OTHER PA ACTIVITIES
National PA Contract Status Second contract extension ends February 14, 2007, with two one-month extensions available to be exercised at the option of the FCC. One month extension granted - Contract extended through March 14, 2007 NOWG 2006 Performance Evaluation Posted the annual performance survey to the PA website on January 2. Sent email with performance evaluation documents and completion information to Pooling Administration System (PAS) distribution and state regulators on January 2. Sent email reminder to PAS distribution and state regulators on February 2. 6 Delegated Authority Petition Update Update on implementation of February 24 order DA 06-14:
Oklahoma . Corporation Commission of Oklahoma approved withdrawal of the August, 2006 staff petition to implement additional mandatory pooling on January 25.
Missouri . Rulemaking will be effective March 30, 2007.
7 West Virginia –
. Implementation of the change in pooling status designation for all optional rate areas to mandatory resulting from the Public Service Commission of West Virginia (WV Commission) September 14, 2006, order in Case No. 00-0953-T-PC is scheduled for April 9, 2007. . The WV Commission issued a subsequent order in this docket on December 18, 2006 ordering the implementation of mandatory thousands block number pooling in excluded rate centers. . PA filed a letter on January 5, 2007 in response to questions raised in the December 18, 2006 order. . The WV Commission then issued another order on December 22, 2006 that rescinded only the portion of the December 18 order requiring that excluded rate areas be changed to mandatory as the result of a request from a rural carrier to appeal the order.
Update on implementation of order November 9 order - DA 06-2299:
Ohio . Supplemental Implementation Meeting (SIM) was held on January 9, 2007 for the 740 and 937 NPAs. The start date for the mandatory designation to become effective for all optional and excluded rate areas is May 28, 2007.
8 Washington . Washington State Utilities and Transportation Commission issued in Docket UT-060012 a NOTICE OF OPPORTUNITY TO FILE WRITTEN COMMENTS by January 10, 2007 AND OPPORTUNITY TO MAKE ORAL COMMENTS on January 24, 2007. . The Commission met on January 24, 2007 and the PA commented on the process for changing the status designation of all rate centers currently marked as optional or excluded to mandatory pooling in the 360 NPA effective July 31, 2007. The PA also responded to questions about the ability to include changes to optional and excluded rate areas in the 509 NPA by July 31, 2007. . The Commission approved an order to change the designations in the optional and excluded rate areas in the 360 NPA and the PA is proceeding with the implementation process. Pending petition:
The Kentucky petition filed with the FCC on October 10, 2006 was put out for comment. Comments are due February 12, 2007 and reply comments are due February 27, 2007. Interim Routing Number Authority Administration (IRNA) There have been five (5) registrations received as of January 31st, of which four (4) were approved and one (1) was denied. No requests for ESQKs have been received as of January 31st. We have been working with the INC on developing the permanent p-ANI guidelines.
