DRAFT Minutes of the Meeting between Slinfold Parish Council Industrial Liaison Group, Flint Group and SI Group held at Flint Group on 6 October 2008 220/08 Attendance and Apologies for Absence

Present: Russell Foxley, Managing Director, Flint Group Brian Goodchild, Operations and Site Manager, SI Group Rosemary Hillyard (Chairman), Slinfold Parish Council Adrian Skeates, Slinfold Parish Council Mary Burroughs, Clerk to Slinfold Parish Council No Apologies received.

221/08 Approval of the Minutes of the Meeting held on 1 October 2007

The draft minutes, having been previously circulated, were taken as read and accepted as a true record.

222/08 Matters Arising – for information only

296/07 – The Clerk confirmed that the Flint direction sign had been replaced. 297/07 – Russell Foxley and Rosemary Hillyard confirmed that the cottages in Hayes Lane had been sold. 298/07 (i)– The Clerk advised that the padlock for the gate at Cherry Tree Sports field had gone missing and that a new padlock had been purchased. The Clerk will ensure that Flint/SI Group Security has a key to this padlock. 298/07 (ii)– Russell Foxley advised that he had given instructions to remove the metal stake from the area at the viewpoint steps but could not confirm that this had been done. Adrian Skeates volunteered to check this and advise Flint Group if this was not the case.

Any other matters arising were added to the agenda and have been addressed in the following minutes.

223/08 Health, Safety and the Environment

i. Brian Goodchild reported that there have been no accidents or spillages at the SI Group for over five years. Russell Foxley reported that there have been no spillages or accidents at the Flint Group either. He added that their Health, Safety and Environment Team had received a 5 star award, which was the highest accolade that could be achieved requiring a minimum 96% pass rate for

Rosemary Hillyard suggested that this achievement should be noted in the Slinfold Parish Magazine. Russell Foxley agreed with this proposal and suggested that The Clerk contact Jane Beldon, Flint Group to obtain further information for the magazine. ii. Hayes Lane Gully Check – Brian Goodchild advised that the area in question is a ditch that runs behind Hayes Lane properties and underneath the railway line. Metal grills have been installed but there is the possibility of debris collecting under the railway line. Adrian Skeates agreed to check this area and report back.

224/08 Highways/Transport

i. The Clerk reported that WSCC had issued Traffic Regulation Orders (TRO’s) for speed restrictions on the A281 and A29. Work on the A281 is scheduled for 2008/9 and the A29 for 2011/2. ii. WSCC has obtained a quotation to regrade and resurface the Down Link between Spring Lane and Hayes Lane for the sum of £11,198. This quote and possible funding was discussed. It was agreed that this work is probably unnecessary and that funds could alternatively be used to install a post and rail fence and signage to separate the footpath from the bridleway. The Clerk apologised for not advising Russell Foxley of the date when the Youth Offending Team were clearing vegetation from the footpath on the ‘link’; unfortunately she was not informed until after the work was done. iii. Brian Goodchild advised that there had been a recent report of a lorry through the village. Adrian Skeates advised that Security had been informed and that this matter had been dealt with promptly and efficiently. The driver has been interviewed and steps taken to ensure that this contractor uses the sign-posted routes to the site.

225/08 Planning Approvals i. The Clerk provided details of an application from Slinfold Golf Club that had been permitted during 2008. ii. It was confirmed that there are no planning applications pending for Flint Group.

226/08 Sports Pavilion

i. Lease Agreement – Rosemary Hillyard advised that the Sports Association had approached the Parish Council with a view to changing the lease agreement to offer some comfort when the lease expires. Russell Foxley felt that it was inappropriate to commit to a proposal of this nature at this time. ii. Pathway Lighting – The Sports Association has asked for permission to channel across the driveway to the bungalow to lay a new electricity cable to run the pathway lighting from the car park. Both SI and Flint Group give their permission for this work to take place but advised that caution should be taken, as there is an 11kv cable in this area. The Clerk will ask the Sports Association to contact Brian Goodchild for further information on the siting of this cable.

Sports Field Access – Brian Goodchild advised that he had written to The Clerk with regard to wood chippings being spread along the path from the car park to the pavilion and that he had questioned it’s suitability. The Clerk confirmed that the Sports Association had carried out the work in preparation for an event, as the path was muddy. The Clerk will ask the Parish Council members on the Sports Association Committee, to request that the Sports Association, as a courtesy, inform Brian Goodchild of these types of works. iv. Car Park – Brian Goodchild advised that there have been incidents of rubbish being dumped in the car park and that this had coincided with sheds being broken into. SI Group has cleared away the rubbish and will monitor the situation. v. Cherry Tree Farm – Brian Goodchild updated the group on a matter regarding Cherry Tree Farm.

227/08 Any Other Business

i. Woodland Management – no issues to report. ii. Nuisances – no issues to report other than the dumping of rubbish noted above. iii. The Clerk advised that she had received a request from a resident with regard to the provision of allotments. The Parish Council has a statutory duty to supply allotments if six or more residents make a request. The Clerk enquired if there may be land available to lease. Russell Foxley advised that there was no suitable land other than that at the Cherry Tree Sports field. iv. Rosemary Hillyard advised that she was now the Chairman of the Parish Council.
