Overview of position
Tulare County, Health and Human Services Agency is seeking an experienced recruitment specialist that will be responsible for delivering all facets of recruiting success throughout the agency. This will be achieved through the development of local recruiting plans, employing traditional sourcing strategies and resources as well as developing creative recruiting ideas. The ideal candidate will be an inclusive, solution oriented manager who is professional and outgoing and will play a critical role in ensuring that we hire the best possible talent for the Health and Human Service Agency at Tulare County.
. Develop and execute a recruiting plan for the HHSA at Tulare County. . Manage and develop a team of 2 individuals to build a successful and effective recruitment strategy for the agency. . Work with hiring managers on recruiting planning meetings and create compelling job descriptions that will aid in establishing a recognizable “employer of choice” reputation for the agency, both internally and externally; . Lead the creation of a recruiting and interviewing plan for each open position. . Efficiently and effectively fill open position within timeline targets. . Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation. . Develop a pool of qualified candidates in advance of need. . Research and recommend new sources for active and passive candidate recruiting. . Build networks to find qualified passive candidates. . Post openings with professional organizations, and in other position appropriate venues. . Utilize the Internet for recruitment and research new ways of using the Internet to find new talent.
Candidate Qualifications Required
. Equivalent to graduation from an accredited college or university, major coursework in business administration, or human resource administration, or related field.
. 3 years experience working in the area of full-cycle recruitment with at least 1 year in a supervisory position.
. Ability to develop and implement policies and procedures as it pertains to building a successful recruitment effort.
. Critical thinking, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
. Coordinating the work and activities of others-getting members of a group to work together to accomplish tasks.
