1/ Concurrent with budget approval N: Notification ($200K-$750K) 2/ Repair or combined projects > $500K, exceeding 50% of facility replacement cost A: Approval (Over $750K) 3/ Congressional notification required for M&R project over $10M. 4/ Requires DoD Commissary Surcharge & Nonappropriated Fund Construction Project Certification. A. Projects must be consistent with the Army Lodging Wellness Plan and approved IAW Encl 11 of this memo. B. Projects must be included in Command Operating Budget (COB), Annual Work Plan (AWP) or Long Range Work Plan (LRWP) before NAF can be programmed. C. Projects must have Certification of Nonavailability of APF (CNA) from the garrison commander. Projects requiring OSD or Congressional approval must also have the Comptroller of the Army certify nonavailability. D. Project and funding approvals are not concurrent. E. Project and funding approvals are required before execution is authorized. F. Submit projects requiring Region and higher approval to Region with hard copy of front page DD 1391, Construction Plans, and other documentation.
