JOB DESCRIPTION

Job title: Contract Manager – Custody Healthcare and Wider Liaison and Diversion Grade: Grade Q

The primary place of work will be the Office of the Police and Crime Commissioner for Greater Manchester. However, the post holder will also be required to work in other locations across the Location of work: Greater Manchester (as required).

Jointly to the OPCC Partnerships Manager (Communities) and NHS England Greater Directly responsible to: Manchester

Directly responsible for: N/A Contract: 3 year fixed-term contract Part-time - 3 days per week

Primary purpose of the job: To support the mobilisation of the new integrated custody healthcare and wider liaison and diversion contract in police custody suites and criminal courts across the Greater Manchester Area. To manage the contract provision post implementation to ensure services are being delivered in line with the specification and expected outcomes are met.

Main duties and responsibilities/accountabilities:

1) To support model development and delivery, in the first instance with particular emphasis around mobilisation. This would include developing relationships with key stakeholders in a partnership setting.

2) To ensure key contract performance measures including deadlines and metrics are established, met and monitored and problems are identified and reported to the Partnership Manager and NHS England GM.

3) To manage the contract budget/s ensuring provision is delivered efficiently. To implement quality assurance and improvement measures during the delivery of the contract, ensuring that the impact of the service is effectively evaluated and constantly reviewed. This will include the undertaking of regular audits working

1 with the provider to ensure compliance against national and local guidance.

4) To liaise with an independent evaluator as part of the quality assurance process.

5) To ensure that any recommendations arising from inspections; CQC, HMIC or coronial inquests are implemented and monitored.

6) To ensure that relevant governance protocols are adhered to.

7) To ensure that measurable improvements are delivered within the service user experience, by achieving the integrated service strategic objectives

8) To be pro-active in identifying and managing operational risk, ensuring that actions are in place for delivery of a safe quality service (including a risk register).

9) To engage with key operational staff to ensure that any issues are resolved quickly and effectively. To ensure that all staff understand the appropriate escalation processes.

10)To be a conduit for liaison between custody, court and provider where necessary.

11)Effectively contribute to meetings with consultation groups and partnership bodies, programme management, committees and other meetings and provide support to the Partnership Manager and others, as required including preparation of reports applicable to the role.

12)To Chair the Contract Management meetings.

13)To manage key stakeholders and partner relationships.

14)To provide regular reports to the Greater Manchester Health and Justice Board and any other forum that requires an update.

15)The post holder must be able to travel across Greater Manchester.

16)The post holder will be required to undertake such additional duties as are reasonably commensurate with the level of the post.

17)The post holder will carry out their duties with full regard to the organisation’s strategies and policies including Equal Opportunities and Health & Safety. The post holder will demonstrate a commitment to Crime and Disorder responsibilities.
