MINUTE OF MEETING TUESDAY 11 AUGUST 2015

1. Apologies

2. Expanded Recycling

Jeff Halkett & Katrina Resuva gave a presentation on the time table for the Extended Recycling programme which is to be rolled out across the city. They highlighted the legislation underpinning this and indicated that the implementation so far has received a positive response from members of the public.

Jeff highlighted the types of waste collected and the frequency of collection and also indicated that Dundee City Council is on course to meet targets.

Jeff also pointed out that there will be further discussion with residents and groups regarding the programme and that they were aware of some of the difficulties particularly related to tenements. It was also noted that there had been difficulties with traffic and Eurobins and with some of the larger bin lorries in smaller streets but that this was also taken into consideration when planning the programme and that discussion with residents can influence the programming.

It is estimated that the programme will be implemented in Coldside in march 2016.

It was suggested that the waste management team have discussion with the JH people developing the new housing development in Alexander Street, possibly Hillcrest and the Housing Department. Jeff undertook to discuss with Gregor Hamilton.

3. Proposals for Dundee Law

Steve Carter from the Dundee Law Steering Group gave a presentation on the planned improvements on the Law. Steve indicated that the £350K funding obtained through Heritage Lottery, Dundee City Council, Community Regeneration Forum and others will enable a programme of work to be carried out. This work includes Footpaths and Landscapes Improvements. Steve highlighted the poor state of repair of some of the steps and pathways and indicated that these would be carried out first, similar to the ones in Balgay Park.

Page 1 For the Digital and Physical Interpretation element there would be a feasibility study into the use of technology for an interpretation project and there would also be an interpretation project hopefully along the lines of Jarlshof, Orkney which can demonstrate visually what the Law looked like through the ages.

Community Participation is also a key feature of the programme and there will be a part –time community participation officer recruited to support this. The officer will help re-establish the Friends of Dundee Law.

There were suggestions to make use of the Abertay Students for the technology element of the programme. It was also noted that the Steering group should try and include all the elements of the Law History and that the website should contain information about the various activities. There was also the suggestion it should include the Michael Marra song Muggy Shaw which has references to Dundee Law.

4. Coldside Schools & Community Facility

Neil Martin gave an update on the new Coldside Schools and Community Facility development and tabled layout plans of how the schools and community facility had developed following consultation.

Neil highlighted the design layout for the Community facility which gives users access to the school gym hall. This generated some discussion relating to entrances, key holders and management of the facility. The assembly hall could also be made available to the community for specific events by booking. Neil also confirmed that the proposed 7 aside grass football pitch and the school playground would be available for use by the community outwith school hours.

There were a number questions relating to the layout and Councillors Black and Asif and community representatives were keen to have sight of the plans before the Project Board Meeting at the end of August.

The Partnership welcomed the progress and Fergus thanked Neil for coming along to the meeting.

5. Minute of Previous Meeting

Agreed as an accurate note.

6. Matters Arising

Item 6 Fergus informed the Partnership that there were some works being carried out on the old launderette and that City Development would then be offering it for retail.

Councillor Black wanted clarification of 7.1 Alexander to Main Street and environmental clean up. It was noted that the area up until Hillbank had been FW/JP cleared and from there to Main Street still had to be done. It was also noted that the wall had not been repaired and that there were issues relating to the maintenance with weeds beginning to show through. Fergus to get in touch with Jake Pratt in Environment.

Page 2 7. Departmental / Agency Update

7.1 Scottish Fire and Rescue

Mark tabled a performance summary detailing Accidental Dwelling Fires which saw an improvement and is helped by having advocates such as volunteers with The Food Train who help identify potential fire accidents.

Mark also highlighted Fire casualties; Fires in other buildings, Emergency Special Services, and False Alarms,

Councillor Black raised the issue of Forebank House which was recently set on fire again and asked the partnership if this could be put through to the Derelict Properties Group. FW

Mark also indicated that the workshop based at Blackness Road would be moving to Claverhouse and that there was the potential that the control room would relocate to Macalpine Road.

7.2 Coldside Regeneration Forum

Murray indicated that the Forum continued to meet regularly and that there was still £70,000+ still available for allocation.

Maria indicated that there were issues relating to Fleming Gardens where roses were unkempt and unsightly and that the area between the Women’s refuge had been missed out from being maintained. It was also noted that in Fleming Gardens South there had been reports of a dealer which had been passed on to Police Scotland but that residents were unsure of what was being done. Maria also highlighted the increase in the number of discarded needles.

Fergus to contact Jake regarding the maintenance of Fleming Gardens. Elaine to FW check with Police Scotland if they have received this information. EP

8. AOCB

Coldside Library

Fergus advised the Partnership that an application had been submitted to Scottish Government to obtain funding to upgrade the Coldside Library, this would allow disabled access and greater use of the space upstairs. It was also noted that there was World War 2 items kept in the basement and that these shouldn’t be lost during the upgrade.

Parking in Brantwood

Councillor Black raised the issue relating to the disabled bay which covered the road and pavement in Brantwood. Jimmy indicated that although this would be removed it actually made some sense in terms of the amount of space it was taking up on the road.
