AGENCY REQUEST FOR BUILDING COMMISSION ACTION

I. Agency: Department of Natural Resources

II. Location: Interstate State Park (Polk County), Kinnickinnic State Park (Pierce County), Northern Highlands/American Legion (NH/AL) State Forest (Oneida and Vilas Counties), Belmont Mound State Park (Lafayette County) and Willow River State Park (St. Croix County)

III. Project Request: The Department requests the authority to bid and construct a project to install 15 vault toilets at a total estimated project budget of $1,371,100; $1,191,500 Stewardship Borrowing; 20.866 (2)(ta) and $179,600 Federal Land & Water Conservation Fund (LWCF).

The LWCF funds will be applied to the replacement of vault toilets at Interstate State Park ($179,600 Stewardship and $179,600 LWCF).

IV. Project Description and Justification: Wisconsin citizens have enjoyed their state parks, forests, recreation areas and trails for over a century. Because these areas offer outdoor recreation, including camping, hiking, biking, hunting, fishing and outdoor education, they provide the people of Wisconsin as well as visitors from other states and throughout the world with social, personal and environmental benefits.

Accommodating the many visitors who frequent Wisconsin's state recreational areas requires a significant infrastructure consisting of campsites, paved and gravel roads, trails for various user groups, boat access sites, storage buildings, flush toilet shower buildings, water systems, and all manner of buildings and structures, including vault toilet buildings.

The remote location of many of these recreation areas makes access to municipal sewer and water impracticable if not impossible. As a result, most users of the Department's recreational areas are served at least in part by vault toilets. Such toilets are a cost effective solution and in some ways can even be considered a part of a nostalgic outdoor recreation "tradition".

While the Department operates vault toilets that were constructed within the last three years, many are thirty to forty years old. The buildings receive appropriate ongoing maintenance, but in any given year a sizable number of vault toilet are in need of replacement, and of course newer recreational properties such as recreation trails, or newly established parks and forests often must accommodate significantly increased visitor usage.

The purpose of this project is to provide 14 new vault toilets buildings at multiple Department locations within a five county area (Lafayette, Polk, Pierce, Oneida, Vilas and St. Croix Counties). To design, construct and provide these facilities in an economical and timely manner, the Department received the authority to hire a consultant (#06J2P, November 2006) to develop plans and standard specifications for siting pre-engineered, pre-cast concrete vault toilet buildings fabricated by various national and local manufacturers. These plans and specifications were used to construct vault toilet buildings at various Department locations since 2008.

1 The intent of this project is to use the "turn-key" plans and specifications developed from project #06J2P specific to the building systems related to the design for these 15 vault toilets. The project will also include all necessary excavation, building placement, accessory installation, electrical work and site work necessary to make the buildings fully operable, usable and handicapped accessible upon completion. Some installations require extensive site work.

The vault toilet buildings will be four-unit, six-unit and eight unit facilities. Except for two vault toilet structures being constructed in the Interstate State Park South Campground and NH/A: Clear Lake Campground, one vault toilet building will be located at each of the following sites:

 Interstate State Park (4): Group Campground, Pot Hole Trail and South Campground;  Kinnickinnic State Park (2): Boat Mooring and Swim Area;  NH/AL State Forest (7): Big Muskie Lake, Buffalo Lake, Clear Lake, Crystal Lake and Indian Mounds Campgrounds;  Willow River State Park (1): Boat Launch; and,  Belmont Mound State Park Picnic Area (1).

VI. Previous Building Commission Action: None on this specific request. However, the State Building Commission has approved the following three related requests:

August 2009 – Project 09G1J. The State Building Commission approve the Department’s request to bid and construct a project to install 14 vault toilets at a total estimated project budget of

2 $1,086,800; $971,400 Stewardship Borrowing; 20.866 (2)(ta) and $115,400 Federal Land & Water Conservation Fund.

August 2008 – Project #06J2P. The State Building Commission approved the Department’s request to remove two vault toilet projects from the project and to increase the project budget by $500,000 Stewardship Borrowing for a total estimated project budget of $1,320,000, Stewardship Borrowing; 20.866 (2)(a).

November 2006 – Project #06J2P. The State Building Commission approved the Department’s request to:

1. hire a consultant to develop plans and standard specifications for siting pre-engineered, pre- cast concrete vault toilet buildings fabricated by various national and local manufacturers and,

2. bid and construct 16 vault toilets including related demolition, parking areas and electrical work at a total estimated project budget of $820,100, Stewardship Borrowing; 20.866 (2)(ta).
