Printed 2/6/14--H. 28 Read the first time February 4, 2014. 29 30 31 THE COMMITTEE ON 32 INVITATIONS AND MEMORIAL RESOLUTIONS 33 To whom was referred a House Resolution (H. 4592) to 34 memorialize the Congress of the United States to enact House Bill 35 H.R. 318, to authorize a Wall of Remembrance as part of the 36 Korean War Veterans Memorial, etc., respectfully 37 REPORT: 38 That they have duly and carefully considered the same and 39 recommend that the same do pass: 40 41 LISTON D. [4592-2] 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO MEMORIALIZE THE CONGRESS OF THE UNITED 12 STATES TO ENACT HOUSE BILL H.R. 318, TO AUTHORIZE 13 A WALL OF REMEMBRANCE AS PART OF THE KOREAN 14 WAR VETERANS MEMORIAL SO AS TO PROPERLY 15 HONOR THOSE UNITED STATES ARMED FORCES 16 MEMBERS WHO WERE KILLED IN THE KOREAN WAR 17 AND TO PROPERLY REMEMBER THOSE THAT WERE 18 WOUNDED, LISTED AS MISSING IN ACTION, AND WERE 19 PRISONERS OF WAR. 20 21 Whereas, the Korean War Veterans Memorial, located near the 22 Lincoln Memorial on the National Mall in Washington, D.C., was 23 dedicated in 1997; and 24 25 Whereas, the memorial commemorates the sacrifices of the 5.8 26 million Americans who served in the U.S. armed services during 27 the threeyear period of the Korean War, including the 54,246 28 Americans who died in support of their country and the 103,284 29 that were wounded during the conflict; and 30 31 Whereas, the most noticeable aspect of the memorial consists of 32 nineteen stainless steel statues depicting members of the United 33 States Army, Marines, Navy, and Air Force standing in Juniper 34 bushes that are separated by granite strips to symbolize the rice 35 paddies of Korea, and a mural made of black granite containing 36 thousands of photographs of the Korean War; and 37 38 Whereas, the memorial also has a Pool of Remembrance at the far 39 end of the memorial that at its base lists the numbers of those 40 killed, wounded, missing in action, and prisoners of war from the 41 various countries and organizations fighting alongside the United 42 States; and
[4592] 3 1 2 Whereas, due to its location, and that the pool is drained in certain 3 months, the vast majority of visitors to the memorial never visit the 4 reflective pond and therefore miss the statistics and fail to grasp 5 the human cost of war; and 6 7 Whereas, although the 1986 enactment authorizing the memorial 8 specifically intended to honor, “particularly those who were killed 9 in action, are still missing in action, or were held as prisoners of 10 war,” due to the layout of the memorial, the memorial fails to meet 11 that aspect of the 1986 enactment; and 12 13 Whereas, erecting a double panel glass wall encircling the rear of 14 the Pool of Remembrance containing the names of the members of 15 the United States Armed Forces who were killed in action, as well 16 as the numbers of United States’ soldiers, and its allies, that were 17 killed, wounded, missing in action, or a prisoner of war will give a 18 sense of closure to the memorial and cause its visitors to reflect on 19 the time period and its effect on human lives. Now, therefore, 20 21 Be it resolved by the House of Representatives: 22 23 That the members of the South Carolina House of Representatives 24 respectfully memorialize the Congress of the United States to 25 enact House Bill H.R. 318, to authorize a Wall of Remembrance as 26 part of the Korean War veterans memorial so as to properly honor 27 those United States Armed Forces members who were killed in the 28 Korean War and to properly remember those that were wounded, 29 listed as missing in action, and were prisoners of war. 30 31 Be it further resolved that a copy of this resolution be forwarded to 32 the South Carolina Congressional Delegation. 33 XX 34
