MINUTES OF THE MEETING OF MYERSCOUGH AND BILSBORROW PARISH COUNCIL HELD IN ST HILDA’S COMMUNITY ROOM, BILSBORROW, ON THURSDAY 12 JANUARY 2017

1.17 POLICE The PCSO reported on criminality in the locality.

2.17 MEETING ETIQUETTE The Chairman advised the members as to meeting etiquette. The advice will be given again at the commencement of the next meeting.

3.17 DIVISION & WARD The members were concerned to hear that CC Mrs Perkins was indisposed.

The Chairman reported upon Ward matters and a message from CC Mrs Perkins about the imminent introduction of new speed limits in the locality was read aloud by the Clerk.

4.17 MINUTES The minutes of the November 2016 Council Meeting were approved and signed and the minutes of the October 2016 meeting of the Trustees of Barton, Bilsborrow & Myerscough War Memorial were noted.

5.17 FINANCE

Review of performance against budget 2016/17 The only exceptional item is the expenditure of £216 on ball-stop netting

Risk Assessment

RESOLVED Bearing in mind that Council is essentially a consultative body, as distinct from a provider of services, Council is satisfied that its management of risk, using insurance, by working with others and by self-management, meets the requirements for risk management as set out in ‘The Practitioner’s Guide’. Local specific risk assessments will be required in respect of Old Brock Station Pocket Nature Reserve, Barton Bilsborrow & Myerscough War Memorial and Bilsborrow Recreation Ground

Review of the effectiveness of internal audit

RESOLVED Having reviewed its internal audit system Council is satisfied as to its effectiveness

Reserve funds

RESOLVED That reserve funds continue to be held in respect of 1. contingencies at Barton Bilsborrow & Myerscough War Memorial, 2. contingencies at Bilsborrow Recreation Ground, and 3. Council’s continuing commitment to the Canal Towpath Project. Payments out of these reserve funds will be at the discretion of the Council, whether for the designated purpose or for such other purpose/s as the Council may decide

Clerk’s salary 2017/18

RESOLVED That the clerk’s salary be £3960 with effect from 6 April 2017

Forecast receipts & payments 2017/18

It was anticipated that receipts & payments 2017/18 would be similar to those in 2016/17, but not including poll expenses (£1492), or Recreation Ground rental income (£400). The increase in the clerk’s salary would cost an additional £360.

RESOLVED That the Precept 2017/18 be £14000

6.17 PLANNING

Land at The Willows, Bilsborrow Outline application for a residential development of up to 19 dwellings with access applied for (all other matters reserved)

RESOLVED To raise no objection in principle to there being a further 19 dwellings at this established Regenda site but to inform the Planning Authority that there is evidence of there being serious foul drainage problems in the locality and to point out that A6 Garstang Road is already severely congested

ACTION Clerk

Land at Bilsborrow Lane, Bilsborrow Outline application for the erection of up to 50 dwellings and a foul water pump station with access onto Bilsborrow Lane. The application seeks to agree means of access with the matters of layout, scale, appearance and landscaping reserved

This greenfield site is outside the Bilsborrow settlement boundary. There is evidence of there being serious foul drainage problems in the locality and A6 Garstang Road is already severely congested.

RESOLVED To object to the application as set down but to indicate to the Planning Authority that the Parish Council would tolerate, in principle, there being infill development fronting Bilsborrow Lane (i.e. at the northerly edge of the application site) between Ingleside to the west and Holland Villas to the east

7.17 HIGHWAYS & FOOTPATHS The Clerk provided a comprehensive briefing.

As regards speed monitoring on Bilsborrow Lane, Bilsborrow, 1. a camera van won’t presently be deployed by the Police, 2. a community road watch operation had been carried out - no traffic offences were detected, and 3. a Smiley Speed Indicator Device is in operation.

8.17 PROPOSED MULTI-USE OPEN SPACE PROJECT AT BILSBORROW SCHOOL A topographic survey of the project area was required. Wyre Council’s Landscape Architect was enquiring as to the matter and was due to meet with the Chairman shortly.

9.17 BILSBORROW RECREATION GROUND There were no known potential users of the football pitch.

AGREED To make further enquiries and to advertise the pitch for hire
