectiveness of team approaches in achieving CWS’s strategic plan.

Other Skills: Independent thinking and creativity. In depth knowledge of CWS international programs and partnerships required. Strong computer skills, including word processing, database, spreadsheet and internet applications. Skilled in facilitating group interactions, with excellent verbal and written communication skills. Demonstrated ability to work effectively and build consensus with staff and volunteer leaders within an ecumenical environment. Strong analytical skills and a thorough understanding of current issues in international development and emergency response. Able to travel frequently, both domestically and internationally.
