HOWWOOD COMMUNITY COUNCIL MINUTES OF MEETING HELD ON TUESDAY 14 MAY 2013

1. PREVIOUS MINUTES (09 APRIL 2013) Adopted Proposed Bill David and seconded Sarah Killens

2. POLICE REPORT No officers in attendance.

3. MATTERS ARISING  Communication from Council Roads department passed round for issues at Hill Road / Bowfield Road and Main Street at Premier Store. It was agreed Hill Road / Bowfield Road was a little better than no action at all, however we agreed we could make no decision on Main Street. Linda Smith suggested and it was agreed that we should arrange on-site meeting with Renfrewshire Council Roads to discuss Main Street further.

 Next invite for Drew McNab and Jim Wright agreed as July Community Council meeting.

4. COMMUNITY EVENTS

 Village Clean Up – All work was successfully completed on Saturday. Thank you to all who helped and to the Howwood Inn for providing soup and sandwiches to volunteers.  School 50th Celebrations – Events had been organised and no help is required from Community Council.

5. HEART  Next meeting 21 May 2013, 19:30, Howwood Inn. Bill David advised application to Renfrewshire Council for LAC grant in progress and next LAC is this Thursday 16 May.  Robert Scarsbrook and Bill David are going to Edinburgh to attend the Scottish Government Resilience Seminar on 26 June.

6. BROADBAND ACCESS  We have been advised fibre optic cables already run through Howwood.  Douglas Alexander is writing to every household in Howwood to ask them to complete survey about our broadband service in hope that sufficient number reply to assist him in taking matter forward for us.  7. PLANNING AND LICENCING  Public Entertainment Licences – Bill David continuing to progress.  Bowfield application – full planning request now submitted for the erection of a permanent marquee. John Stevenson raised issue with cattle using narrow local roads and additional traffic to Bowfield that might arise. Robert Scarsbrook advised that we would take matter offline and review plans with a view to preparing informed objection on behalf of village to erection of marquee.

8. COUNCILLORS’ ISSUES

Howwood Community Council Minutes 14.05.13 Page 1 of 3  Cllr McMillan advised :- - Renfrewshire Council Environmental Services will be introducing food recycling with a new bin for every household. - Howwood railway station is being used as an example to obtain improvements to Milliken Park. - A purple kiosk has been situated at Johnstone High which sells food to kids to try to keep them in school grounds at lunch time. - Council have agreed to build a new special needs school on site of former St Brendans in Linwood to replace the 3 existing schools Clippens, Hollybush Nursery and Kersland. - Welfare reform – Council buildings are very busy as a result of the Welfare Reform Crisis loans, bedroom tax and council tax issues. Changes will be made to council buildings over the summer to try to help.

10. AOCB  All articles for newsletter are required to be given to Christine Scarsbrook by 18 May.  Margie Stewart advised that goodbye ceilidh had been organised for Rev. D Stewart. Only a few councillors would receive an invite. His final service would be 2 June.  Ninuk Smith and Douglas Paxton gave apologies for next meeting.  Miller Leon raised issue with tree removal at Dawn Homes site. Cllr McMillan advised that this had all been completed with proper authority granted and that some trees will be replaced.  Howwood Wildlife and Woodland will hold a fund raising event in the church, this Saturday 18 May.  Linda Smith suggested that she and Bill David approach school with a view to progressing the Grace Weir Memorial.

NEXT MEETING  11 June 2013 @ 7.30pm in Howwood Village Hall.  Thereafter: Regular monthly meetings 2nd Tuesday every month from Tuesday 9 July 2013 @ 7.30pm in Howwood Village Hall ( there will be no CC meeting in August 2013 due to annual break)
