1. General The first meeting of JCA on ICT&CC was held on 14 October 2009 under the Chairmanship of Mr. Ahmed Zeddam (Convener) and Mr. Dave Faulkner (Co-convener). The meeting was face to face but some delegates participated remotely.

2. Agenda Doc.1R1 provided a draft agenda. Concerning the appointment of coordinators, it was proposed to add ones for UNFCCC, EC, OECD, ETSI, ISO/IEC and ISO/IEC/JTC1. With this addition, agenda was approved.

3. Review of the membership list The list of subscribers for the mailing list was introduced. Delegates were encouraged to subscribe to this mailing list. Participant list is provided in Annex A.

4. Working method and Terms of References Working method and Terms of References were introduced. Considerations for arrangement of necessary resources for conference calls were requested to facilitate participation.

5. Input presentations a. Convener (Mr. Ahmed Zeddam) introduced background information related to this JCA. He introduced related activities (e.g., Focus Group and Workshops) and decisions in TSAG to establish the Focus Group and to expand the mandate of SG5.

SG13 Chairman (Mr. Chae-sub Lee) introduced related activities within SG13. He indicated that SG13 is working on NGN and Future Networking issues and introduced SG13 focal points on ICT and Climate Change. c. SG15 Chairman (Mr. Yoichi Maeda) introduced related activities within SG15. He indicated that SG15 just finished their meeting last week and they approved a Recommendation on home networking which contribute to improve energy efficiency of itself and of other sectors in an economical way. He also mentioned that SG15 is promoting Electronic Working Methods (EWM) and conducted their meeting in fully paperless way. d. ITU-D SG2 Chairman (Mr. Nabil Kisrawi) introduced related activities within ITU-D. He indicated that majority of the victims of climate change are in developing countries and as such it is a crucial issue for ITU-D. He also mentioned the importance of collaboration with ITU-D and ITU- R. e. Ms. Catalina McGregor (UK) introduced related activities within OECD. She introduced a recent draft of OECD Recommendation, which mentions benefit of ICT and the Internet for energy efficiency. f. Mr. Oliver Lamparter (Swisscom) introduced introduced related activities within HGI. He mentioned that HGI established the energy efficiency task force to ensure for each device consumes as less power as possible. He also indicated that HGI is not a standardization organization but an industry association.

6. Appointment Appointments were done for the following roles: Coordinator for ITU-T SG13: Mr. Chae-sub Lee (ITU-T SG13 Chair) Coordinator for ITU-T SG15: Mr. Yoichi Maeda (ITU-T SG15 Chair) Coordinator for ITU-D: Mr. Nabil Kisrawi (ITU-D SG2 Chair) Coordinator for ISO/IEC JTC1: Mr. Yong-Woon Kim (ETRI) Coordinator for UNFCCC: Mr. Jean-Manuel Canet (France Telecom) Liaison Officer for OECD: Ms. Catalina McGregor (UK) Editor for the document of record of this JCA activities: Mr. Franz Zichy (US) In addition, Coordinators for ITU-T SGs (except for SG13 and SG15), ITU-R, IEC TC111, HGI, regional standard bodies will be appointed. It was indicated that a "Guide for ITU-T and ISO/IEC JTC 1 cooperation" is available in Annex A of Recommendation A.23.

7. Future plan Face to face meetings may be held during each SG5 or WP meeting. Details will be decided by the closing SG5 plenary meeting. - 3 - Doc 8
