Minutes Traffic & Parking Committee Meeting held on Thursday 15th January 2015 at 7.15pm

Announcements from the Chair a) CT apologised for missing the GCC Parking Review meeting. b) CT had met councillors from Moreton & Bourton and suggested that the three parishes plus Campden meet informally to discuss traffic plans for the area.

Minutes of Last Meeting Two typos were corrected. The minutes of the Traffic and Parking Committee Meeting held on 23 October 2014 were approved as a correct record and signed by the Chairman.

14.19 Public Participation

Mrs Stretton-Jones presented photographs showing cars parking across the entrance to Queen Henrietta car park. Robert Taylor (RT) confirmed her statement that visibility leaving the carpark was very poor and the situation was made worse by traffic speeding along Well Lane.

Resolved: Bob Skillern to be asked to paint a white H across the entrance (but no further). As this reversed the decision made last month this resolution will be presented to council for approval.

Proposed AW, Seconded CT, All in favour.

RT was prepared to ask residents if they were prepared to contribute to a fund for carparking in Stow.

Matters Arising

14.13 Square Improvements: 2½ years ago KA wrote to GCC about speeding in the square, particularly around Bennetts. a) KA to reissue the letter, KA b) CT to ask Bob Skillern for figures that show the speeds in early morning not averaged CT out over the day All c) STC to carry out a speed survey to collect evidence

Bob Skillern emailed on15/1/15 ‘ The Square work is with our designers at the moment, they are producing detailed working drawings and cost estimates for the 3 elements of work we are progressing as phase 1.’

14.21 Spring Gardens

 CDC have their legal department looking into the deeds to determine responsibility of the maintenance of the road.  Bob Skillern has stated that if the road is to be adopted it has to be offered by Bromford for consideration and would have to be up to adoptable standard. He might be able to help with the potholes on a one off basis. Clerk to discuss this at meeting on 20th.  Bromford have been contacted and will come up with some proposals, hopefully for getting the road to adoptable standard.

14.22 Parking Review

AW reported on a meeting with GCC on 14 January when proposals were presented showing parking charges and permits around the town. AW explained that the second map would a) be altered to show a residents parking permit zone rather than streets identified and b) that the area shown for permits during Stow Fair week would be omitted. Also that some of the money raised by charges could be redirected from GCC into parking schemes in Stow. Following consultation with STC public consultation would take place in June.

Members commented:  2 hour restrictions are already in place and that imposing charges in the square would not increase the turnover of parked cars.  Only additional parking provision would make a difference  Stow would be at a disadvantage if charges were imposed on visitors  STC should strongly resist charges  STC need to develop a counter proposal

Update on potential parking areas around the town:  Land near Parsons Corner – The land is owned by R. Whitby’s mother. Her solicitors have been informed.  Land behind Majestic – Majestic are willing to discuss the possibility of a parking area.  Land opposite the Catholic Church - Bromford are considering the proposal. Additional disabled provision had also been suggested.  Cemetery – owned by STC  Valuation Office have suggested a rough rateable value of £250 per space per year

14.23 Snow Ploughs / Spreaders

a) Talbot Square A letter is to be written to Martin Elliott expressing STC’s concern about the safety of the paving in Talbot Square and requesting improvements. b) It was reported that the street lights near the green were not working. c) Western Power Distribution are to carry out roadworks between the Unicorn and the BP garage starting 2 February and continuing for 2 – 3 weeks. d) Clerk to ask Errol Mews, Taylor & Fletcher if there is possibility of a wayleave payment
