Local Leaders of Education Handbook 2012-2013 School to School Support

South Essex Teaching School Alliance in collaboration with Southend-on-Sea Local Authority will be responsible for appointing Local Leaders of Education (LLEs), ensuring their professional development in this role, brokering their deployment and monitoring their performance.

Local Leader of Education (LLE)

The role and who it is for:

LLEs are successful headteachers who work alongside other heads to drive forward improvements and build capacity to ensure that improvement is sustained.

LLEs will:

 be judged to be good serving headteachers with at least three years experience  be accountable for one or more school(s) which meet the LLE school criteria  have the full support of the school’s governing body, SETSA and the Local Authority  be experienced as a coach or mentor to another headteacher or senior member of staff at a school other their own  Commit to the minimum time expectation for LLE deployment.

The main focus of the LLE is to enable partner schools to build capacity for sustainable improvement through coaching with the partner headteacher. The precise role of the LLE, however, is flexible and based on context. The schools most likely to benefit from LLE support are those where:

 the headteacher would benefit from peer challenge and support to ensure impact in key improvement priorities

 a new headteacher would benefit from assistance in the transition period to maintain momentum in their school’s improvement

 the headteacher is looking to develop fresh perspectives on issues presenting considerable challenge.

Designation:

 LLE applications will come through the National College, in line with national rounds for applications. Headteachers designated as LLEs are prepared for the role by attending a training programme which involves a half-day induction held locally to provide information on practical steps for becoming a LLE. Two consecutive training days will be held locally to provide core coaching and mentoring training which is central to the role of LLE

2  Headteachers and senior leaders from the Teaching School Alliance will support the process and manage the application and feedback for the applicants linked to their Teaching School Alliance.

 SETSA website will contain the list of their designated LLEs so that the range of expertise available across the Alliance can be shared. This information will also be shared with the LA so that they are aware of the local resource available to be commissioned alongside National Leaders of Education (NLE), Specialist Leaders of Education (SLE) and Teaching and Learning Practitioners (TLP) resources for school to school support.

Networking and Development of LLEs:

 A Professional Network of LLEs will be established across the Thurrock, Essex and Southend Teaching Schools so that the LLEs can learn and share practice together. The LLE Professional Network will meet 3 times a year facilitated by different Teaching Schools and the programme for LLEs will be published annually.

Deployment:

 The Local Authority will deploy the LLE to support another school.

 The Teaching School will work with the LA and with other partners locally and across the south of Essex to identify the need and to ensure that the work of the LLE is linked to planned improvement priorities commissioned and brokered with clear measurable outcomes.

 The cost of the LLE work will be paid for directly to SETSA by the school receiving LLE Support.

 The broad agreed rates for LLE work will be:

o £350 per day

o £300 will go to the school releasing the LLE and the other £50 will be paid to SETSA/LA for administration and handling fees.

 Where a package of support is being planned over a number of days and with a range of support for a given school the costs will be identified within the bespoke package of support for that school taking the context and the nature of the work into account. The charges for outreach work must take into account the costs of backfill arrangements, materials, travel, planning and reporting.

 Where possible the work will be planned well in advance to allow for the LLEs to be released from their schools. 3  All LLEs will be expected to record their outreach work and report back to the Governing Body in the school they have been supporting.

 Every school with an LLE will be expected to release their LLE for up to 15 days in a year and any adjustments to that time commitment will be in agreement with the home school and those schools to be supported through discussion with the Teaching School.

4 Evaluation and Quality Assurance:

 At the outset of a piece of work to be undertaken by an LLE there will be an agreed evaluation strategy and clear planned outcomes.

 The Headteacher and/or the commissioner of the work will record an evaluation of the work of the LLE that will be shared with the LLE themselves, their Headteacher and sent to the Teaching School Alliance

 Each Teaching School Alliance and outpost schools will have a named contact for LLE work so that the LLE co-ordinators are able to share and develop practice across partnerships and agree the quality assurance strategy for the LLEs.

 Evaluations will be shared with the Teaching School and will be used to inform the review process as outlined by the National College.

 LLEs will reflect on and evaluate their own practice and may link their work to their performance management in school

 It is good practice to keep a professional portfolio which could be used as part of their evaluation.

 Where there is clear evidence that the LLE does not meet the required standard, then they may be de-designated following the National College guidelines.

This needs to made available every half term for SETSA/LA and the LLE’s Headteacher

Changes in the Agreement Changes may be made in the following circumstances: a) Where an LLE leaves the school b) Where an LLE cannot provide Outreach c) Where the work of the LLE is not making sufficient impact on agreed targets
