P o s i t i o n S u m m a r y

Under the direction of the Controller, the Treasury Department manager will be responsible for the management of the cash position of the Co-operative system. The position will assume responsibility for the management of financing provided to members, maintaining viable liquidity levels within the system and assume responsibility for the day-to-day management of the financing program of the Arctic Co-operative development fund and the cash management of Arctic Co-operatives Limited

D u t i e s & R e s p o n s i b i l i t i e s

 Prepares, distributes and maintains all documents required for the provision, securitization and collection of all financing provided by Arctic Co-operatives Limited and the Arctic Co-operative Development Fund to the Member Co-operatives.

 Monitors and reviews the system security and ensure they are secured and protected and at the highest level.

 Develop a program of financial reporting on member Co-operatives to the Controller on the Uses of Cash on the short term and long term basis.

 Prepares and analyses financial statements of all Member Co-operatives and reports significant situations to the Controller on a monthly basis on the cash impact to the system with recommendations.

 Reviews project projections and applications for financing with clear recommendations before they are submitted to the Board of Directors for their approval. Provide directions to property department to start the projects, ensure drawdown of financing and equity requirement in place.

 Develops, implements and administers standards and programs to support the effective management of cash within the Co-operative system at all levels.

 Work with other financial and funding institutions to leverage financing on behalf of the member Co-operatives.

 Co-ordinate with other Co-operatives, government and providers of financial services to research and develop additional financial services to meet the needs of the members.

 Ensures that effective collection procedures are in place for the repayment of all financing provided to member Co-operatives.

 Develop creative financial solutions for Co-operatives experiencing cash flow difficulties.

 Review, revise and/or develops Financial Policies and Procedures for review by the Board of Directors in the following areas; Equity Management, Capital Expenditures, Investments, Working Capital, and others as directed from time to time.

 Negotiates and manages banking agreements for Arctic co-operatives Limited and the Arctic Co-operative Development Fund with the objective of increasing interest income on cash surpluses and minimizing interest costs on system borrowing.

 Monitors, regulates and ensures that all Financial Policies are adopted, followed and implemented by all departments and divisions of Arctic Co-operatives Limited. The Treasury Manager has the authority to ensure that they are effectively applied.

 Update the ACDF accounting policy and procedure manual.

 Communicates with all stakeholders within the Co-operative system on matters relating to the duties of the position.

 Administer, collect and approve the accounts receivable for all business units of Arctic co-operatives and its subsidiaries. Approve co-ops orders for purchase of merchandise and services if they are on cash with order

Q u a l i f i c a t i o n s

 Completed an accounting designation under the CGA/CA/CMA program with minimum 5 years experience OR  Completed minimum 4th level accounting program with 10 years experience  5 years experience in financial analysis and banking environment.  Exposure to cash and loan management  Ability to work in a team environment.  Must be organized, adaptable and objective oriented.  Excellent oral and written communication skills.  Business oriented with excellent people skills.  Ability to perform with minimum supervision.  Ability to travel.
