1. Purpose: The Personal Protective Equipment (PPE) Program is designed to protect AES people from the risk of injury by creating a barrier against workplace hazards. The PPE Program is intended to be used in conjunction with good engineering, administrative controls and work practices, and should not be viewed as a replacement.

2 Scope The Personal Protective Equipment Program is applicable to the AES Corporation, AES Businesses, and its wholly-owned subsidiaries, and all people (including contractors) conducting work for AES or on AES properties worldwide.

3 General Requirements Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact.

4 General Safety Equipment and Clothing: It is the responsibility of all AES ROC people to wear the correct safety garments to enable them to carry out their work. Loose fitting cloths/clothes that may be caught in moving machinery are not to be worn on the job. Shirts without sleeves, tank tops, shorts, open weave mesh shirts, etc. are not acceptable for working inside the plant. AES ROC requires flame-retardant coveralls/ split suits to be worn by all the people within the plant in order to reduce the potential exposure to burns from flash fires, electrical flash etc. AES ROC will provide to each individual two such coveralls/ split suits during a year.

5 Identification of the Area’s for Selection of Appropriate and Specialized Protective Equipment:

 Hard hats: Hard hats must be worn at all times in all operating areas of the plant. The exceptions to this rule are the following areas:

o control rooms; o offices; o mechanical maintenance workshop; o I&E workshop; o laboratories; o mess rooms; o Other designated non-hard hat areas (as advised by the Safety Committee and approved by the Plant Manager).

 Safety Glasses:

AES ROC people shall ensure that each worker AES/ Contractor uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation.

AES ROC shall ensure that each affected employee uses eye protection that provides side protection when there is a hazard from flying objects. Detachable side protectors (e.g. clip-on or slide-on side shields) meeting the OSHA requirements are acceptable.

Prevention of eye injuries requires that all persons who may be in eye hazard areas wear protective eyewear. This includes employees, visitors,

researchers, contractors, or others passing through an identified eye hazard area.

To provide protection for these personnel, AES ROC shall procure a sufficient quantity of goggles and/or plastic eye protectors which afford the maximum amount of protection possible. If these personnel wear personal glasses, they shall be provided with a suitable eye protector to wear over them.

Wearers of contact lenses must also wear appropriate eye and face protection devices in a hazardous environment.

Face shields shall only be worn over primary eye protection (safety glasses or goggles).

For employees who wear prescription lenses, eye protectors shall either incorporate the prescription in the design or fit properly over the prescription lenses.

a) Prescription Safety Eyewear: OSHA regulations require that each affected employee who wears prescription lenses while engaged in operations that involve eye hazards shall wear eye protection that incorporates the prescription in its design, or shall wear eye protection that can be worn over the prescription lenses (goggles, face-shields) without disturbing the proper position of the prescription lenses or the protective lenses. Personnel requiring prescription safety glasses must contact the respective Team Leader to get approval of request for prescribed safety glasses.

b) Safety goggles: Wear safety goggles in all designated areas. Safety glasses will not be substituted for safety goggles where the work activity dictates that goggles be worn. Wear safety goggles for performing any work involving chemical handling where there is a potential hazard of splashing, fumes or chemical burns.

 Head Protection: Head protection will be furnished to, and used by, all AES ROC personnel engaged in miscellaneous works where hard hat use is must. Head protection is also required to be worn by inspectors, visitors at site when hazards from falling or fixed objects, or electrical shock are present.

Safety shoes shall be worn in the shops, warehouses, maintenance, cage-wash, glassware, and other areas as determined by Safety committee. Safety shoes or boots with impact protection are required to be worn in work areas where carrying or handling materials such as packages, objects, parts or heavy tools, which could be dropped; and for other activities where objects might fall onto the feet.

Safety shoes or boots with compression protection are required for work activities involving skid trucks (manual materials handling cars) or other activities in which materials or equipment could potentially roll over an employee’s feet. Safety shoes or boots with puncture protection are required where sharp objects such as nails, wire, tacks, screws, large staples, scrap metal etc., could be stepped on by employees causing a foot injury.

 Hand Protection: Suitable gloves shall be worn when hazards from chemicals, cuts, lacerations, abrasions, punctures, burns, biological’s, and harmful temperature extremes are present. Glove selection shall be based on performance characteristics of the gloves, conditions, durations of use, and hazards present. One type of glove will not work in all situations.

The first consideration in the selection of gloves for use against chemicals is to determine, if possible, the exact nature of the substances to be encountered. Read instructions and warnings on chemical container labels and MSDS’s before working with any chemical. Recommended glove types are often listed in the section for personal protective equipment.

All glove materials are eventually permeated by chemicals. However, they can be used safely for limited time periods if specific use and other characteristics (i.e., thickness and permeation rate and time) are known.

 Selection and Use of PPE in Laboratories: PPE may be required to reduce the risk of exposure of an employee by contact, inhalation or ingestion of an infectious agent, toxic substance, or radioactive material. For biological agents, the Technical advisor in conjunction with the Lab engineer will determine the Biosafety Level for the lab and the appropriate type of PPE required to be worn while working in the lab.

a) Laboratory Coats and Gowns: The lab coat can be used to protect street clothing against biological or chemical spills as well as to provide some additional body protection. The

specific hazard(s) and the degree of protection required must be known before selecting coats for lab personnel.

b) Foot Protection: Safety shoes should be worn in any area where there is a significant risk of dropping heavy objects on the foot. For general biological lab use, comfortable shoes such as tennis shoes are used extensible. Sandals and other types of open-toed shoes are not permitted in labs using biohazards or chemicals, due to the potential exposure to infectious agents or toxic materials as well as physical injuries associated with the work.

c) Face-shields and Eye Protection: Face-shields and goggles should be worn whenever procedures with a high potential for creating aerosols are conducted.

d) Gloves: Appropriate chemical resistant gloves are worn in labs when ever handling the corrosive chemicals such as acids etc.

 Hearing Protection: Hearing protection devices are required in designated areas and for operations involving individual exposure to elevated noise levels such as Ear muffs, ear plugs.

6 Cleaning and Maintenance of PPE’s: It is important that all PPE be kept clean and properly maintained. Cleaning is particularly important for eye and face protection where dirty or fogged lenses could impair vision.

PPE should be inspected, cleaned, and maintained at regular intervals so that the PPE provides the requisite protection. Personal protective equipment shall not be shared between employees until it has been properly cleaned and sanitized. PPE will be distributed for individual use whenever possible. It is also important to ensure that contaminated PPE which cannot be decontaminated is disposed of in a manner that protects employees from exposure to hazards.

7 Training: Any worker required to wear PPE shall receive training in the proper use and care of PPE. Periodic retraining shall be offered by AES ROC to Ras Laffan People as needed. The training shall include, but not necessarily be limited to, the following subjects:

When PPE is necessary to be worn? What PPE is necessary? How to properly don, doff, adjust, and wear PPE? The proper care, maintenance, useful life and disposal of the PPE. After the training, the employees shall demonstrate that they understand the components of the PPE Program and how to use PPE properly, or they shall be retrained.

8 Recordkeeping: Written records shall be kept of the names of persons trained, the type of training provided, and the dates when training occurred. The Safety Team Leader shall maintain Ras Laffan people training records atleast for 3 years.
