She did without or 35 rarely saw commodities others take for granted: electricity, milk, 36 meat, and shoes. Yet, she did the best she could with what she had 37 and taking advantage of every opportunity offered, she worked 38 hard to complete her education at an agricultural school in her 39 area; and 40 41 Whereas, Miss Mendoza graduated from her high school in 42 Cartagena and later moved to Apartado to work for a lawyer as a

1 [4790] 1 1 legal secretary. She began her quest for the coveted “Miss 2 Colombia” crown by entering a beauty pageant. She was first 3 crowned Queen from her local area; and 4 5 Whereas, later, the townspeople in Unguia gathered nine hundred 6 dollars to enable Miss Mendoza to participate in the Miss 7 Colombia Pageant. After winning her state level competition, 8 Miss Mendoza moved on to compete in the national level 9 competition, where she won the coveted crown and title of “Miss 10 Colombia” for 2001-2002; and 11 12 Whereas, through her own hard work and dedication to her friends, 13 neighbors, and the townspeople of Unguia and Colombia, Miss 14 Mendoza has been able to provide residential electricity for more 15 than one hour a day. She willingly participates in charitable 16 activities and is more than willing to work with opposing forces in 17 her country for the peace and the betterment of all people of 18 Colombia; and 19 20 Whereas, in recognition of her devotion and service to her country 21 a postal stamp has been commemorated in her honor, a 22 neighborhood named after her, and with her prize money, she 23 hopes to help her siblings attend school in Medellin. She is a 24 source of pride to her country and to all who recognize her 25 accomplishment and revere the courage it takes to overcome 26 obstacles. Now, therefore, 27 28 Be it resolved by the House of Representatives, the Senate 29 concurring: 30 31 That the members of the General Assembly, by this resolution, 32 congratulate Vanessa Alexandra Mendoza, of Unguia, Choco, 33 Colombia, upon winning the coveted crown and title of “Miss 34 Colombia” in the 2001-2002 Miss Colombia beauty pageant, to 35 especially commend her on being the first black woman to become 36 “Miss Colombia”, and to wish her every success in all of her future 37 endeavors. 38 39 Be it further resolved that a copy of this resolution be presented to 40 Miss Vanessa Alexandra Mendoza, of Unguia, Choco, Colombia. 41 ----XX----
