Minutes of the Meeting of Ulverston Town Council held in the Town Hall on Monday 19 January at 7.00pm

T142 Requests for Dispensations None received.

T143 Declaration of Interest Cllr J. Jenkinson declared that she is a member of SLDC planning committee. Cllr B. Rajan declared that he is a member of SLDC planning committee Cllr H. Irving declared that she is a member of SLDC planning committee Cllr Pickthall declared an interest in SL/14 /1235/6 as a Trustees of Ford Park Cllr Harris declared an interest in SL/14/1235/6 as a Trustee of Ford Park Cllr Jones declared an interest in SL/14/1235/6 as a Trustee of Ford Park

T144 Public Bodies (Admission to meetings Act 1960): It was resolved to move into Part II to discuss items relating to awards of contracts and staff salaries. Proposed Cllr Lister. Seconded Cllr Bishop Rowe.

T145 Town Mayor’s Announcements: The Town Mayor had visited retirement homes during the Christmas period and had attended the Houghton Weavers event at the Coronation Hall, promoted by the Rotary Club.

T146 Public Participation: Ford Park Development Dr Gesh. LA12 7JT, Lives adjacent to Ford Park. He discussed documents that had been previously made available on the issue of preventing development on Ford Park. He referred to the condition of sale when it was transferred from Cumbria County Council and planning conditions in place at that time on the development and re- sale of the land and buildings. He said that the land would be more vulnerable to building development and that council should consider why the organisation had got into debt and needed to build on this land to pay off the amount owed.

1 Tony Jennings. LA12 7JR Attends Coach House for events and understands that revenue is needed to support the charity. He referred to a leaflet that was published by the community group and said the leaflet was not entirely accurate. He referred to letters from SLDC on the subject and drew member’s attention to the accounts of the organisation.

Kim Farr LA12 7JE Keen to listen to all comments from everybody. The Ford Park Community group is anxious to safeguard the green space. It is committed to ensuring a robust legally binding covenant to prevent development on the rest of the park The refurbishment of Ford House is crucial and awaiting the developer to work up detailed survey to inform the design of the listed building. This is an enabling development as a community asset. The group were currently working with many other partners and providing a service to all including NHS, UVHS healthy eating and many primary school projects.

Janet Heffernan. LA12 7JW. Resident of ford park crescent, overlooking the park. Lending her support to the project. It is a community asset. She is concerned that if this does not go ahead, and the building and land is sold by the creditors, then Ford Park could regress into unmanaged space and all of the park could be developed. In an ideal world building wouldn’t go ahead on a greenfield site but financial stability is critical to the overall aims of Ford Park Community Group.

Jonathan Cody LA12 7JW Overlooks the park. Supports the charitable work and business objectives of the coach house. Using the park as a bank of last resort should not be supported. It is a relatively small park and there should be alternatives. Other methods should be looked at first

Lindsey Ward LA12 OUB Support the development. Recently returned to the area after absence of three year. She is aware of difficulties of finding homes in a desirable location that are not crammed into small places. She has Viewed plans and drawings, and the development is well thought through and it is sympathetic. It is regrettable that there is development on a greenfield space however it is a situation that requires resolving.

Steve Johnson, LA12 7JE Aware of letters of support and objection. Concerned that there has been some spurious arguments concerning use of the park for landing helicopters for emergency services.

Highways Jo Thornton 59 Market Street. Raised various issues relating to highways. He was advised to contact the Highways Authority on these matters.

T147 Minutes: The minutes of the Council Meeting held on 15 December 2014. Proposed: Cllr P. Lister. Seconded: Cllr. C. Pickthall. Unanimously approved.

T148 Updates: a. Police Rep. AB calls for service 21 compared to 31 last month Crimes. 36 last month compared to 29 last month Calles to the police 154 2 Next public meeting will be Thursday 5 February at the Coronation Hall at 9.30 Questions from Members:  Parking on pavements at Croftlands. Have any residents reported this over the Christmas Period. The police advised no.  Police are aware from vehicles driving at high speeds along Mountbarrow Road following dropping off and collecting students.  CCTV cameras in Ulverston. Barrow is getting new cameras. Police advised that because of the low level of crime, Ulverston is not considered a priority.  Damage to the bus shelter at Croftlands Police advised that those responsible have been reported and this will be followed up.  Sgt Johnson advised that the driver of the car involved in holding up traffic on Queen Street for a long period of time has been prosecuted. b. South Lakeland District Councillors.  Cllr Clough is now a member of SLDC’s O/S committee and the budget has recently been scrutinised.  Cllr Airey supported Cllr Lister in standing firm of the issue of not vacating the town hall. He referred to SLDC supporting a building in Kendal for £500,000. He said that moving into the Brogden St WC is not acceptable. c. Cumbria County Council  Cllr Wilson said that the consultation period for the CCC budget has now concluded.

T149 Town Planning: SL/14/1149 2 Carlton Drive, Ulverston. Mr. Robert Qazi Approve SL/14/1092 Plots 3-8, The Field, Stockbridge Lane. Leck Construction Members commented on access and egress, together with more information on strategic infrastructure for the site. Defer until more information is forthcoming SL/14/1141 GlaxoSmithKline, North Lonsdale. GSK Approve 1 Priory Crossing, Priory Road, Mr. Jason Varley Refuse The council is very concerned about retrospective planning permission as this development is nearly completed. It was unanimously agreed to refuse the application SL/14/1206 Ulverston Health Centre, Stanley St NHS Property Services Approve SL/14/1221 Lyndhurst, 12 Woodland Road, Ulverston. Mr& Mrs Chattaway Approve SL/14/1224 Sunny Brae, Prince’s Street, Ulverston. Mr/Mr. Cumberbatch Approve SL/14/1235/6 Erection of eight dwellings, Ford Park Community Approve. 7 in Favour, 2 Abstentions 1 against Cllr Bishop Rowe. Subject to a covenant being placed on the remaining green space to prevent further building. SL/14/1239 7 Fountain Street, Ulverston. Fountain St Dental Approve SL/14/1147 Land at Cross-A-Moor, Swarthmoor . Noted. SL/14/1202 Land of County Road, Adj Kirklands. Moorsolve Limited Refuse. This application has been refused on the ground of safety and more information is required from highways. 2 abstentions, 7 against, 3 in favour.

3 T150 Correspondence: Developers had written that day to the council concerning new proposals for the Stonecross Mansion site. Members requested that the developer hold a public exhibition which they would then attend. . T151 Minutes of Other Meetings: Noted Ulverston in Bloom. 24 November 2014. T152 Ulverston Community Enterprise - Update: The first meeting of UCE was held on the 15 January. The group is working constructively with SLDC officers and is working to an end date of April 2016.

T153 Update from Relocation Committee – Update: It was resolved to hold a full town council meeting on Monday 26 January to discuss this issue fully. The discussion will be held in Part II

T154 Ulverston Market: A meeting had been held with SLDC Portfolio holder Cllr Giles Archibald. He said that SLDC had done a lot of work in trying to attract stall holders. Traders believe it is not a sound financial option to come to the town because of lack of footfall. It was agreed that P&GP and G&GP will discuss the matter and report to Town Council in March

T155 Policy and General Purposes Standing Committee. It was resolved that the councils principle effort for Charter would be a Medieval Markets over 2 days in September. Proposed Cllr C Pickthall, Seconded Cllr C Lister. Approved. Neighbourhood Planning. It was resolved that council should consider the outcomes in Grange and Coniston before proceeding any further. Proposed Cllr C Pickthall, seconded Cllr P Jones. Unanimously approved.

T156 Finance and Grants Standing Committee: Minutes attached. Introduced by Cllr P Lister: T156a. Annual Budget and Precept setting: It was resolved that the council approve the budget and agree that the precept be increased to £41.34 per annum. This represented a £4.04 increased amounting to an increase of 10.94% Proposed Cllr Lister, Seconded Cllr Jones, Unanimously agreed. T156b United Charities It was resolved that the annual dispersment recommendations should be £300.00 UVHS; £250.00 Parish Church; £300 Food Bank (Ulverston); Mayors Fund £1000.00; £3000.00 would be re-invested. Proposed Cllr Lister. Seconded Cllr Bishop Rowe. Unanimously approved T156c Management accounts and reserves. Noted. T156d. Payments: Cllr J Pickthall & Cllr Clough nominated to sign cheques.

T157 Other Matters: Cllr Bishop Rowe said that a wing parade would be held in the town on Sunday 1 February followed by a service at the Parish Church. Cllr Jones was unhappy at having to leave the chamber for the Ford Park Debate. She was also unhappy at not being able to speak during the debate on Charter. She also said that the magazine Talk of the Town should not be published as it was too costly and should be in a simpler format. Cllr Smith said that evidence was now showing that seagulls travelled as far away as Warrington. During May – early June; the birds live primarily at sea.

4 Cllr Bishop Rowe. Thanked the media for highlighting issue of ambulances to Barrow. Cllr C Pickthall. Positive meeting with Highways Agency to discuss the former railway track to Greenodd. Resources were now available to potentially make this project happen.

T158 Public Participation; Pat Appleton, LA12 9HRXZ. The new bus shelter had been damaged together with solar lights near to the shops. This will be raised with South Lakes Housing Helen Gilpin. LA12 7JE Suggested putting all of the market stalls on market street. Michelle Scrogham, LA12 9NY Disappointed that New Market St is now closed on market days. This has affected trade which is down by 50%. Diane Duckworth LA12 7TR. Funds for the Foodbank must go to Ulverston and not to Barrow food bank.

T159 Date of next meeting: Members to note the date of the next meetings of Ulverston Town Council which is: Monday 26 January 2015 @ 7.00 pm (additional meeting) and Monday 16 February 2015.
