(Santa Dash 2016) (Various Roads) (Temporary Prohibition of Driving and Prescribed Stop) (Special Events) Order, 2016

NOTICE IS HEREBY GIVEN that the Council in exercise of its powers under Section 16A of The Road Traffic Regulation Act, 1984, and all other enabling powers on the 25th November 2016 intends to make the following Order, in respect of various roads in the City, which is required to enable the above-mentioned special event to take place: -

1. To prohibit any vehicle, other than an emergency services vehicle or vehicle associated with the event, from entering, leaving or proceeding in: -

(a) Water Street and Brunswick Street (from the junctions with Goree to the junctions with Canada Boulevard), Canada Boulevard, Mann Island and Georges Dockway (which form the runners congregation area for the event);

(b) James Street, Lord Street (from James Street to North John Street), North John Street (from Lord Street to Victoria Street), Victoria Street (from North John Street to Sir Thomas Street), Sir Thomas Street (from Victoria Street to Dale Street), Dale Street (from Sir Thomas Street to Hatton Garden), Churchill Way South flyover, Commutation Row, London Road (the eastbound carriageway from Lime Street to Camden Street), Camden Street, Islington (the westbound carriageway from Camden Street to Commutation Row), Churchill Way North flyover, Great Crosshall Street (from Vauxhall Road to Churchill Way North flyover), Vauxhall Road (from Tithebarn Street to Leeds Street), Leeds Street (the westbound carriageway from Vauxhall Road to King Edward Street), King Edward Street (the southwesterly bound carriageway from Leeds Street to Old Hall Street), Old Hall Street (from King Edward Street Union Street), Union Street, Rumford Place, Chapel Street (from Rumford Place to Tithebarn Street), Tithebarn Street (from Chapel Street to Moorfields), Moorfields, Dale Street (from Moorfields to Castle Street) and Water Street (from Castle Street to The Strand) (which form the main route for the event); &

(c) Castle Street, Drury Lane, Old Ropery, Moor Street, Fenwick Street, Castle Hill, Lower Castle Street, Brunswick Street (from Castle Street to The Strand), Harrington Street, Cook Street, Union Court, Sweeting Street, Mathew Street, Button Street, Rainford Gardens, Temple Court, Whitechapel (from Lord Street to Peter Street), North John Street (from Victoria Street to Dale Street), Princes Street, Temple Lane, Temple Street, Stanley Street, Davies Street, Cumberland Street, Sir Thomas Street (from Whitechapel to Victoria Street), Crosshall Street (from Victoria Street to Dale Street), Lime Street (the northbound carriageway from St. George’s Place to London Road), William Brown Street (from Lime Street for a distance of 30m in a westerly direction), Islington (the westbound carriageway from Fraser Street to Camden Street), Dale Street (at its junction with Hatton Garden), Great Crosshall Street (from Churchill Way North flyover to Fontenoy Street), Leeds Street (the westbound carriageway from Vauxhall Road to Byrom Street), Johnson Street, Marybone (at its junction with Great Crosshall Street), Pickop Street (at its junction with Vauxhall Road), Marlborough Street (at its junction with Vauxhall Road), Midghall Street (at its junction with Vauxhall Road), Dale Street (from Sir Thomas Street to Moorfields), Cheapside, Cunliffe Street, Hockenhall Alley, Vernon Street, Hale Street, Tempest Hey, Eberle Street, Hackins Hey, Exchange Street East, High Street, Exchange Street West, Rumford Street, Exchange Passage West, Exchange Passage East, Covent Garden, Tower Gardens, Chapel Street (from George’s Dock Gates to Rumford Place), Fazakerley Street, Brook Street, Old Hall Street (from Union Street to Chapel Street), Edmund Street, Ormond Street, George Street, Bixteth Street, Earl Street, Prussia Street, St. Paul’s Square, East Street, Rigby Street, Old Leeds Street, Back Leeds Street, Tithebarn Street (from Moorfields to Vauxhall Road), Pall Mall (from Tithebarn Street to Leeds Street), Highfield Street, Cockspur Street West, Smithfield Street, Cockspur Street and Westmoreland (which are affected by Article 1(b) of this Notice).

2. All vehicles proceeding in the northbound carriageway of Strand Street and the southbound carriageway of The Strand must stop at the junction with Mann Island/James Street when directed to do so by a uniformed police officer to enable the runners to cross from Mann Island to James Street. In respect of Article 1(a) to (c) & Article 2 there will be no diversion route for the duration of the Notice & in respect of

Article 1(c) access and egress will be maintained where the conditions dictate it is safe to do so. This Order will become operative (as and when required by the Event Organiser/Merseyside Police) between the hours of 6am and 2pm on the 4th December 2016, or for such lesser or greater period of time as determined on safety grounds, except for Article 2 of this Notice which will become operative for such periods of time as is deemed necessary between the hours of 9.15am and 10am, or for such lesser or greater period of time as is deemed necessary, to enable safe passage of all participants of the event from Mann Island to James Street.

The restrictions set out in this Notice shall not apply: - (a) to anything done with the permission or at the direction of a Police Constable in uniform; & (b) to any vehicle being used for police, fire brigade or ambulance purposes or for the purposes of a statutory undertaker in any emergency (such as the loss of supplies of gas, electricity or water to premises in the area) which requires vehicles to be brought onto any section of highway to which the Notice applies.

The Notice will not have the effect of preventing at any time reasonable access for pedestrians to premises situated on or adjacent to any road to which the Notice relates or to any premises only accessible to pedestrians from such a road. 2. All vehicles proceeding in the northbound carriageway of Strand Street and the southbound carriageway of The Strand must stop at the junction with Mann Island/James Street when directed to do so by a uniformed police officer to enable the runners to cross from Mann Island to James Street.
