The Peace Corps is a United States federal agency that promotes international peace, friendship and sustainable development by providing trained men and women to serve in local communities. In Ghana, these trained men and women (Peace Corps Volunteers) work in the areas of Health, Education, and Agriculture. The agency in Ghana is seeking to hire a General Services Assistant to assist with its operations in the Accra office.

U. S. Peace Corps – Ghana General Services Assistant Number of Positions: 1 Duty Station: Accra

REQUIRED QUALIFICATIONS

 Demonstrated organizational and communication skills  Demonstrated English proficiency, both written and oral  Ability to work with Microsoft Office Suite, and other basic computer knowledge to include databases  Ability to develop and maintain effective working relationships with colleagues at the U.S. Embassy and with vendors, and other Peace Corps Posts  Minimum 3 years of experience with Facilities and Maintenance in an office setting  Demonstrated experience in clerical/database entry; Minimum 1 year of experience  A valid Ghanaian Driver’s License (Class C authorization and above)  A high school diploma (or local equivalent); college degree preferred.

DESIRED QUALIFICATIONS

STATEMENT OF WORK: GENERAL SERVICES ASSISTANT

BASIC FUNCTION OF POSITION Under the supervision of the Director of Management and Operations (DMO), but with day to day coordination by the General Service Manager (GSM), the General Services Assistant (GSA) is responsible for the maintenance and repair of official Peace Corps properties and equipment, property management and inventory, and recommendations and research for procurements related to equipment, furnishings and supplies. The GSA ensures that utilities including electrical, water, generator, and telephone are operational and assists the GSM in dealing with vendors and contractors. The GSA also serves as the mail room clerk and a back-up driver for the Accra office.

DUTIES AND RESPONSIBILITIES FACILITIES MANAGEMENT AND PROCUREMENT 25%  Assist GSM with the make-ready of Peace Corps residences and official leased space prior to the arrival of new staff members and/or at the closure of a property lease;  Closely monitor vendors working in the office and residences;  Ensure that office lights, kitchen appliances, and other general equipment are turned off at the end of each workday and in good working order;  Maintain welcome kit for new staff and ensure that all items are inventoried before being checked out and are accounted for when returned;  Maintain a secure set of keys for all internal and external doors and generators;  Assist GSM with managing the work of Janitors, Maintenance team and Gardeners;  Ensure all gardening/cleaning equipment are properly inventoried and returned to their proper place of storage through random spot checks;  Act as a procurement clerk in coordination with Contracting Officers (CO): obtain quotes from a variety of vendors, purchase supplies ensuring compliance with all Peace Corps regulations regarding procurement and competition with CO; deliver supplies for receiving officer to inventory as a check and balance; payments of utility and telephone bills;

MAINTENANCE MANAGEMENT 25%  Put in place a preventative maintenance system for all PC/Ghana properties to include the maintenance of buildings/structures, water distillers, water filters, water pumps, electrical systems, plumbing systems, and generators; establish good internal controls to protect the safety of Peace Corps staff members;  Assist GSM with vendor maintenance contracts to ensure contractors are meeting agreed level of service standards; maintain a network of vendors that can quickly

provide emergency services for plumbing, electrical, generator, or other emergency needs that are beyond his/her ability;  Create a transparent tracking system for electric, water, and generator fuel use;  Manage repairs and maintenance of office and residential furniture and equipment;

INVENTORY DATABASE MANAGER 25%  Collaborate with receiving officer, GSM and ITS for recording on the computer inventory system as property enters or leaves the building, or any Peace Corps premises as directed by GSM and DMO;  Provide back-up support for warehousing needs to include recording dispensing of supplies and equipment to Volunteers and staff based on requisition slips, and retain authorizations to prevent theft and abuse of PC property;  Maintain all maintenance records on all property from purchase through disposition in collaboration with the GSM and Receiving agent;  Manage inventory of cleaning supplies in coordination with janitors;

MAIL ROOM CLERK 20%  Perform duties as the mailroom Clerk, sort Peace Corps Volunteers (PCVs)’ mail, dispatch letters and messages, collect packages, dos photocopying and mimeographing, etc.  Develop a tracking system for mail delivery to ensure that each PCV receives mail as frequently as possible;  Make photocopies for staff  Distribute letters to government officials around Accra as needed;  Secure "exemption from paying tax" status for the office and Volunteers from the customs office;  Inspect and inventory belongings left in country by PCVs, and ship belongings to PCVs in the US, including securing Government clearances required to ship belongings to PCV's home of record;

OTHER 5%  Provide Accra support as an occasional driver for errands, deliveries, airport pick- up/drop offs and other needs;  Act as an Occasional Money Handler, as assigned, to perform work within the scope of duties. The PSC may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to PST/IST training sites, or other locations as directed by the Contracting Officer. The PSC may also be required to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer;  Be knowledgeable and supportive of Peace Corps/Ghana safety and security policies and procedures, to include timely reporting of suspicious incidents, persons, or articles. Know and perform duties as assigned in the Emergency Action Plan;  Perform other duties as assigned. - 4 -
