Garbage delivery for May was 468 tons over the monthly GAT.

RECYCLING

Terry Bliss reported that the town of Exeter is preparing its recycling site and will be accepting recyclables shortly. Terry Bliss said that more contamination is showing up in the town recycling boxes. He has sent a letter to all the towns to inform them about the problem and to remind them that it is their responsibility to monitor what is thrown into the boxes. Terry Bliss said that the radio ads for recycling are continuing. The county does get free radio spots to supplement the paid ads. Terry Bliss stated that the deadline for the recycling poster contest is today. So far he has heard from Valleyview School in Oneonta and Laurens School, who had their students participate. Terry Bliss said that he is now in charge of setting up 2-3 regional meetings a year for NYSAR3. In July the group will be visiting an Albany Area School to see its recycling program. Terry Bliss said that he has been contacted by the NYSDOL regarding an upcoming health inspection of the county’s two recycling sites. He has forms to fill out and will be going with the NYSDOL inspector to look at the sites.

SCRAP METAL RECYCLING

Terry Bliss said that the two new recycling boxes for the scrap metal program have been ordered. Because of the ribs on the box, the company is unable to letter the boxes. The Highway Department will make a metal sign with the Solid Waste website and install it on the box. Oneonta Auto Crushers will pick the boxes up for the county at no charge. James Powers asked Mr. Bliss to find out how many tons of metal have been recycled so far.

SOLID WASTE USER FEE

Terry Bliss said that he and his staff will start visiting assessors soon for updating the solid waste user fee roll.

BURN BARRELS

Terry Bliss reported that he has received a complaint about burn barrels from a resident in the town of Oneonta. The NYSDEC has looked at the situation and says that it can do nothing about the matter. The gentleman may be coming to a county SOLID WASTE COMMITTEE Page 2 June 15, 2005 board meeting to express his concerns about burn barrels. The committee directed Mr. Bliss to send educational materials to the person doing the burning.

SNOWMOBILE GRANT

Terry Bliss said that since solid waste is now under the Planning Department, he will report all future snowmobile grant updates to the Intergovernmental Affairs Committee.

HOUSEHOLD HAZARDOUS WASTE

Terry Bliss requested approval to contract with Care Environmental to conduct a Household Hazardous Waste Day in September. Representative Lindberg moved for approval. Seconded, Powers. Total: 2; Ayes: 2; Absent: Laguna. Motion carried.
