CITY OF REILE’S ACRES REGULAR MEETING OF CITY COUNCIL Minutes subject to council review and revision

January 9, 2018

Mayor Amundson called the meeting to order at 7:00pm. Council members present were Joel Prudhomme, Carol McCamy, and Chris Thoennes. Also present was Nic Miller, Lowry engineering, and Attorney Garaas. Motion (Thoennes, Prudhomme) to approve the December 12th council minutes, passed unanimously.

Deputy Cole Thomsen presented the December community policing report. There were 7 calls in the city during the month.

Parking through-out the city and adjacent to the city park was discussed. The city recognizes the need for temporary parking during resident and city events and will work to find a solution that will work for all parties.

Nick Lee, the City Tax Assessor came to the meeting to discuss the Vangaurd tax assessment numbers. He explained to the council the logic behind assessment. In the past homes were raised to the price they sold and other homes weren’t adjusted for years. This new system looks more at square foot of the homes and then each year value may be adjusted based on what has sold. Some homes this assessment may have a decrease, while others will see increases. He also explained the process of how residents will be notified, and abnormalities resolved. The city is waiting for the county and Vangaurd to set dates for public comment meetings. Those meetings will likely occur in Reile’s Acres at the community center in February. After those meetings, the city will notify all residents of their increase if greater than 10%, and then hold the annual tax equalization meeting in April.

The franchise agreement with Excel energy is expiring this month. Attorney Garaas reviewed the contract and it was signed by Mayor Amundson for a term length of 20 years.

Mayor Amundson introduced Todd Ostrom to the council. Todd has been hired as a part-time year round employee. His job responsibilities will include snow removal, park maintenance, equipment maintenance, and building inspector.

Bus routes were discussed. Mayor Amundson is still waiting to hear from North Fargo on the proposed bus route. The proposed routes will likely to go in effect this spring.

Options and prices for traffic speed control were discussed. Motion (Thoennes, McCamy) to table the conversation until the February meeting, passed unanimously.

Motion (Thoennes, Prudhomme) to approve up to $2500 for purchase of a basketball hoop for the 9th addition park, passed unanimously. Member McCamy noted that she hasn’t heard back from the BNSF grant where she submitted for funding for a hoop.

Parks throughout the city were discussed. some ideas for improvements for this year were to add some play pieces for smaller children, repaint the swing sets in the old park, and adding safe play area under the swings in the old park.

Member Thoennes verified the checking and money market accounts. Motion (Thoennes, McCamy) to approve the December financials, the 2017 financials, and the following bills unanimously passed: Council and employee wages 1410.02; IRS fund 107.87; Cass County Electric 855.12; City of Fargo 4461.60; Waste Management 3401.24; Cass Rural Water 447.98; Xcel Energy 71.95; Chase Card 798.76; Gladen Construction 383,461.25; Overhead door 122.50; Northern Improvement 1641.19; Joe Sweeney 100; Carl Blank 100; Ken Simonson 100; Robert Bohmert; 100; Nick Lee 1437.50; Advanced Garage door 260; Key Contracting 39525, and IRS 1422.15.

Motion (Thoennes, Prudhomme) to adjourn the meeting carried. Mayor Amundson adjourned the meeting at 9:31pm. Attest: Approve: Nic Miller Shane Amundson Auditor Mayor
