Minutes of meeting held at St Mary’s Church Annexe, Vicars Terrace, Allerton Bywater

2. Minutes of meeting 12th September 2013 (169) Minutes of meeting 12th September 2013 (169), these were accepted as being a true record. Proposed by Councillor Tomlinson, seconded Councillor Weaver – accepted by council.

3. Matters arising from these minutes Councillor Tomlinson spoke about Hedge removal, it was on plans that came from LCC asking the CISG to make a contribution towards the refurbishment of Bland’s Play Area. Councillor Asprey stated he had sent an e mail to Bob Bradley at LCC stating this and asking for the hedge to be removed and we are awaiting a reply. Councillor Murray reported that at the Roundabout at the junction of Leeds Road and Park Lane another accident had occurred today. Councillor Asprey reported that the water bowser is in store waiting for LCC garage he also stated that we need the bowser signwriting and was looking at options. Councillor Murray reported we won silver guilt award again for Allerton in Bloom Councillor Asprey reported that there was nothing happening about the Nature trail and it was suggested that we need to involve Keith Wakefield. The Council discussed the flood protection for our village, taking into account that Leeds was going to get flood protection and that parts of the Calder are going to get flood protection then the only conclusion we can draw is that in the future there will be a lot more water coming together where the Aire and Calder meet this can only lead to more flooding in our area especially in the Barnsdale Road area, meaning more possibility of being cut off more often for 1 longer periods of time from Castleford which would have consequences for emergency services. Councillor Weaver reported on the derelict garages at Nova Scotia, an LCC officer was on the case to get them removed Councillor Trayer reported that the Miners Memorial fence had been fixed.

4. DECLARATION OF DISCLOSABLE PECUNIARY AND OTHER INTERESTS To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-18 of the Members' Code of Conduct. Also to declare any other significant interests which the Member wishes to declare in the public interest, in accordance with paragraphs 19-20 of the Members' Code of Conduct.

iii. Audit of stamp book and petty cash completed by Councillor Asprey

iv. Consider any requests for donations and approval. None received

v. Payments for approval All payments for approval were approved by Councillors as per attached list.

vi. Budget Update Councillor Asprey provided an update, at the moment we are under spending by approximately £405 per month. He also stated that the accounts had come back from the external auditors, and were accepted as a true record of our finances.

Council Surgery A resident had asked if it was possible to get the trees cut at the bus stop at the end of Manor Park Avenue, Councillor Murray stated John Robshaw will do the job this week

YLCA No update.

Planning Sub Group Plans to build a two story building at back of the property next to the old council office on Leeds Road. No comments to go from the Council to Planning.

Allerton in Bloom bowser to be sign written

St Aiden’s Liaison Committee An update given by RSPB at the meeting to say why site had been closed because of the lease had not been signed. Max Rathmell says site was never promised to take flood water but two people at the meeting, Councillor Weaver and Len Shakespeare said it was definitely promised to take 7 million cubic meters of flood water as per Councillor Parker’s e mail. RSPB are asking LCC to pay £200,000 to pay for temporary visitor’s centre the Parish Council thought this was a ludicrous amount of money for a temporary building.

Kippax and Methley Forum Councillors Weaver and Asprey to attend the next meeting 16th October at Brigshaw School.

8. Planning applications / planning matters None

9. Walkways, Recreation and small schemes within village The narrow strip of land in front of the pasture pond to be sprayed with weed killer and then plants to be put in. Councillor Trayer asked Is it possible to put dog bins on each end of lines, Park Lane / Doctors Lane Councillor Asprey stated that from past experiences he doubt if they would be used. It was suggested we contact Keepmoat to see if they would sponsor 2 bins. Councillor Weaver will try to get two second hand bins.

10.Police Matters Two police officers have been seen on bicycles in village. LCC moved Travellers from Letchmire Park two residents report seeing them cut the padlocks off the gate.

3 11.Highway Matters Pumping station on Station Road has been cleaned up in a fashion by Yorkshire Water, the traffic light hedge cutting at the junction of Station Road and Barnsdale Road is still ongoing, LCC they have traced ownership of to land to railtrack at York.
