A meeting of the South Central Tennessee Workforce Board was held on July 22, 2009 at 11:30 a.m. at the First National Bank in the Giles Heritage Theatre, Pulaski, Tennessee. Members present were as follows:

Mr. Reeves recognized the following Employer, Partner and Youth of the Quarter recipients:
SaarGummi Tennessee was recognized as the Employer of the Quarter. This company is one of the leading manufacturers of sealing solutions for automotive and industrial applications. Its customers include Mercedes Benz, BMW, Freightliner, GM, Tenneplas, Dura Automotive, Volkswagen and Ford. The company employs 116 hourly associates and 25 salaried associates. Project Lead the Way was recognized as Partner of the Quarter. It is a not-for-profit organization that provides an innovative, pre-engineering and technology education partnership program specially developed for middle and high school students. Project Lead the Way is offered in our region in Giles, Lawrence, Marshall, and Maury counties, as well as Marion County, Tennessee. Dr. Stan Curtis, Beth Keaton, and Hardin Franklin were present to accept recognition on behalf of Marshall, Lawrence, and Giles counties respectively.
Essence Gregory was recognized as the Youth of the Quarter. Ms. Gregory graduated from Giles County High School in 2007 and has been working towards obtaining her Cosmetology license. She currently works at TJ’s Mane Attraction as an assistant to the owner through the Hire YOUth summer youth program. Ms. Gilbert plans to employ Ms. Gregory once she receives her state board license.
Hardin Franklin, Business, Industry and Education (BIE) in-school Coordinator took the opportunity to recognize Jimmy Williams who worked at International Steel Solutions through the Hire YOUth! Summer Program. Mr. Williams’ supervisor, Tim Shelton, was present as well.
Jan McKeel, Executive Director, briefly talked on the theme of the meeting, “Green Jobs” and each board member received a copy of “The Clean Tech Revolution.”
The meeting was called to order at 12:23 p.m.
The minutes from the April 8, 2009 meeting were approved by consent.
Mr. Reeves deferred to Vivian Cathey, Youth Services Coordinator, and Rick Molder, Director of Program Operations, to present the Youth Contractor Modifications.
Rick Molder, Director of Program Operations, briefly reviewed the Youth Contract Modifications for Giles and Wayne Counties. He mentioned that Hardin Franklin is the County Coordinator for Giles County and Gailand Grinder is the County Coordinator for Wayne County for the Hire YOUth! Summer Program and that they also conduct in-school youth programs in their respective counties. Mr. Molder stated that because Mr. Franklin and Mr. Grinder also conduct in-school youth programs staff recommends the modification of their contracts to add Summer Youth dollars for their wages for June and July 2009. Wayne County has 4 staff for $9,500.00 and Giles County has one staff member at $6,140.00 for a two month period from June 1 through July 31. Staff requests approval of the modifications to the contracts to include the salary costs. Vivian Cathey, Youth Services Coordinator, reviewed the 2009-2010 Youth Proposals submitted by Giles County Board of Education, Lawrence County Board of Education, and Wayne County Education Foundation. Giles County Board of Education proposed to serve 50 participants at a cost per of $2898.50 and Lawrence County Board of Education proposed to serve 32 participants at a cost per of $1743.03. Staff had renegotiated with the Wayne County Education Foundation for a proposal to serve 35 participants at a cost per of $2943.99. Discussion followed. Mr. Sloan asked for a motion to approve staff’s recommendations regarding the Youth Contract Modifications and 2009-2010 Youth proposals as presented. Joe Max Williams made the motion to approve staff’s recommendations. Trent Ogilvie seconded the motion. The motion was passed.
Mr. Molder briefly reviewed and discussed the policy on Nepotism as defined at the federal level. Jim Sloan asked for a motion to approve the policy on Nepotism as presented. Mr. Reeves made the motion to approve the policy on Nepotism. Dr. Janet Smith seconded the motion. The motion was passed.
The policy on Supportive Services (Policy 00-07) was briefly reviewed and discussed. Mr. Molder stated staff’s recommendation of the following:
General Provisions:
4. Other allowable support services may be provided on an as-needed individual basis only when a barrier is established which no other agency will meet. Such support services would maintain a maximum expenditure of $1000.00 $1,500.00 for any one participant. Any amount over $1,000.00 $1,500.00 may be approved by the Executive Director upon recommendation by the Director of Program Operations. Exceptions will be reported to the Executive Council and a $2,000.00 cap will be in place. Changes in bold
Staff recommends the increase of amount from $1,000 to $1,500. The Executive Committee and Daily Operations Committee approved staff’s recommendation. Discussion followed. Mr. Sloan asked for a motion on staff’s recommendation. Jimmy Copley made the motion to approve staff recommendation. Mr. Ogilvie seconded the motion. The motion was passed.
Brenda Sewell, Technology and Training Services Coordinator, briefly reviewed the request for following additional programs to the Tennessee Higher Education Commission (THEC) eligible training provider list submitted by Columbia State Community College:
Fundamentals of Real Estate Paralegal Career Advancement Certificate Basic Statistical Process Control Entrepreneurship Training Series Medical Coding (Live Class) Online Medial Coding Basic QuickBooks 2008 Intermediate QuickBooks 2008 Introduction to Geographic Information Systems (GIS) Intermediate Geographic Information Systems (GIS) Residential Wiring & Plumbing Customer Service Advanced Customer
Discussion followed. Ms. Sewell stated staff’s recommendation to add the additional programs to the THEC eligible training providers with the exception of Customer Service and Advanced Customer Service was approved by the Executive Committee and Daily Operations Committee. She stated the Career Center has an online Customer Service training program that could provide customer service training for career center customers. A motion was asked to approve staff’s recommendation on the list of additional programs be added to THEC. Jim Dixon made the motion to approve staff’s recommendation. Mr. Reeves seconded the motion. Dr. Janet Smith abstained. The motion was passed.
Ms. Sewell reviewed and discussed the request for Special Classes over $5000 cost per and add new training programs to THEC’s eligible training provider list:
Solar Photovoltaic Technician Health Care Informatics Green Job Technology (Lewis County) Industrial Maintenance with Solar Energy Course (Maury & Perry Counties) Certified Nursing Assistant (Perry County)
Ms. Sewell stated the Executive Committee and Daily Operations Committee had a special called meeting to have representatives from the Tennessee Technology Center at Pulaski and Tennessee Technology Center at Hohenwald to provide additional information on the Solar Photovoltaic Technician program, Green Job Technology (Lewis County), and Industrial Maintenance with Solar Energy Course. Mr. Jim Dixon, Director of TTC at Pulaski proposed a revised budget of $191,000.00 for the Solar Photovoltaic Technician Program. Discussion followed. Ms. Sewell stated the Executive Committee and Daily Operations Committee approved the revised budget to serve twenty-five students at a cost of $9550 per student with a graduation rate of twenty and to have a follow up report on the program.
Ms. Sewell stated that the course on Health Care Informatics was requested to be removed from the list of classes by Tennessee Technology Center of Pulaski and that they would pursue that class at a later time.
Executive and Daily Operations Committee also heard from Rick Brewer, Director, regarding the proposals for Green Job Technology and Industrial Maintenance with Solar Energy Course submitted by the Tennessee Technology Center at Hohenwald. Discussion followed. The proposed budget for the Green Job Technology was for $127,275.00 for twenty slots for three trimesters and the proposed budget for the Industrial Maintenance with Solar Energy Course was for $91,180.00. The Executive and Daily Operations Committee approved the revised budgets and to have a follow up report on the program
Mr. Sloan asked for a motion to approve proposals for these courses submitted by the Tennessee Technology Center at Pulaski and Tennessee Technology Center at Hohenwald. Mr. Ogilvie made the motion to approve. Dr. Smith seconded the motion. The motion was passed.
Ms. Sewell briefly reviewed and discussed the following special classes over $5000 cost per: Business System Technology (Lawrence & Marshall Counties) Business System Technology (Perry County) Practical Nursing (Perry County)
Discussion followed. Mr. Sloan asked for a motion to approve the request for the special classes presented. Mr. Copley made the motion to approve the special classes. Rick Alexander seconded the motion. The motion was passed.
Suzanne Croft, Director of Fiscal and Administrative Services, gave a brief fiscal update of the 2009-2010 Budget Highlights.
Tonja Garrett, Youth Coordinator for Special Projects, gave a brief Summer Youth update. Ms. Garrett mentioned there were 781 youth, among the eight county area, hired for the Hire YOUth! Summer Program.
Ms. McKeel gave a brief directors update on the Hire YOUth! Summer Program, Perry County Recovery, and GM Northfield project. She also mention an application will be submitted for National Emergency Grant (NEG) funding for approximately $2 to $2.5 million in an effort to operate a center in Spring Hill to provide services to GM employees and its suppliers.
The remaining information items were deferred to members to review at their convenience.
