www.carrickrowingclub.com Carrick on Shannon Regatta Safety Statement

It is the policy of Carrick on Shannon Rowing Club that our Regatta be held in a safe environment and that all competitors and spectators respect the rules and requirements as set out below.

If the Safety Officer of Carrick on Shannon Rowing Club finds that either of the requirements of safety or fairness cannot be met under then existing conditions, she shall stop or suspend all racing until such time as safe and fair conditions are restored. The Safety Officer, if possible, shall consult with the local organizing committee either before suspending racing, or as soon as practical thereafter.

Hazard Identification:- Our Safety Officer has highlighted a number of hazards which are specific to Carrick on Shannon Regatta:-  Private motor propelled boats on the River Shannon  Crews, during their warm-up, interfering with races in progress  With a large number of Junior events on offer in the regatta there may be a number of scullers or crews competing for the first time. They may be more vulnerable than more experienced crews.

Hazard Management:-  By agreement with Waterways Ireland we have been given permission to close the River Shannon completely to all motor propelled boats during racing hours. Only crafts authorised by Carrick on Shannon Rowing shall be permitted on the course and for a distance of two hundred metres before the start and one hundred metres past the finish.  Marshals will be placed at strategic points on the river to ensure the safe passage of crews from the slipway to the starting area. Whenever a race is approaching, a non-competing crew rowing at or near the perimeter of the course shall stop rowing, come to a complete rest, and make sure that it does not interfere with the race, either by obstructing the path of the competing crews or accompanying launches, or by causing a wash. No crew shall enter the starting area until the previous race has cleared, and unless explicitly permitted to do so by the Starter. Except where required by the posted traffic pattern a crew shall not practice on the course itself during the time when racing is taking place without permission of the Starter. A crew that violates the instructions of the marshals or Starter may be assessed a warning and such warnings shall be applicable to the next race in which the crew competes.  The organizing committee shall provide motor launches for use by Umpires and by safety personnel. Each launch shall be capable, when occupied, of maintaining a speed necessary to follow a race, but without unnecessary wake. In addition to one Umpires's launch, for each race there shall be another launch immediately accessible to the crews for use in case of emergency. This launch may be the secondary Umpires launch, a safety launch following the race, or one of a series of safety launches stationed at the perimeter of the course.  Two-way radio communication system will be provided for Umpires, race officials and the safety launch to keep them informed of incidents and the movement of boats on the regatta course. The Public Address System will be used to advise those on the bank of any hazards that may present themselves.

Any incidents that occur during the Regatta must be reported to the Safety Officer without delay and a record must be kept of same. All such incidents must then be fully investigated by the Safety Officer and his committee to ensure that future such incidents do not occur again.

First Aid services will be available throughout the day and numbers for any of the emergency services will be available immediately from the Regatta Secretary and Safety Officer.
