Overall Job Purpose:

Provide Supervision to the appropriate Depot sections Ad-hoc and planned maintenance in delivering a high quality customer based service.

Main Duties and Responsibilities: (This list contains the main duties and responsibilities of the post holder but it is not an exhaustive list)

Policy, Strategy & Statutory Functions  Ensure probity with all requirements to CBC’s standing orders.  Ensure financial compliance with Council procedures  Assess and mitigate risk to the organisation and its resources, clients and staff.

Planning & Performance Management  Determine priority, programme work and supervise a number of tradespersons staff.  To manage the contractors on site, monitor performance against KPI’s, control expenditure and manage user demands and expectations.  Plan and monitor the performance of your area of responsibility, using agreed Performance Indicators to include capital and revenue works.  Plan own workload and develop systems of work  Negotiate with suppliers on materials and advise best course of action  To create, review and update health and safety policies and procedures in conjunction with the Health and safety committee.  To provide professional advice and recommendations to enable the council to maintain compliance with relevant health and safety, building and environmental legislation.  Undertake surveys, prepare tender documentation , specifications and technical information  Support the Assistant Team Leader in developing best value partnerships with contractors. Attending site meetings and liaising with Contractor management and supervisory staff.  Ensure effective liaison with Team Leaders, other Assistant Team Leaders and Managers within Neighbourhood Pride and the wider Council.  Advise Team Leaders, where applicable, on performance issues.  Develop future initiatives and share best practise with other authorities.  To keep abreast of changes in the Construction industry and other related legislation, standards and good practices.  Ensure compliance with all appropriate Health and safety requirements and EU Directives.  To manage pre and post inspection and ensure appropriate records and audit trail are kept, to include CBC’s IT systems.  Ensure that standard management procedures and protocols are maintained, in line with good practice policies.

Customers & Service Delivery  Ensure a customer-focused approach is adopted in all aspects of the Service both internal and external.  Provide an effective and efficient service for both customers and the corporate body.  Monitor customer feedback and make appropriate adjustments in service delivery. 1* Ensure effective systems of communication are established and managed to promote a high level of Services and their benefits to customers. 2* Ensure that the Technical Support Service provides services of the highest quality to customers, both internally and externally. 3* Ensure that you have a strong working relationship with Business Support in ensuring the service is coordinated and delivered.

Partners 4* Ensure good relationships with partner organisations, Elected Members, Chief Officers and tenants are maintained and are appropriate. 5* Ensure good relations with partner organisations, tenants representatives, suppliers and contractors. 6* Promote good practice with other organisations. 7* Ensure that delivery arrangements comply with Best Value national performance indicators on good practice.

Finance  Responsible for managing budgets. 8* Authorise timesheets and claims for payments

Staff 9* Provide technical support and supervision for tradesmen and contractors. 10* Assist in the management responsibilities including recruitment, performance appraisal, disciplinary procedures, and personal development. 11* Carry out EDS appraisals and regular one-to-one’s in support of the Assistant Team Leader. 12* To ensure QC monitoring for the purpose of enhancing the operative’s performance. 13* Provide effective supervision of the tradesmen and repairs including, where appropriate, voids and any repairs backlog caseloads, and to ensure impact on the service is minimised in terms of costs and time.

2 14* Ensure that your staff carries out their functions and account for time and materials in delivering an efficient and effective repairs service.

Other 15* Prepare reports under the direction of the Assistant Team Leader. 16* Cover the duties and responsibilities of the Assistant Team Leader in their absence 17* Carry out all responsibilities with regard to the Council’s Equal Opportunities, Diversity and Customer Care Policies.  To comply with all Health and Safety at Work and CDM regulations as required by legislation.  Audit van impress stock at regular intervals and keep records

This procedure will be conducted by the appropriate manager in consultation with the post holder.

In these circumstances it will be the aim to reach agreement on reasonable changes, but if agreement is not possible management reserves the right to make changes to your job description following consultation.

FLEXIBILITY CLAUSE

Other duties and responsibilities express and implied which arise from the nature and character of the post within the department (or section) mentioned above or in a comparable post in any of the Organisation’s other sections or departments.

Shall be required to attend meetings in and out of normal working hours with senior managers, councillors and tenants associations to represent the Councils corporate initiatives as directed by the depot senior management.
