SCOPE OF SERVICES - ACOUSTICS

This is the scope of services for the provision of Acoustics Services under the Defence Infrastructure Panel. Please note that you do not have to engage the Panel consultant to undertake the full scope of services rather this is a pick and choose menu where you are able to select all or certain parts of the scope for the consultants to deliver.

Once you have identified the items to be delivered from this Scope of Services this should be inserted in to Part 2 of the Request for Proposal in the area titled Scope of Services. Services that are not included in this scope cannot be sourced under this Panel discipline.

1. Services

1.1 The Consultant must be able to provide the following specific Services, as and when directed by the Commonwealth, and in accordance with the timeframes outlined by the Commonwealth's Representative:

(a) Measurement and reporting of noise, including such tasks as:

(i) using specialist noise monitors, record noise from a range of sources (including aircraft noise, vehicles, stationary plant and training areas);

(ii) meet all relevant Australian and international standards, such as AS2021:2015;

(iii) interpret the results and provide written reports to the Commonwealth to enhance decision making and meet Statutory Requirements;

(iv) assist or lead stakeholder engagement and public consultation as required; and

(v) provide expert and (if required by the Commonwealth) appropriately qualified advice, including the employment of (or ability to acquire) qualified acousticians, town planners, engineers, spatial analysts and other expertise, as required by the Project;

(b) Noise forecasts, including such tasks as:

(i) using specialist software, predict noise from a range of sources (including aircraft noise, vehicles, stationary plant and training areas);

(ii) meet all relevant Australian and international standards;

(iii) interpret the results and provide written reports to the Commonwealth to enhance decision making and meet Statutory Requirements;

(iv) assist or lead stakeholder engagement and public consultation as required; and

(v) provide expert and (if required by the Commonwealth) appropriately qualified advice, including the employment of (or ability to acquire) qualified acousticians, town planners, engineers, spatial analysts and other expertise, as required by the Project; and

(c) Specialist advice services related to noise impact on land use planning, building construction and other development-related services, including such tasks as:

(i) provide expert and (if required by the Commonwealth) appropriately qualified advice, including the employment of (or ability to acquire) qualified acousticians, town planners, engineers, spatial analysts and other expertise, to:

A. advise the Commonwealth on land use planning matters, site selection and building design matters, including the application of

Australian Standard AS2021:2015 – Acoustics – Building Siting and Construction, Australian Noise Exposure Forecasts, Community Annoyance Level;

B. provide auditing services to the Commonwealth relating to noise measurement and forecasting, building design, Commonwealth site selection boards and land planning applications; and

C. provide other specialist acoustic advice to the Commonwealth as required and at short notice as required.

2. Tasks and Accountabilities Expected from the Consultant

2.1 In carrying out services, the Consultant will:

(a) develop a terms of reference based on the needs identified in the Brief;

(b) identify the types of data and people for which access is required;

(c) prepare a proposed program for the completion of any required data collection, analysis, consultation and collation (in accordance with clause 7.2 of the Terms of Engagement);

(d) undertake consultation as necessary to complete the Services;

(e) provide a draft report applying the agreed terms of reference which addresses:

(i) analysis methodology;

(ii) stakeholder consultation and input;

(iii) findings that resulted from analysis;

(iv) plan, map or result production;

(v) recommendation for future action (if any);

(vi) opportunities for comment by affected participants; and

(vii) any other matters required by the Commonwealth's Representative;

(f) finalise the draft report incorporating any review by the Commonwealth (in its absolute discretion);

(g) provide regular progress reports of activity at required intervals;

(h) identify failures to gain access to requested materials, with recommendations on further action to achieve intended progress; and

(i) maintain confidentiality of the information provided by participants until the report is produced in draft.

2.2 Technical Requirements:

(a) Any spatial data developed by the Consultant during the term of the Contract is to meet the Estate and Infrastructure Group’s (E&IG) Spatial Data Management Plan (SDMP). The SDMP is available externally on the internet at http://www.defence.gov.au/estatemanagement.

(b) Any acoustic data collected or analysed must be certified by a registered surveyor.

3. Interpretation

3.1 Unless the context otherwise requires, capitalised terms in the Scope of Services or Brief will have the meaning given to them by the Defence Infrastructure Panel 2017-2022 Terms of Engagement, Panel Conditions, Letter of Acceptance, or the meaning given to them by the Commonwealth as published on the Defence Estate Quality Management System (DEQMS) website (http://www.defence.gov.au/estatemanagement), from time to time.
