FOWLER, PRESIDENT 12 AND CEO OF THE SOUTH CAROLINA CREDIT UNION 13 LEAGUE, ON THE OCCASION OF HIS RETIREMENT AND 14 TO RECOGNIZE HIM FOR HIS OUTSTANDING 15 LEADERSHIP AND COOPERATIVE SPIRIT IN SERVICE TO 16 SOUTH CAROLINA’S CREDIT UNION MOVEMENT, 17 CREDIT UNION MEMBERS, AND CITIZENS AT LARGE. 18 19 Whereas, the South Carolina General Assembly has learned that 20 Stephen R. Fowler of Lexington, president and CEO of the South 21 Carolina Credit Union League, will retire on December 31, 2013; 22 and 23 24 Whereas, Mr. Fowler, a native of Mullins, began his service to 25 South Carolina credit unions in 1971 as a credit union auditor. 26 Over the years, he progressed through the ranks to member 27 services representative, administrative assistant to the president of 28 the South Carolina Credit Union League, manager of Credit Union 29 Marketing Services, Inc., director of financial services, and vice 30 president of corporate and correspondent services; and 31 32 Whereas, he connected passion for credit unions with social and 33 diplomatic skill to reach the position of executive vice president of 34 advocacy, and in 2010 he was named president and CEO of the 35 South Carolina Credit Union League; and 36 37 Whereas, driven by a cooperative spirit, he has assisted through 38 nonprofit credit unions in providing access to services vital to so 39 many, especially where these services are not offered by other 40 financial institutions; and 41
[693] 2 1 Whereas, during his tenure, Steve Fowler has served as a member 2 of the Richmond District of the United States Federal Reserve 3 Advisory Board, the Governor of South Carolina’s AntiPredatory 4 Lending Task Force, and the South Carolina Department of 5 Consumer Affairs Advisory Council. He is also a trustee of 6 Southeastern Regional Credit Union Schools, member of 7 numerous Credit Union National Association committees, and 8 board member for the Carolinas Credit Union Foundation; and 9 10 Whereas, throughout his fortytwo years in the credit union 11 movement, he has been a steadfast supporter and defender of each 12 institution, employee, volunteer director, member, consumer, and 13 community and, as such, has influenced the lives of millions of 14 South Carolinians for the better; and 15 16 Whereas, in addition, Steve Fowler served his country in the 17 United States Army National Guard and is to this day dedicated to 18 his family, friends, and church, serving each with equal care and 19 concern; and 20 21 Whereas, joined in extending best wishes for the future by the 22 members of the House of Representatives, most particularly 23 Representatives Todd K. Atwater, Nathan Ballentine, Kenny 24 Bingham, Chip Huggins, Ralph Shealy Kennedy, Jr., Harry L. Ott, 25 Jr., Rick Quinn, L. Kit Spires, and Mac Toole of the Lexington 26 County Delegation, along with Representatives Joe Daning and 27 Jenny Horne, the Senate expresses deep and sincere appreciation to 28 Mr. Fowler for his distinguished service and outstanding 29 contributions to South Carolina’s credit unions and the citizens of 30 this great State. Now, therefore, 31 32 Be it resolved by the Senate, the House of Representatives 33 concurring: 34 35 That the members of the South Carolina General Assembly, by this 36 resolution, congratulate Stephen R. Fowler, president and CEO of 37 the South Carolina Credit Union League, on the occasion of his 38 retirement and recognize him for his outstanding leadership and 39 cooperative spirit in service to South Carolina’s credit union 40 movement, credit union members, and citizens at large. 41 42 Be it further resolved that a copy of this resolution be provided to 43 Stephen R.
