Region V LEPC Meeting Minutes Clovis Fire Training Center 1233 5th Street, Clovis CA 93612 Wednesday, May 31, 2017 10:00-12:00

1. Call to Order and Introduction

Patti Tran the meeting to order and welcomed everybody Region V LEPC meeting. Since some members are not here, we will be jumping out of order on the agenda.

2. Patti Tran, CalOES Inland Region South Update:

*CalOES has created a new website for dedicated for LEPC for each region. Under Inland Region, there will be LEPC Region III, IV and V. There is a map, information such as by-laws, meeting minutes & agendas. It will be a standard format with all LEPC website.

3. Erika Olsen, CalOES HazMat:

* Sub-grant applications for HMPG has been announced and on our website.

* SERC updates: last meeting was March 29th they are talking about releasing the strategic plan assessment (drafted by CalOES) to the LEPC Chairs to review and discuss. The original plan project is on hold and CalOES is not currently funding it for LEPC. Another concern from LEPC was continuing support needed and SERC reassured that will continue. Next SERC meeting is scheduled for Oct 26, 2017. Next group LEPC (all Chairs) meeting will be at the Continuing Challenge on Sept 6 at 0745 am.

4. Jacob Volkov, CalOES CSTI:

* CSTI- for training two main fund (HMEP & Hazmat By Rail). The Technician series will be held in Fresno in Oct, Nov & Dec. Kern County will do something similar in Jan & Feb 2018.

*CSTI is also offering some emergency management courses next week (Recovery & Mitigation). We offer terrorism courses in addition to hazmat series. There are three type of Specialized certificates available thru CSTI such as Public Information, Hazmat, Emergency Management. The list of required courses is available online along with working an EOC/credentialing.

5. Brody Saleen, CUPA: *Continuing Challenge training in September in Sacramento. There will be some free training available during that week (on the 5th) in Old Sacramento with railroad. Orange County Fire offering technician classes starting June and ending in August. $700 per class and seats are still available. Correctional Safety Emergency & Management is also offering a FRO (free of tuition) for Hazmat & WMP June 21-23.

6. Jennifer Varma, Airstar:

*Demo on LED lights (balloon lighting) to work in high-quality, glare free, 360degrees light that reduce eye fatigue for work crew such as search & rescue, incident command post. The light provides a large lighted area (up to 16,000 sq feet) with low power consumption, easy to set up, mobile, great alternative to traditional halogen bulbs. FEMA registered. Airstar will loan to try out as demo if interested.

7. Brody Saleen, Election of Officers:

*Nominated Chief Michael Wilkinson from Merced City Fire Dept as the Chair and Captain James Agee from Kern County Fire Dept as Co-Chair. Members voted. No objections.

8. Brody Saleen, Approval of December minutes:

Approved and motioned.

9. Round table:

*Mellissa Boggs, DFW OSPR: we have been working on our Inland Oil Spill contingency plan on specific waterways. We are calling them the Geographic Response Plan. This will identify access locations to deploy oil spill response equipment, land ownership info, staging areas, etc. We are also forming a committee so if anyone can assist (with providing information or who we can reach out to) please let OSPR staffs know they can assist with Kern River effort.

*Brody Saleen, the Area plan is due this year. It still needs to go out to the CUPA for each County in the Region to see if any updates needed to be done. It will be going out soon.

10. Next meeting will be in July 19th of 2017 at 1 pm to 3 pm in Atwater. We would like to rotate the meetings in Region V so more can attend. All agreed.
