Contract Term: Five year contract with five-year extension allowed at City’s option.

Start Date: October 1, 2007

Initial Contract Term: October 1, 2007 through October 1, 2012

Purpose: The City of Seattle procures new vehicles and equipment for the City of Seattle. When the City of Seattle purchases and places new vehicles into service, Fleets & Facilities Department (FFD) and other City departments must obtain a Washington State Exempt license plate for each vehicle. The license is valid for the life of the vehicle. Through this agreement and at the request of FFD and other City departments, Ballard Auto Vessel Licensing will obtain and prepare the required State license documents and the license plates, and supply to FFD and other City departments as requested.

FFD alone replaces about 400-500 vehicles annually and a similar service volume may be anticipated to other City departments but is not guaranteed for this Agreement.

This Vendor must remain as an approved provider by the State of Washington to provide such services, throughout the life of the contract including extensions.

SCOPE OF WORK:

Vehicle Titling and Registration Services: FFD or any other City departments will submit required documents such as MSO (Manufacturer Statement of Origin) for vehicle titling and registration on an as need basis with the Vendor (Ballard Auto Vessel Licensing). Vendor will complete the process and supply all documentations and License plate(s) to the City of Seattle as instructed. Vehicle license plates and documents will be available for delivery to the City of Seattle Fleet Shop at 805 Charles St, Seattle, WA 98134 or other City departments as instructed immediately upon completion of transaction.

Compensation for title and registration services: All sub agencies are compensated at the statutory fee for vehicle title which is currently $10.00 per transaction which cannot be exceeded or discounted. (per RCW 46.01.140)

FFD or other City departments cannot put new vehicles into service until FFD receives the licenses, so timeliness is critical to the City.

Non –Title/Registration Services: At the option of FFD and by mutual agreement with the Vendor, additional services may be requested. These services and products are completely independent of licensing and registration services. These services include:

 Redundant storage of fleet records to protect against loss or defrayed access to fleet records and data.  Vehicle detailing as in thorough periodic cleaning.  Transportation of vehicles to weigh stations and other locations for services and procedures.  Documentation and filing of gross weight and other desired characteristics.  Provide particular fleet users with remote wireless broadband internet access to all computerized records.

Compensation for non-licensing services: All non-licensing services shall be compensated at an hourly rate agreed upon and in effect by the Vendor at the time of services.

This contract is established for the convenience of the City. This is not a mandatory use contract, and the City will use this contract when City needs arise that are suited to the City needs. The estimated usage is below the Direct Voucher Limits, and therefore is not subject to competitive acquisition processes.
