JOB OVERVIEW To provide expert direction, outline broad context, determine major long-term strategic priorities, develop policies and set standards for data administration and the ministry’s data architecture, ensuring integrity for the ministry’s data resource, and making the ministry a leader in managing information for effective business use.

ACCOUNTABILITIES Required:  Provides leadership in managing information as a vital business resource, by setting major long- term strategic priorities for data architecture and guiding data governance for the ministry.  Negotiates with staff and management as necessary to advocate for quality, integrity and integration of data across varied business areas, and to promote understanding of their responsibilities relating to the management of information; conducts periodic audits to ensure compliance.  Resolves data issues that place the ministry at significant risk, by clearly defining future data issues to senior management; negotiating, persuading, or building compelling business arguments to elicit change; escalating issues through the Chief Information Officer to Executive; and otherwise assisting in a ministry-wide resolution.  Supervises a unit of data architects and administrators including assignment of work, development and evaluation of performance plans and approval of leave.  Represents the ministry on government-wide information resource management committees.  Engineers the Data Administration function to meet evolving needs by overseeing the planning, coordination, development, implementation and enhancement of the ministry’s standards for data architecture, administration, modelling, data warehouse, and metadata repository.  Develops policy across the ministry to set direction for data management.  Manages multi-year mission critical data management projects for the ministry.  Approves ongoing training strategies and implementation plan materials.  Maintains a thorough and current knowledge of data management technologies through participation in conferences, professional development and reading journals.

JOB REQUIREMENTS

EDUCATION & EXPERIENCE:  Degree in computer science field or business or equivalent and four years related experience; or,  Diploma in computer science field or business or equivalent and six years related experience; or,  Secondary school or equivalent and ten years of related experience.  Experience supervising staff and leading project teams.  At least 4 years of demonstrated experience in a corporate systems environment providing Data Architecture services, including data model quality assurance reviews (e.g., ensuring that application data models match corporate standards, accurately reflect corporate business rules, and are suitable for corporate integration), in a models-based designed to standards development environment using standard data modeling and database tools.  At least 2 years of demonstrated experience in a corporate systems environment setting and managing Data Architecture standards.  At least 12 months of demonstrated experience in a corporate systems environment providing data quality reviews.  At least 12 months of demonstrated experience in a corporate systems environment providing logical to physical model transition.  Demonstrated experience in information resource management, corporate data design, relational and/or object data modeling, data analysis, data warehousing and/or business area analysis techniques, data management principles, structured analysis and design, and documentation of business requirements.  Experience in managing contracts and projects.

KNOWLEDGE, SKILLS & ABILITIES:  Ability to lead teams and deal effectively with staff and management at all levels and to work calmly and effectively under pressure.  Ability to lead or actively participate in meetings with professional staff and management to present and explain complex technical information to those with little systems-related knowledge.
