A Budget for Hampshire's tomorrow is set by County Council Hampshire County Council has today (Thursday 21 February) agreed its budget for 2013/14; one that freezes Council Tax at the same level for the fourth year, provides £600million capital to stimulate Hampshire's economy and maintains and improves all of its services despite a 43% cut in grant over four years. There will be new job opportunities for 1,000 young people under a new apprenticeship scheme, 71 new social workers and support staff for safeguarding children will be recruited and there will be £10million growth in the adult care budget to protect services for an ageing population. Capital investment from reserves totalling £26.5million will be used to expand the Council's work to bring superfast broadband to Hampshire and a District Energy Network that will represent a significant investment in green energy to help protect the environment and give a financial return. It will also fund improved access to the countryside, road safety in villages, refurbishment of community centres and infrastructure projects focused on economic development. It follows a massive savings programme that has achieved £130million recurring savings over two and half years. Hampshire has always received one of the lowest Government grants of all county councils yet charges one of the lowest Council Taxes. The Council started its savings plan early and has taken the brunt of the cuts in two years rather than four, to put it in a stronger position to tackle the further grant cuts expected from 2015/16. Council Leader, Councillor Ken Thornber, said the "rigorous" efficiency programme had concentrated on overheads and avoided cuts to frontline services. This included 160 fewer managers and a reduction in its payroll of £46million. The capital programme for the next three years will provide around £600million for initiatives that will not only improve services but secure more jobs in Hampshire, Councillor Thornber said. This includes money for 512 Extra Care units of accommodation, seven new schools and 36 extensions to existing schools and around £100million for the structural maintenance of roads and bridges. The Leader added that the Council was also setting aside £200,000 for initiatives to support the Centenary of the First World War and to embed the Olympic legacy. It would also continue with its community 'Have your Say programme'. A £780,000 fund is to support 'localism in action' through a new councillors' highway fund to help them work with local communities to tackle high priority schemes in their areas. Councillor Thornber also expressed his thanks to the County Council's staff, to whom he said members owed their gratitude for their efforts and contributions and the way they had "risen to the unprecedented challenges presented by a huge reduction in grant to protect the wellbeing of the people they serve". 1

WARNING

Bogus Traders are currently telephone residents in the New Forest area of Hampshire claiming to be from Trading Standards and are offering to inspect loft spaces to see if the householder will qualify for free loft insulation. Trading Standards do not offer this service so residents should be cautious and report any such incidents to us as a matter of urgency.

Trading Standards would advise consumers not to agree to work that is instigated as a result of a cold call or via a leaflet drop. Consumers should obtain at least 3 written quotes from reputable businesses or traders who are either members of the Hampshire County Council Trading Standards Buy With Confidence Scheme or a recognised trade association.

Members of the Buy With Confidence scheme are fully audited to ensure their trading practices are legal, honest and fair. All members have been checked for trustworthiness and compliance with consumer protection laws. Traders who agree work at the home of an individual or at a place other than their usual business premises are required by law to provide consumers with a Notice of Right to Cancel, which gives consumers a 7 day cooling off period. Work should not commence until this period has ended, unless written agreement is obtained from that consumer beforehand.

I have previously highlighted reports being received of a male flagging down motorists. He states he has run out of fuel and needs some cash. Usually a gold ring is offered as a trade. Two further reports have been received this week of similar incidents in Lymington and on the A35. Please report any similar incidents to the Police and do not hand over any cash.

On Thursday I met with a representative from Hampshire and Isle Of Wight Air Ambulance to discuss rural equine safety. Two main messages came out of the meeting. Firstly, please ensure that you wear something bright whilst riding your horse. If you are unfortunate enough to fall off and require assistance from the Air Ambulance, I am sure that you will want them to be able to see you as easily as possible during a search. Secondly, please consider attaching a dog tag to your saddle with your phone number or your stables phone number. If you become separated from your horse and we manage to catch it, we will be able to phone the number to check whether you are safe and well, before we launch a search for an injured rider. Far too much Police time is wasted searching for potentially injured riders who have actually made it back home and not phoned us.

On Friday I chaired a Forest Watch Rural Partnership meeting. The steering group have been commissioned by the Community safety Partnership to produce a leaflet of messages to keep people safe around the Forest. Various ideas were discussed and we hope to have a finished product in a few months time.

Ringwood burglary brings police appeal

Police at Lyndhurst are appealing for information after two men are believed to have broken into a house in North Poulner Road, Ringwood.

At about 2.15pm Wednesday, February 13, the burglars entered the home of a 70-year-old man and took several items.

Stolen goods include a white gold and platinum pair of earrings which are set with diamonds at the front of the loop, a black IPod, a red digital camera, a carton of 200 cigarettes and £45 cash.

Witnesses saw two men near the scene of the burglary and fleeing along the shore of a nearby lake. Both are described as white, aged in their late twenties, slim and between 5ft 8ins and 5ft 10ins tall.

The first had short dark hair and wore a blue and cream bomber jacket which looked too big for him. He carried a dark satchel with the strap over his left shoulder.

The second wore as black hoodie and had mousy brown hair.

Police want to hear from anyone who saw the pair in North Poulner Road or noticed them fleeing.

Change of phone parking service

From 22 February 2013, the cashless parking service operated by the council is changing from Parkmobile to RingGo. This brings the service into line with many other local authorities in the region, including Bournemouth, Christchurch, Eastleigh, Poole, Portsmouth and Test Valley.

Parkmobile customers that have used the service to pay for New Forest District Council car parking are being informed of the changeover by text message. On the day of transfer, bold new RingGo signage and wobblers are being placed on machines to act as a reminder that the new service is in place.

RingGo can be used via the RingGo smartphone apps, by calling, sending a text message or booking online (including through the specially tailored RingGo mobile website). The telephone number to call is 01590 202 050.

As part of the changeover, new RingGo location codes are being introduced which are clearly marked on the signs. Motorists must ensure they use these new codes or they could pay the wrong amount for parking and potentially risk a penalty charge notice. Civil enforcement officers check which vehicles have paid with RingGo in each location, by matching vehicle registrations from the RingGo database against the area they are enforcing.

We hope that customers will appreciate the new service and apologise for any temporary inconvenience the changeover in service may cause.
