STATE BOARD OF MEDICINE TAKES DISCIPLINARY ACTION

WAKEFIELD: At its meeting today the state Board of Registration in Medicine took disciplinary action against the medical licenses of Andrew L. Stoll, M.D., Daniel Luczkow, M.D. and Leonard R. Friedman, M.D.

The Board revoked the license of Dr. Andrew L. Stoll. The Board found that Dr. Stoll committed misconduct in the practice of medicine, engaged in conduct that places into question his competence to practice medicine and practiced medicine while impaired. Dr. Stoll is a 1987 graduate of the University of Medicine & Dentistry in New Jersey. He is board certified in Psychiatry and has been licensed to practice in Massachusetts since 1988.

Dr. Daniel Luczkow was found to have been convicted in Texas of filing a false tax return, fined $100 and placed on probation for two years. Today the Board indefinitely suspended Dr. Luczkow’s license. The suspension was immediately stayed upon his entry into a Probation agreement requiring him to perform 100 hours of uncompensated community service. He may petition to terminate the Probation Agreement upon completion of his community service. Dr. Luczkow is a 1993 graduate of the University of Massachusetts Medical School. He is board certified in Emergency Medicine, and has been licensed in Massachusetts since 2004.

In a final matter, the Board accepted the resignation of Dr. Leonard R. Friedman. Resignation is a disciplinary action that permanently removes a physician from practice. Dr. Friedman is a 1960 graduate of SUNY Upstate Medial University. He specializes in Psychiatry and Pain Management, and has been licensed to practice in Massachusetts since 1966.

The Massachusetts Board of Registration in Medicine licenses more than 39,000 physicians, osteopaths and acupuncturists. The Board was created in 1894 to protect the public health and safety by setting standards for the practice of medicine and ensuring that doctors who practice in the Commonwealth are appropriately qualified and competent.
