County Councillors Report – Cllr Peter Finney

Great support for Ask Dorset Events - The series of road shows, which is part of the biggest listening exercise the county council has ever undertaken, sees residents presented with a list of 20 service areas the council currently funds or support. They are given five green buttons and they have to ‘vote’ for their top priorities. The road shows began mid June and will run until the end of July.

The Ask Dorset campaign has got off to a great start. So far, more than 6,500 Dorset residents have given us their views with a further 600 completing the survey online and over 1,000 responses through local libraries. There is overwhelming support coming from the public and it is interesting to see how they pick their priorities. (I am trying to arrange an event in West Moors)

Verwood had the first of two Ask Dorset events on Wednesday 16 July which was attended by many local residents who commented just how easy it was to choose just five priorities out of 20 on offer. The second event took place on Saturday the 26 July at the Farmers Market. The County Council has been really encouraged by the public responding so positively and we hope that many more will be able to come along to have their say.

Staff Road shows –The Chief Executive and Spencer Flower, have presented 6 road shows to explain to staff just what Forward Together is all about. This involved 20 minutes PowerPoint presentations then by 20 minutes Q&A’s and one to ones with staff for 3 minutes each.

The County Council has an annual net budget of £250 million. We have saved £60.0 million since 2010 but need find further ways saving of £43 million through a comprehensive review of service redesign by 2016/17. It is particularly helpful that as Employers we enjoy such a good, honest and constructive working relationship with the trade unions that represent staff employed by the County Council. There will be a further 6 staff road shows planned for the autumn in other parts of the County.

Better Together Programme update –This is a shared health and social care budget (Better Care Fund) worth at least £54 million is set to be spent in Dorset over the next two years to provide a smoother pathway of care for individuals. This could be expanded to the value of £344M, making it one of the largest combined health and care budgets in the UK. This is not new money but is designed to move money to support the whole social care and health pathway.

The ‘Better Together’ programme is progressing well with some work streams now moving into implementation phase. A new service model for locality teams has been designed where health and social care teams will be working together in GP locality areas. They will provide more help and support for people to stay independent in their own homes and delay the need for long-term care and unnecessary hospital admissions.

Dorset Local Enterprise Partnership [LEP] There has been a couple of announcements in the past week from Government, the first announcing £66 million of growth funding to support the development of the Port of Poole and Bournemouth Airport. These projects will have significant impact on the economy of the county, aiming to bring a significant number of new jobs to Dorset.

The Council have been working with our local authority colleagues and the LEP over the last few years and it's good to see such a result. The challenge now is to work together to deliver the projects well and get maximum value from the investment for the whole county. If we do well it will make further projects around all parts of the county more likely to be supported when further funding becomes available.

To support our joint work as local authorities the council leaders across Dorset have formed a growth board where economic development issues will be discussed and actions agreed. It's a huge step forward and further work is being done to see what options there are to bring officers together to share resource and skills. More details of the actual investment programme will be included in future reports.

 Burts Lane/Holt Road Fingerpost – needs refurbishing & Lower Rowe Fingerpost now missing – Colehill PC has a volunteer willing to refurbish. Clerk to contact. Clerk  1021485 Mannington Bridge – warning signs not visible due to overgrown vegetation. Clerk to report Clerk to DCC. Clerk  Verge & Visibility Splays – Clerk to email DCC to ask when these will be cut.  Synergy Housing - confirmed they have no plans to put in driveways to any properties in Lodge Road.

75 Rights of Way

 MNT 29337 Footpath Pilford Farm to Barley Mow – fallen tree by first stile. Clerk to report to DCC.  Bridleway Lower Rowe – Himalayan Balsam not yet cleared by National Trust.  Bridleway Pilmoor Bottom – partly cleared.

76 Planning Applications

3/13/0506 COU Pig Oak Farm, Holt Lane permission for change of use and minor exterior alterations. Clerk Concern that buildings appear to have been knocked down, EDDC has responded with explanation. Member’s are not satisfied with response and agreed to write to Head of Planning at EDDC stressing concern with the continued demolition and request a new application is submitted for the rebuild. Also request legal advice why a new application is not required.

Proposed Solar Farm adjacent to Parish – Clerk to request a visit by the developers as the proposal would Clerk visually impact on Holt residents.

 Planning Training for Town & Parish Councillors – 9th October 9:30am to 3:30pm at Kingston Maurward.  Dorset County Councils Draft Local Flood Risk Management Strategy Consultation - open until 4th August 2014.

80 Audited Accounts

Members approved and accepted the audited accounts for year ending 31st March 2014 and noted the minor issue in the issues arising report.

81 Financial Matters & Expenditure

 The Clerk provided members with up to date bank balances.  Members resolved to donate £100 this financial year to the East Dorset Tourist Information Centre.  Resolved to pay: 000952 BDO LLP Audit Fee £120.00 000953 L Goodwin Clerk’s Expenses £94.86
