FALL 2012 NEWSLETTER

COMING UP: 50 th Anniversary Celebration: Plans are underway for a special anniversary dinner on Saturday, July 13, 2013. The caterer has been identified, a very large tent has been located, the myriad details are being worked out, etc. Please respond to the attached survey to help with the planning.

All dinghies, kayaks, canoes are to be removed from beaches by November 15.

Help Needed: Captains Row has been removed from the No Plow list. Please comply with these DPW regulations on your property to avoid a repeat next year: Overhanging branches below 12 feet must be removed and brush must be cleared 2 feet from edge of road. To prevent the edges of the roads from deteriorating , sand needs to be removed (DO NOT PUT SAND IN THE DRAINS). Volunteers are needed to keep the grass mowed on PCBA properties. Please contact Peter Falco if you can help. Thank you Al Rotti, Jim Coronella, Igor Duzhich, Peter, and Dave Richards for mowing this year.

Highlights from the Summer general meetings:  Accomplishments – road repairs, removal of our streets from the No Plow list. First Halloween party. Removal of bushes, installation of new fence, a new picnic table, new plantings, installation of Ed Baker memorial bench at Old Colony Beach. Professional surveys of PCBA beach properties. Front entrance plantings. Brush and sand clean-ups along the roads. Installation of No Parking signs at entrance to Cove. Clean-ups of all three beaches. Dog blinking lights for night time dog walkers. Welcome baskets for new homeowners re-instituted. Drains cleaned.  Discussion regarding new boat sticker program. Some are unhappy with it, others like it.  Discussion of road repairs/new catch basins – concern about washouts on corners, sand accumulating along roads which break down the edges, severe washout at Orsini Beach, possibility of installing berms (some sharing at homeowners’ expense) to alleviate washouts.  Presentation of preliminary 2012/2013 budget at July meeting and discussion of expenditures for 2011/2012. There was criticism of some line items overspent although total expenses remained below our bottom line.  Update from Mimi Lempitski, chair of the 50th Anniversary Dinner, and a request for any ideas or suggestions from the community.  Presentation of a letter from Kathy Impey who plans to build a dock on her property next to Bay Shore beach. There was some discussion regarding how close to the PCBA property the dock would be, but everyone was in agreement she can do whatever is reasonable with her property. Note: After clarification from Cape and Island Engineering and discussion with Mrs. Impey it was learned the dock will be well beyond PCBA’s property line.  The financial secretary reported a 5% increase in dues payers. 60% of homeowners paid dues.  Carla Roy, former Treasurer, presented a handout outlining budget spending over the last ten years.  The treasurer presented the 2012/2013 budget for vote. New this year in the budget was a contingency line item in each category. There was also a three year estimate for future expenses. The largest expense is ongoing road maintenance and drains and the one time expense for the 50th anniversary party. Mowing of PCBA properties was not included in the budget – reliance on volunteers will continue. A motion was made and seconded to accept the $15,000 budget as presented. The motion passed by a majority. There was one abstention.  The By-Laws are being reviewed and revisions will be presented to the membership at next July’s general meeting. Steve Rotella noted revisions would have to be reviewed by a lawyer. Kathy DiGiusto noted this is a lengthy process and will probably take two years. The budget will be amended to add legal fees when the time comes. Minutes of meetings may be obtained by contacting Secretary, Kathy DGiusto and financial reports and the 2012/2013 budget may be obtained by contacting Treasurer, Peter Falco.

The meal plan is an ‘ALL YOU CAN EAT TEXAS BBQ” with all the fixins – (Ribs Chicken, Hamburgers, Hot Dogs, Salads, Cake, Soda, etc.) for around $20.00 per adult, children under 12 free. Event will be catered – tent, tables, and chairs will be delivered and set up.
