NOVEMBER 13, 2017 — REGULAR MEETING HOMEWOOD SCHOOL DISTRICT 153 BOARD OF EDUCATION — COOK COUNTY 7:00 p.m. JAMES HART SCHOOL MEDIA CENTER

The Board of Education of Homewood School District 153, Homewood, Cook County, Illinois, met in regular session at the James Hart School media center, on Monday, November 13, 2017

[1] CALL TO ORDER The meeting was called to order by Mrs. Shelly F. Marks, President at 7:00 p.m.

[2] ROLL CALL Members present: Mrs. Shelly F. Marks, President Mr. Gregory V. Lawrence, Secretary Mr. Jim Schmidt, Member Mr. Ron Zinnerman, Member Mrs. Deb Havighorst, Member Mrs. Ashanti Bethea, Member

[3] APPROVAL OF MINUTES Mrs. Havighorst moved and Mr. Lawrence seconded that the Board of Education approve the minutes from the Regular Meeting of the Board of Education of October 17, 2017. On roll call, members voting AYE: Bethea, Schmidt, Zinnerman, Havighorst, Lawrence and Marks. NAY: None. Motion carried.

[4] FUTURE DATES 11/20 – 11/21 Parent Teacher Conferences 11/22 – 11/24 No Classes 12/5 Marion Blumenthal presentation 6:30pm 12/6 Early Release – School Improvement Day

[5] PRESENTATION Carolyn Deady introduced herself as the new HEA President. Maureen Daley and Nicole LaPorte were presented with a $750.00 SCORE grant from the IEA to help build Little Free Libraries at Willow and Churchill.

[9] SUPERINTENDENT’S REPORT Dr. Mitchell had the principals and other administrators to give a brief update on the first trimester.

Alex Bosch arrived at 7:15pm.

Dale talked about the Those Who Excel banquet held in Bloomington last month and the annual Veteran’s Day celebration held at James Hart. The Homewood Rotary will be giving 25 food baskets to our families for Thanksgiving and once again, James Hart students will help wrap the Rotarian holiday gifts for the students at the Glenwood School for Boys and Girls. Dale also passed out information and rosters for the Long-Range Planning sessions and gave a brief overview on Home Rule.

[10] CONSENT AGENDA ITEM [10a] Personnel Report FMLA Leave Elizabeth Binnendyk, 6th grade teacher, James Hart April 20, 2018 – June 6, 2018 Independent Contract Agreements Tremaine Love, Band Camp Assistant, $46.00 per hour (approx. 12 hours) July 24, 2017 – August 18, 2017 Heather Olsen, Summer Choir Assistant, $46.00 per hour (approx.32.5 hours) July 17, 2017 – July 28, 2017 Heather Olsen, Spring Musical Assistant, $2,100.00 November 1, 2017 – March 4, 2017 Kristin Izenbart, Accompanist, $25.00 per hour FY 2017-2018 Re-assignment Elon Chamberlain, Long-term Sub, Hart to Assistant w/ BA, Hart $17,810.00 pro-rated effective October 16, 2017

[10b] Authorize the Chief School Business Official to Pay the Usual and Customary Bills for December 2017 The board authorized the Chief School Business Official to pay the usual and customary bills for December 2017.

[10c] Approval of Pilot Soccer Program The board approved the recommendation or a Boys and Girls soccer team at James Hart School for 7th and 8th grade students.

[10d] Approval of New Clubs The board approved the recommendation of three new clubs at Willow; Mindful, Animal Art Squad, and Special Olympics, Jr.

[10e] Set Date and Time for the Public Hearing for the 2017 Tax Levy Page 3 – Minutes of the Regular Meeting of the Board of Education of November 13, 2017 The board set the date and time for the public hearing for the 2017 tax levy as December 11, 2017 at 7:00 p.m.

[10f] Change the Time of the Regularly Scheduled Board Meeting of December 11, 2017 The board changed the time of the regularly scheduled board meeting of December 11, 2017 to 7:15 p.m. or immediately following the conclusion of the public hearing, whichever occurs later.

Mr. Lawrence moved and Mr. Bosch seconded that upon the recommendation of the Superintendent that the Board of Education approve the Consent Agenda as presented in Items 10a, 10b, 10c, 10d, 10e, and 10f. On roll call, members voting AYE: Zinnerman, Havighorst, Lawrence, Bosch, Bethea, Schmidt and Marks. NAY: None. Motion carried.

[11] ACTION AGENDA ITEMS [11a] Second Payment of October 2017 Bills and First Payment of November 2017 Bills Mr. Bosch moved and Mr. Schmidt seconded upon the recommendation of the Chief School Business Official and the Superintendent that the Board of Education authorize the second payment of October 2017 bills and the first payment of November 2017 bills in an amount not to exceed $2,045,808.10. On roll call, members voting AYE: Havighorst, Lawrence, Bosch, Bethea, Schmidt, Zinnerman and Marks. NAY: None. Motion carried.

[11b] Approval of the Preliminary 2017 Tax Levy Mrs. Bethea moved and Mrs. Havighorst seconded that upon the recommendation of the Finance and Property Committee and the Chief School Business Official that the Board of Education approve the preliminary 2017 tax levy as presented. On roll call, members voting AYE: Lawrence, Bosch, Bethea, Schmidt, Zinnerman, Havighorst and Marks. NAY: None. Motion carried.

[11c] Increase Daily Meal Reimbursement Mr. Bosch moved and Mrs. Havighorst seconded that upon the recommendation of the Finance and Property Committee and the Chief School Business Official that the Board of Education approve the increase in the daily meal reimbursement for staff and Administrators who travel for school business and staff development from $25.00 per day to $40.00 per day. On roll call, members voting AYE: Zinnerman, Havighorst. Lawrence, Bosch, Bethea, Schmidt and Marks. NAY: None. Motion carried.

[11d] Retroactive Change to Capitalization Threshold Mrs. Havighorst moved and Mrs. Bethea seconded that upon the recommendation of the Finance and Property Committee and the Chief Page 4 – Minutes of the Regular Meeting of the Board of Education of November 13, 2017 School Business Official that the Board of Education approve the increase in the capitalization threshold from $1,000 to $5,000. Om roll call, members voting AYE: Havighorst, Lawrence, Bosch, Bethea, Schmidt, Zinnerman and Marks. NAY: None. Motion carried

[11e] Employment Mr. Bosch moved and Mr. Schmidt seconded that upon the recommendation of the Administration that the Board of Education approve the employment of Joyce Miller and Darrow Richmond effective October 23, 2017 and Lisa McAlister effective December 11, 1017 upon the terms recommended by the Superintendent conditioned only upon receipt of a satisfactory criminal background report and upon receipt no later than December 19, 2017 of evidence of proper legal qualifications for the position to be filled. On roll call. Members voting AYE Lawrence, Bosch, Bethea, Schmidt, Zinnerman, Havighorst and Marks. NAY: None. Motion Carried.

[13] WRITTEN COMMUNICATIONS TO THE BOARD OF EDUCATION None

[14] EXECUTIVE SESSION Mr. Lawrence moved and Mr. Schmidt seconded that the Board of Education move into executive session to discuss specific personnel and pending litigation. On roll call, members voting AYE: Bosch, Bethea, Schmidt, Zinnerman, Havighorst, Lawrence and Marks. NAY:None. Motion carried and the meeting moved into executive session at 8:21pm.

The Board returned to open session at 8:51pm.

[14] ADJOURNMENT Mr. Lawrence moved and Mr. Bosch seconded that the Board of Education meeting be adjourned. All AYES. Motion carried and the meeting adjourned at 8:53pm.
