CHISHOLM CITY COUNCIL REGULAR MEETING – OCTOBER 27, 2015

CALL TO ORDER

Mayor Michael A. Jugovich called the City Council Meeting to order in the City Hall Council Chambers at 5:30 p.m.

ROLL CALL

Present: Council Members Campbell, Cook, Kevin Scaia, Todd Scaia (left at 6:25 pm) and Mayor Jugovich Absent: Councilor Rahja Also Present: Interim Administrator Jerry Bohnsack, Deputy Clerk Susan Schweiss, City Attorney Bryan Lindsay, Consultant Engineer Jim Johnson, Emily Major of SEH, Library Supervisor Christenson and Police Chief Vern Manner

ADOPT THE AGENDA

Moved by Councilor T. Scaia and supported by Councilor Campbell to adopt the Agenda with two additions: 6A1) Post Library Aide Position and 6A3) Attorney Letter of Opinion for Bike Trail Project. Voting Aye: All Motion Carried

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was recited.

PUBLIC PARTICIPATION

Steve Georgi of RAMS informed the Council and Public on the workings of RAMS.

REPORTS

Library Supervisor Christenson discussed the ALS standards. A Weird Poetry Program will be presented to the 9th grade class at the school. Other – Councilor Campbell met with Councilor K. Scaia, Interim Administrator Bohnsack and representatives from the school board. Councilor Cook attended the Regional County Trails Task Force meeting. Councilor K. Scaia met with Councilor Campbell, Interim Administrator Bohnsack and representatives from the school board. Councilor T. Scaia recommended that Ed Chamernick attend the school board meetings when they meet with the Council reps. He attended the RAMS meeting where they discussed the dues structure. Mayor Jugovich attended the Polymet Rally. The dedication of the Post Office will be on Friday, October 30, 2015 at 1:00 p.m. He will be attending the upcoming IRRRB meeting. Iron Bound Studio’s will be doing a casting call on Wednesday, October 28th from 3:00 – 6:00 pm.

Moved by Councilor Cook and supported by Councilor K. Scaia to accept the Consent Agenda, including the List of Bills, Communications, Minutes of the October 6, 2015 Budget Meeting, the October 14, 2015 Regular Council Meeting, Payroll and Overtime. Voting Aye: All Motion Carried

RESOLUTION NO. 0715-73 ACCEPTING PROPOSED ASSESSMENTS 4TH ST. SW PROJECT

RESOLUTION NO. 0815-78 ACCEPTING PROPOSED ASSESSMENTS 5TH AVE NW PROJECT

LETTER OF OPINION FOR BIKE TRAIL PROJECT

Moved by Councilor Cook and supported by Councilor Campbell to accept the letter of opinion from City Attorney Lindsay for the Iron Range Off Trail Cyclists (IROC) bike trail and authorization was given to submit the application to the Iron Range Resources & Rehabilitation Board (IRRRB). Voting Aye: Councilors Campbell, Cook, K. Scaia, T. Scaia and Mayor Jugovich Absent: Councilor Rahja Motion Carried

LETTER OF RESIGNATION

Moved by Councilor Cook and supported by Councilor Campbell to accept the letter of resignation from Kerry Hutchings from her position at the Library. Voting Aye: Councilors Campbell, Cook, K. Scaia, and Mayor Jugovich Absent: Councilors Rahja and T. Scaia Motion Carried

POST FOR LIBRARY AIDE

Moved by Councilor Cook and supported by Councilor K. Scaia to post both internally and externally for the part time Library Aide position. Voting Aye: Councilors Campbell, Cook, K. Scaia, and Mayor Jugovich Absent: Councilors Rahja and T. Scaia Motion Carried

APPOINT LIBRARY BOARD MEMBERS

Moved by Councilor Campbell and supported by Councilor K. Scaia to appoint Councilor Cook, Library Supervisor Christenson and Interim Administrator Bohnsack to a committee to interview the applicants for the Library Board positions. Voting Aye: Councilors Campbell, Cook, K. Scaia, and Mayor Jugovich Absent: Councilors Rahja and T. Scaia Motion Carried

2016 PROJECT PRIORITY LIST

This was an informational item at this time. Consulting Engineer Jim Johnson was authorized to proceed with the soil borings and to request preliminary engineer reports from SEH, Inc. for these projects.

RESOLUTION NO. 1015-93 MUNICIPAL STATE AID STREET FUND

Moved by Councilor K. Scaia and supported by Councilor Campbell to adopt Resolution No. 1015-93 to apply for supplemental Municipal State Aid Street Funds in the amount of $1,100,000. Voting Aye: Councilors Campbell, Cook, K. Scaia, and Mayor Jugovich Absent: Councilors Rahja and T. Scaia Motion Carried

PROCLAMATION FOR DOMESTIC VIOLENCE MONTH

Moved by Councilor Campbell and supported by Councilor Cook to proclaim October, 2015 as Domestic Violence Awareness Month. Voting Aye: Councilors Campbell, Cook, K. Scaia, and Mayor Jugovich Absent: Councilors Rahja and T. Scaia Motion Carried

HIGHWAY 5 RELOCATION

Moved by Councilor K. Scaia and supported by Councilor Cook to host a Public Forum at the Senior Citizen’s Center on Monday, November 16, 2015 at 6:00 p.m. to discuss the CSAH 5 relocation. Voting Aye: Councilors Campbell, Cook, K. Scaia, and Mayor Jugovich Absent: Councilors Rahja and T. Scaia Motion Carried

ADJOURN MEETING

Moved by Councilor Cook and supported by Councilor Campbell to adjourn the City Council meeting at 6:45 pm. Voting Aye: Councilors Campbell, Cook, K. Scaia, and Mayor Jugovich Absent: Councilors Rahja and T. Scaia Motion Carried
